Introduction
Dear Applicant, Thank you for taking the time to find out more about the appointment of the Head of Property and Glebe Land at the Diocese of Bath & Wells. Extending across Somerset and North Devon including Bath, Wells, Exmoor, Taunton, Yeovil, Bridgwater and surrounding areas, the Diocese of Bath & Wells operates across 477 parishes. The Diocese incorporates a portfolio of over 3,000 acres of glebe land and more than 300 buildings including an investment portfolio (residential and commercial) and operational residential assets. The Diocese is keen to realise the opportunity to generate additional value from its land, housing and investment portfolios. Following a restructure of the Property Services team, the role of Head of Property and Glebe Land will oversee a review of the current portfolio and devise and implement the long-term land and property strategy, which supports the delivery of the Diocesan strategic agenda and growth of investment returns. As the Property Services Team Leader, you will be responsible for a team of up to eight staff including the Property Manager (Diocesan Surveyor), and three members of support staff, facilities co-ordinator and cleaning staff who oversee the day-to-day management of the housing portfolio including planned maintenance and reactive repairs of around 250 clergy homes. This is an exciting time to join the Diocese to spear head the strategic direction of the Diocese’s land and property investment portfolio, which will have a significant impact on the organisation and its people, including clergy, volunteers and members of the local community. About the Diocese of Bath & Wells
The Diocese of Bath and Wells is one of 41 Church of England dioceses in the country. The diocese stretches from Portishead in the north to Crewkerne in the south, Minehead in the west to Frome in the east. The diocese loves and serves the 940,000 people who live here through its family of 466 parishes and 181 church schools. This family works for the good of local communities in a range of practical as well as pastoral ways; caring for the vulnerable in our societies, supporting local families and encouraging children and young people. At national level the Diocese of Bath and Wells is represented at General Synod, the Church of England’s parliament, by the Bishop of Bath and Wells, five elected members of the House of Laity and four elected members of the House of Clergy.

The Portfolio
The DBF has a portfolio of 3,000 acres Glebe land and commercial properties including industrial, residential and office assets (total value £20m). Over the past 5 years the DBF has sold around 600 acres of land generating £5m which has been reinvested in a Property Fund and financial investments. The Diocese is keen to realise opportunity through its property and land portfolio by way of acquisition, disposal, development and active asset management in order to support the wider aims of the organisation. One key example is The Old Deanery, Wells which is currently on the market. The Head of Property and Glebe also has overall responsibility for the Diocese’s occupied residential assets (homes of the clergy) including circa 250 buildings with a valuation of £62m and is managed by the Property Manager (Diocesan Surveyor) and members of the property support team. The department supports clergy and their families with accommodation appropriate to their needs and, as far as possible, relieves them of domestic concerns in order that they may concentrate upon their pastoral responsibilities. The property department is committed to delivering a high standard of service to its occupiers.

Main Responsibilities: • Develop and provide oversight of a strategic property and glebe plan which supports the delivery of the Diocesan strategic agenda and growth of the property investment returns. • Leadership and management of the Property Team, liaising with external suppliers and consultants, to ensure that strategic plans in relation to the property portfolio are delivered over time and that day to day responsibilities are fulfilled. • Identify, build and maintain relationships with key partners and stakeholders including developers and council planning teams. • Identify, promote and lead on property development opportunities. Glebe Land Context: The Board owns 3,000 acres of Glebe Land, managed by appointed agents • Develop a strategic approach to the Glebe portfolio and implementing it. Including but not limited to selling low performing Glebe land and identifying strategic opportunities to purchase new land or development opportunities within the existing portfolio. • Reporting potential development opportunities to the Investments Committee; pursuing approved plans in liaison with agents and consultants. Liaising with clergy and parishes and local stakeholders over potential schemes. • Managing glebe land matters, identifying the best value approach to this whether it be in house or using a management agent.

Team management Managing the staff in the property team including: • Completion of annual appraisals and any necessary reviews during the year • Promoting their training and development Professional development • Maintain an effective link with other Diocesan Surveyors and to maintain CPD (if chartered). • Keeping up to date on Church Measures relating to property matters and relevant external property rules and regulations and to arrange procedural changes as may be required to ensure compliance with such regulations

Working for the Diocese
Hours of Work: Full-time, 36 hours per week Core office hours:
9am until 5.15pm Monday to Thursday and from 9am to 5pm on Fridays with an hour unpaid lunch break taken as appropriate. Salary:
£50,000 – 60,000 Pension Scheme:
Administered by the Church of England Pensions Board. The employer will contribute 10% of the em- ployee’s pensionable salary and the employee may choose to make an additional voluntary contribution of any proportion of their pensionable salary. Annual Leave: 25 days per calendar year plus bank holidays. The holiday year runs from 1 January to 31 December. Ad- ditional discretionary days may be given at Christmas and Easter. Expenses: All reasonable working expenses will be met at the agreed Diocesan rates. Probation: This post will be subject to a probationary period.
