Ken opened the CIPP’s 2020 Annual Conference and Exhibition thanking delegates on behalf of himself, the CIPP board and wider team for taking the time to attend the event. He followed by extending thanks to the exhibitors and sponsors. Starting with conference headline sponsor Workday and keynote and motivational sessions sponsor Sage. Thanks then followed for the other conference sponsors; Access People, ADP, BDO, the Canadian Payroll Association, Ceridian, Cintra, Cloudpay, Frontier Software, Intelligo, Moorepay, NEST, OneSource Virtual, Reward Strategy, Selenity Expenses, The Payroll Centre, and Western Union Business Solutions. Ken commented: “All these sponsors are excellent organisations to have in your network, whether you have a need for their services now or sometime in the future, and we are truly appreciative of their support of this event.” Ken welcomed and extended thanks to the online attendance of the CIPP’s international counterparts: the American Payroll Association, the Canadian Payroll Association, the Irish Payroll Association, and the Australian Payroll Association. Observing that “2020 has been a challenging year”, Ken added that the industry has “had to adapt quickly and professionally to changes at incredibly short-notice and implement new legislation and guidance compliantly within our organisations with little notice.”

Taking the opportunity to record his appreciation of the CIPP’s policy and advisory team for the support they have provided the profession over the last twelve months; Ken said
“Through our policy team we are continuing to represent you to clarify government’s guidance as it is issued, often at short-notice and without the advantage of advanced consultation. We have been running, and continue to run, webcasts to deliver information to the payroll community and issue factsheets to support you. The Advisory Team has supported members, receiving, quite literally, thousands of enquiries each month.” Ken provided an update of CIPP developments, such as moving some 2020 events to 2021 and involvement in apprenticeships, and noted that this year’s “National Payroll Week, despite moving to an online event, was perhaps one of the most successful yet! It seems that the world suddenly realised how important payroll professionals are – hmm, I wonder why!”
An important message Ken expressed is that the CIPP will “continue to work behind the scenes to champion the work of payroll professionals and ensure that you are recognised for the value you bring to your employers and the wider economy”.

Ceara Metcalf, director of project management, Sage, introduced the sponsored keynote speaker.
Angela became HMRC’s deputy chief executive and second permanent secretary in August 2020. As deputy chief executive she is accountable to Parliament for the effective and efficient running of HMRC.
Angela has thirty years’ experience as an operations professional in service delivery, transformation and change in both the public and private sector.
Joining the Civil Service in 2009, she moved to HMRC in 2017 and was appointed as director general for customer services.
She leads 50,000 HMRC colleagues delivering customer service, compliance and enforcement activity across all taxes.
Angela extended thanks to those at the CIPP, especially Ken Pullar, Samantha Mann and Lora Murphy, for helping HMRC deliver at pace measures, and ideas for improvement so things worked successfully. Without partners like CIPP, HMRC would not have been able to deliver for the businesses that needed its help. Angela talked about HMRC’s responses to the pandemic, remarking how overnight the entire HMRC workforce moved to working from home; the measures put in place to support the economy; and attendees’ experiences of working with HMRC since March.
The session ended with Angela answering members’ questions delivered by Jason Davenport MCIPP MIoD, CIPP chair.

Danny provided insight to the pandemic’s impact on the industry, and reflected on the changes since last year, commenting however that some things – such as paying employees – have not changed.
Danny discussed the benefits of running payroll in the cloud, and how the pandemic means movement to cloud processing is accelerating. Companies that had moved to the cloud before the pandemic were able to adapt more quickly to remote working.
A trend revealed by many recent surveys is that many people now prefer or want to work from home. This is a fundamental shift.

LEARN: STRESSANDRESILIENCE TIMWIDDOWSON INSTRUCTOR, NEWLEAF HEALTH
Tim specialises in mental health training and resilience building for employees and employers in corporate and public sectors.
Tim explored the personal definition of stress, identifying signs and symptoms that we may experience if stressed, and understanding the health risks of short- and long-term stress.
Attendees would understand their personal vulnerability to stress and in identifying things that cause stress they could manage these via a range of healthy coping strategies.
As part of Tim’s session, attendees were able to download a handout which enabled them to evaluate stress, engage in assessments, and perform activities.
NETWORKINGOPPORTUNITIES At lunchtime each day CIPP staff hosted ‘rooms’ for attendees to meet and catch-up. The CIPP hosts were: Dawn Baxter ACIPP, membership manager; Joanne Hudson BA (Hons), marketing manager, and Dr Sue Smith EdD MA BEd FHEA FCMI Cmgr Assoc CIPD, education director.
Q&AWITHHMRC In this session, conducted by Gemma Mullis ACIPP, CIPP policy and research officer, Colin Shingler, head of the customer engagement team at HMRC and Angela MacDonald CBE, HMRC, answered questions posed by attendees. Colin has responsibility for stakeholder engagement across intermediaries including employers, payroll, paid agents, voluntary and community sector and small business.
ROUNDTABLES There were four roundtable sessions, running concurrently on both days. The discussion topics comprised: ● Merits of outsourcing or bringing payroll in-house ● Covid-19 experiences general discussions ● Covid-19 experiences of those working in the pensions sector ● The future of payroll – how Covid-19 and technology will change payroll

THE CIPP ANNUAL EXCELLENCE AWARDS 2020
In the early evening of Thursday 15 October 2020, the Chartered Institute held its first ever online Awards ceremony.
The nominations we have received show true professionalism and excellence within the sector in what can only be described as one of our most challenging years.
The CIPP’s Annual Excellence Awards are the industry’s most prestigious awards for individuals and organisations that have had a positive impact on the payroll, pension and reward professions over the last twelve months. As usual, the Institute recognised all the hard work of individuals, teams and organisations that were nominated this year. Ken Pullar, CIPP chief executive officer, and Vickie Graham, CIPP business development director, conducted the proceedings, and welcomed everyone for joining the event. Ken commented that “the pressure that payroll professionals have been under this year, particularly those delivering services to clients, has been unprecedented.” The CIPP has been overwhelmed by the number of nominees, especially considering how busy CIPP members and payroll professionals have been over the last twelve months. Vickie observed that “Mental health and wellbeing have been extremely topical during the course of the year, and it has been amazing to see how payroll has come together as a community to support each other. SPECIALAWARD INRECOGNITIONOF SERVICES TO PAYROLL 2020 has been a challenging year for us all and payroll professionals have been recognised as key workers in light of the work they have to undertake in implementing the government’s job retention scheme. HM Revenue & Customs have had to demonstrate innovative thinking, speed of action, design, implementation and issue of the scheme, followed by the job support scheme, often with little notice or time to consult. However, HMRC has worked closely with the CIPP and other key stakeholders to issue and update regular guidance to ensure that payroll professionals were equipped with as much detail and information as possible, and often adapted and changed these based on real life scenarios and feedback provided.
