A penalty score can be posted to a player’s scoring record by the Handicap Committee for one or more of the following reasons: •Failure to post a tournament round within seven (7) days of the tournament or no later than the 14th or the last day of the month. Multiple failures to post a score as a tournament may result in suspension of tournament participation for 30 days •Failure to post a non-tournament round by the 14th or last day of the month •Failure to adjust a score for Equitable Stroke Control •Posting a score higher or lower than recorded on the scorecard A penalty score is a score posted by the Handicap Committee that is equal to the lowest or highest handicap differential in the player’s current scoring record. If a golfer receives three (3) penalty scores, he/she may have their handicap withdrawn for 60 days. This will prevent participation in ANY event which requires a validated handicap. penalties for failure to properly post scores

2 ANCC NEWSLETTER JUNE 2017
Golf
Purpose of a Golf Handicap The purpose of the USGA Handicap System is to make the game of golf more enjoyable by enabling golfers of different abilities to compete on an equitable basis. The system provides fair Course Handicaps for players regardless of ability, and adjusts a player’s Handicap Index up or down as one’s game changes. At the same time, it disregards high scores that bear little relation to the player’s potential ability and promotes continuity by making handicaps continuous from one playing season/year to the next. A basic premise underlies the USGA Handicap System, namely that every player will try to make the best score at each hole in every round, regardless of where the round is played, and that the player will post every acceptable round for peer review. Posting scores in person immediately following the round at the course where the round is played is the preferred way to expose scores to peer review. This method of posting shall be used whenever possible. Scores can also be posted via the Inter- net at www.vsga.org (at the middle of the Home Page) or at www.ghin.com (see “Post Score” at top of page). There is also a GHIN app available for your smartphone. Scores can be posted year round, weather permitting. Temporary ratings are established during the winter months at each course. A USGA Handicap Index compares a player’s scoring ability to the scoring ability of an expert amateur on a course of standard difficulty. A player posts scores along with the appropriate USGA Ratings to make up the scoring record. A Handicap Index is computed from no more than 20 scores plus eligible Tournament Scores in the scoring record. It reflects the player’s potential because it is based upon the best scores posted for a given number of rounds, ideally the best 10 of the last 20 rounds. A USGA Handicap Index travels well from course to course, as well as from one set of tees to another set of tees on the same course. A player’s Handicap Index determines the number of strokes a player receives depending upon the length and difficulty of the course being played.

The Army Navy Country Club Foundation, INC. (ANCCF) has undertaken a comprehensive effort to research, prepare and publish the ANCC Centennial History to be released prior to 11 November 2024, the Club’s 100th birthday. On November 11, 1924 three members of the Army and Navy Club in Washington, Captain Frederick Basset, Commander Ezra Allen and Mr. Blaine Mallon, ESQ., signed the Certificate of Incorporation of the Army Navy and Marine Corps Country Club. The goal of the ANCCF is to ensure this ANCC Centennial History is as complete as possible from that Armistice Day in 1924 to the date of publication. We hope to address all aspects of the Club’s growth in physical property (land) acquisition, golf course development, tennis, fitness development, aquatics programs, and membership. In order to accomplish this daunting task, the Foundation requests the help and support of current members in loaning or donating photographs, documents, memorabilia and artifacts, and providing leads to items of historical interest. To learn more about the Foundation’s planning and how you might assist in publication of the centennial history, please click here or contact the ANCC Foundation at: www.anccfoundation.org or call 1 (888) 506 - ANCC (2622).

The Army Navy Country Club Annual Meeting will be held on Monday, 2 October 2017 at the Arlington Clubhouse. At the meeting, we will elect Resident Members to the Board of Governors to serve for the period October 2017 to October 2020. Our By-Laws provide that only Resident Members may stand for election to the Board. At this year’s Annu- al Meeting, we are presently scheduled to elect 17 Governors. We will elect 6 Governors from those Resident Members who are on Active Duty or Selected Reserve Resident status. We will elect 11 Governors from those Resident Members who are in the All Others status. We will ensure that nomination forms are available in the Administration Office and on the Club's website no later than Friday, 30 June 2017. To ensure the publication of the nomination in the Annual Meeting Packet, we must receive the nomination no later than Tuesday, 1 August 2017. We will permit nominations from the floor at the Annual Meeting, but please advise me of any such notifications prior to the meeting so I can ensure the floor nomination is of a qualified Resident Member. The use of military rank for nomination and election purposes is permissible under Title 10 of the US Code. For example, an Active Duty army officer identify may identify herself in the form of “CPT Jane Doe, USA,” and a retired army officer may identify herself as “CPT Jane Doe, USA (Ret.). Former military officers may not use their former rank as a preface, but may use their highest wartime rank as follows: Ms. Jane Doe (CPT, USA). I strongly encourage those who are interested in serving on the Board of Governors to familiarize themselves with our By-Laws, Club Rules, and Organization Manual. I am available to answer any questions you might have about this process at [email protected] or by phone: (703) 525-4000 or home (703) 838-0390.
