There is no requirement for Train Operating Companies (TOCs) to provide low emissions vehicles for ancillary services, which is contrary to the UK Government’s Net Zero strategy. Solution Sava’s Clause would create requirements within existing franchise agreements for TOCs to use a certain percentage of low emissions vehicles. Impact The clause would ensure that ancillary transport is also considered as part of a Net Zero strategy resulting in reduction of the overall carbon footprint of the transportation sector.
