ESTATES AND FACILITIES Estates and Facilities is a specialist directorate within the University with circ. 200 staff. It maintains and supports the University and its changing needs in respect of the following disciplines: • estates strategy & strategic development • capital projects, minor works and refurbishments • maintenance (building and grounds), surveys, statutory compliance • Infrastructure • facilities services including: cleaning, portering, security, switchboard, reception, post and stores; • health and safety • catering • conference services • procurement The main campus is based at New Cross, London Borough of Lewisham and covers approximately 16 acres. It comprises some 100 buildings ranging from four fine Victorian Grade II listed buildings, a number of former domestic properties (now being used for academic and office purposes), a range of post-war utility buildings (now requiring replacement), to new purpose built ultra-modern buildings, and halls of residence and studio space that are a short walk away. Also situated approximately 12 miles from the main campus is Loring Sports Ground, located in Sidcup, London Borough of Bexley, which consists of a 20 acre sports ground and associated buildings. The variety of buildings presents a diverse set of challenges. • space utilisation & timetabling, • energy and carbon management, • environmental management

Estates & Facilities aims to make significant improvement to its service delivery and the quality of the estate in order to meet the rising expectations of staff and students.

The main functions of Estates and Facilities are:

• To advise on strategy to optimise the use of the estate and to meet the future requirements of the institutional/ corporate plan; • To procure development projects as approved; • To create a safe campus environment; • To manage and keep under review, property agreements, leases etc.; • To liaise with external bodies, as appropriate concerning the estate; • To maintain buildings, services and grounds in safe condition and fit for purpose; • The provision of timetabling services to maximise space utilisation. • To operate support services which meet agreed Service Level Standards; • To monitor effectively all financial activities to ensure departmental compliance with University’s financial regulations and procurement procedures; • To adopt value for money solutions in all aspects of activities; • To develop, maintain and implement policies and procedures to effectively manage the estate and its services; • To identify and meet current and emerging ‘customer’ requirements; • To ensure that all work and services for which it is responsible, are undertaken in a safe manner; • To provide all of its staff with the necessary training and support to effectively undertake their work and promote personal development; • To provide a facilities management function for the delivery of portering, cleaning, security, post room, central stores and telephone services. Estates and Facilities’ overall aim is to provide for sustainable first class facilities for research, teaching and learning and other activities and to create a vibrant and safe environment for students, staff and visitors and to deliver a service in a professional and integrated way.

HEALTH AND SAFETY TEAM:

A versatile team delivering Health and Safety, Fire and building a safer future functions to meet the corporate and operational needs of Goldsmiths. The team reporting into the Director of Estates and Facilities have a Head of Health and Safety supported by a Health and Safety Officer, a Compliance and Sustainability Manager and is currently looking to appoint a Fire Safety Manager.

To maintain, review and update as required, identified Goldsmiths Fire Safety policies and procedures. Report to committees on fire related issues and performance. Lead on the monitoring of performance against Goldsmiths fire safety policy requirements. Promote a culture of compliance with Risk Management Policies and procedures. Provide University support liaising with the Health, Safety, Environmental, Sustainability and Wellbeing teams where necessary. Main duties: • Advise staff and management on the legal and practical requirements for fire safety, including fire prevention and protection in respect of buildings and activities; • Responsible for Fire Safety policies, procedures and technical notes to ensure that the fire safety management system practices comply with all aspects of the Fire Safety Order 2005 and related fire safety legislation and recognised codes of practice. • Undertake Fire Risk Assessments of Goldsmiths premises and/or occupied spaces and monitoring responses and action plans.

• Responsible for developing robust, safe, compliance and effective Fire Strategy for the campus.

• To implement and manage a fire safety management system to meet reporting requirements.

Summary: The post holder is the competent person for providing professional Fire Safety advice and guidance to Goldsmiths, committees and staff at all levels, on legislation and best practice. They should identify and delivers solutions to Fire Safety hazards and risks. Be a contact for the ‘Health and Safety Executive’ (HSE) and support Goldsmiths during HSE investigations and Inspections. Be the lead on the statutory reporting and investigation of adverse events occurring on all campus sites in relation to Fire. Be responsible for delivering Fire, Health, Safety and Risk Management training to meet the needs of staff at all levels within Goldsmiths. To promote legal compliance with the Health & Safety at Work Act, Fire Safety Order and other current and future legislation.

• To monitor the service effectively to demonstrate a safe service is being delivered. • To demonstrate continuous service improvement and modernisation of service delivery and structure regards to areas of responsibility • Develop and lead on evacuation strategies, including the lead on fire drills, fire marshalls, emergency plans and Fire Safety training.

• Provide teaching and coaching in complex issues involving fire safety strategy and evacuation procedures to individuals and groups.

• The Fire Safety Manager is specifically employed as the “competent person” to advise and lead Goldsmiths in all areas of fire safety management. • The Fire Safety Manager is specifically employed as the “Local Safety Specialist” to advise and lead the University in all areas of safety and management. • Ability to carry out confidential and thorough investigations into H&S incidents/breaches committed within the University in accordance with relevant legislation. This will include carrying out investigative interviews for witnesses and suspects and preparing evidence case files for presentation to external bodies such as the Police, CPS or Counter Fraud Security Management Service. • Provide guidance in the absence of clear policy guidelines. Communication and Relationships • Communicate complex, sensitive or contentious information, for example: communicate effectively with staff especially in dealing with incidents, especially those of a violent and aggressive nature. • Influence and persuade across a wide range of different staff groups including executive level to introduce change & improvement, linked to the implementation of Fire Safety and Environmental best practice. • Represent Goldsmiths and maintain contacts with bodies whose activities may influence health, safety and fire safety at the College, and being the main point of contact and liaison for the London Fire and Emergency Planning Authority (LFEPA), the London Fire Brigade (LFB) and Local Authorities with regard to fire safety; co-ordinating visits and inspections and organising appropriate remedial action, in conjunction with the Head of Health and Safety; • Provide clear advice and guidance on fire safety and Environmental issues to staff and other managers at all levels across the college.

• Liaises with the local Police, building and maintaining an effective working relationship.

• Liaise with the local area fire authority and building control on statutory fire precautionary measures applicable to education premises. • Communicate with other specialist advisors throughout both the Goldsmiths and neighbouring organisations about the interpretation and practical implementation of fire regulations and fire safety Technical Notes. • Maintain a close working relationship with the local fire brigade so that mutual knowledge and understanding of their respective requirements, needs and rules exist. • Able to co-ordinate fire safety training requirements College wide, in conjunction with training & development. • To work in partnership with Emergency planning in the preparation and validation of emergency, incident and evacuation plans across the University. • Is required to be a member of the National Association of Healthcare Fire Managers so that a close working relationship can be maintained with other educational institutions in the area. Financial The post holder may be required to be the strategic budget holder and to have strategic responsibility for a number of budgets: Health and Safety and Fire. The post holder will also be required to develop business cases for additional funding that may be required within the Health & Safety and Fire Department.
