Introduction

Dear Applicant, Thank you for taking the time to find out more about the appointment of the Property Manager (Diocesan Surveyor) at the Diocese of Bath & Wells. Extending across Somerset and North Devon including Bath, Wells, Exmoor, Taunton, Yeovil, Bridgwater and surrounding areas, the Diocese of Bath & Wells operates across 477 parishes. The Diocese incorporates a portfolio of over 3,000 acres of glebe land and more than 300 buildings including an investment portfolio (residential and commercial) and operational residential assets. The Property Manager is responsible for over 250 occupied and let residential assets. The primary purpose of the role is to ensure that all operational houses, are managed effectively on behalf of occupiers in addition to maximising the missional and financial return and to inspect and schedule repair of clergy housing on a rotational five year basis (the Quinquennial surveys). The appointment offers the opportunity to have a direct impact on the lives of the clergy within the Diocese, within an organisation which supports the wider and local community. About the Diocese of Bath & Wells

The Diocese of Bath and Wells is one of 41 Church of England dioceses in the country. The diocese stretches from Portishead in the north to Crewkerne in the south, Minehead in the west to Frome in the east. The Portfolio

Provision of clergy housing is a key element of the Diocesan Board of Finance (DBF) responsibilities. The DBF housing stock comprises circa 250 occupied houses and 20 residential assets which are let on the open market (valued at £62m). The Diocese has an ongoing programme to replace older houses with more modern properties which are better suited to the needs our clergy families, being easier and more economical to maintain. In areas where no suitable replacement can be found the DBF has built new properties. Provision of houses for curates who are placed in training parishes for 3 to 4 years results in further property transactions. The Property Team runs a programme of inspections, repairs and improvements to raise the standard of diocesan clergy housing stock. This is realised through strong relationships with external contractors, builders, and architects. The Property Team is often a first point of contact with clergy arriving into the diocese. It maintains contact with clergy and their families to ensure their housing needs are met. The annual budget for repairs and improvements is over £1m. The Property Manager reports to the Head of Property and Glebe Land, who oversees several investment assets and over 3,000 acres of Glebe Land.

Main Responsibilities: • Management of the property and facilities co-ordinators, liaising with external suppliers and consultants, to ensure that strategic plans in relation to the property portfolio are delivered over time and that day to day responsibilities are fulfilled • Management of the Diocesan Office Building including ensuring compliance with statutory regulations, health and safety legislation, and good practice for building management. • Management of maintenance, repairs, servicing or improvements within the Office building. • Management of services provision including but not limited to IT and telephony. • Providing, maintaining and improving housing so that clergy feel valued, are attracted to work in the diocese and are retained. Working flexibly to ensure the changing needs of the paid ministry team are met • Identifying, building and maintaining good relationships with key partners and stakeholders including consultants, agents, developers and council planning departments • Preparing and managing the annual property budget and ensuring expenditure is kept within budget • Ensuring all expenditure in the property budget is properly procured, provided, invoiced and paid in accordance with the Board’s policies and procedures • Ensuring the Diocese meets internal church and external legal requirements in relation to the property portfolio, including the Repairs of Benefice Buildings Measure 1972, health and safety legislation on sites and statutory local authority regulation. • Attending Houses Committee and Investments Committee meetings and, when required by Finance Group and Bishop’s Council, to offer professional advice and to contribute to the formulation of relevant policies • Liaising with other Diocesan Officers, regional Diocesan Surveyors and other relevant professional external agencies

Clergy Houses Context: The property portfolio consists of around 250 domestic houses primarily

Team management Managing the staff in the property team including: • Ensuring delivery of services to clergy and others in an efficient, effective and considerate manner • Completion of annual appraisals and any necessary reviews during the year • Promoting their training and development • Professional development • Maintain an effective link with other Diocesan Surveyors and to maintain CPD. • Keeping up to date on Church Measures relating to property matters and relevant external property rules and regulations and to arrange procedural changes as may be required to ensure compliance with such regulations • To undertake other duties as may be reasonably required

• Undertaking on a rotational basis the five-yearly inspection of properties, preparing written reports and reporting findings to the Houses Committee, including scheduling of repairs within prescribed timescales under the Repairs of Benefice Buildings Measure • Repairs and maintenance (including emergency response); managing a planned maintenance schedule • Improvements and cyclical replacement work, including reducing our carbon footprint • Managing vacancy work including undertaking major housing works during vacancies, renting out vacant properties and ensuring new clergy can move into properties on time • Managing tender processes as prescribed by the Boards’ policies and/or negotiating with subcontractors for smaller projects and overseeing their work • Identifying properties which require replacement and working with the local church and incumbent, sourcing suitable replacement properties or sites for building a replacement. If new, managing planning and build via local authorities, professional advisers and builders • Purchasing and selling properties as authorised by the Finance Group and within cash constraints, in consultation with the Head of Finance & Operations to meet clergy deployment needs and the placement of curates. Inspecting potential houses before purchase, advising on suitability for their intended purpose and identifying and costing work required prior to occupation.

Working for the Diocese

Hours of Work: Full-time, 36 hours per week Core office hours:

9am until 5.15pm Monday to Thursday and from 9am to 5pm on Fridays with an hour unpaid lunch break taken as appropriate. Salary:

£40,000 - £45,000 Pension Scheme:

Administered by the Church of England Pensions Board. The employer will contribute 10% of the em- ployee’s pensionable salary and the employee may choose to make an additional voluntary contribution of any proportion of their pensionable salary. Annual Leave: 25 days per calendar year plus bank holidays. The holiday year runs from 1 January to 31 December. Ad- ditional discretionary days may be given at Christmas and Easter. Expenses: All reasonable working expenses will be met at the agreed Diocesan rates. Probation: This post will be subject to a probationary period.
