Role Overview

We are seeking to appoint to the important role of Head of Capital Planning and Programme Delivery. Reporting to the Director of Estates and Development, this role will lead on developing the capital investment strategy and delivering the capital implementation plan ensuring that all projects emanating from the strategy are delivered to the highest quality and sustainability credentials. The postholder will lead an internal team of project management professionals as well as multidisciplinary external teams in the planning and delivery of large scale new build developments and refurbishment schemes to smaller scale estate improvement projects and capital maintenance programmes. The successful candidate will possess significant experience of leading capital projects and programmes in a similar context. You will strong leadership and management skills, with the ability and track record of managing internal staff as well as external supply chain. You will have a track record of working with large complex organisations with multi-building, high-footfall and technically complex estate portfolios. It is essential that the successful candidate possesses excellent interpersonal and communication skills and the ability to successfully build relationships with a diverse range of internal and external stakeholders on the planning and delivery of major capital programmes. The role offers the chance for an ambitious projects leader professional to play an influential role in the continuing success of a unique, pioneering university in a beautiful campus setting.

Main Duties and Responsibilities:

Programme Development and Delivery

Programme Control and Governance

• For projects, to lead the development and evaluation of options and alternative solutions, including the production and presentation to Option Appraisals and Proposals, to respective Project Executive Groups and Committees. • To design, develop and implement regular campus condition surveys and updates, ensuring that the lifecycle and backlog maintenance schedule reflect required investment needs. • To oversee all projects within the directorate, ensuring consistency in approach, governance, and compliance. • To Lead the establishment of an effective procurement strategy, working with procurement, that enables effective and efficient application of tendering, frameworks and other procurement routes for all services including consultant designers, Cost/Management Consultants, construction, and Engineering suppliers etc. • To lead and manage the Universities Capital Investment Programme. • To lead the successful delivery of all Capital Projects and Programmes, including the handover and transmission into full operation, including delivery of all operational and compliance documents, inductions and operating procedures. • To lead in designing, preparing and implementing project delivery and programmes for major and minor works programmes within the 3-5 year planned maintenance programme. • To lead and deliver pre-design and pre-contract designs and costings to inform and support business case development, evaluation and decision making. • To lead the development of concept designs, costing and feasibility studies to inform the University’s Planning and decision-making processes. • To lead the engagement with the Science and Innovation Park in the design and development of its on- going development, including supporting current and potential tenants. To lead (and deliver) to production of concept plans and feasibility studies to support the development and delivery of new schemes, courses, programmes, research activities, space moves, Science Park developments and planned works and projects. • To Provide project oversight of all works undertaken in the Estate and Development Directorate, deputising for the Director, in his absence, at Project and Planning meetings both within the University and with External partners and suppliers.

• To lead the design, development, implementation and maintenance of robust, practical, effective, and efficient Governance and management structures, procedures and reporting to ensure the effective control of capital budgets, funding and expenditure, including:

 A full and up to date project Register, outlining values, Cashflows, Timelines, Partners, Suppliers, Project Leads, Project Sponsors

 Associated governance, roles are responsibilities.

 The development and production of regular (monthly) Project Update reports for the Director of Estate and Development, Professional Services Group, Business Review Committee and Council. • To lead and facilitate the decision-making process, directing papers and reports through the appropriate Groups and Committees to ensure timely and effective decision making and reporting. • To lead Project Executive Groups and Operational Group meetings, including effective action management and reporting. • To Lead the planning and operational integration of Projects with the Estate Operations Team, IDS and Campus users, ensuring:  the appropriate handover of projects to the operations team and users .  new builds and refurbishments are properly and effectively transferred through to operations and occupation . • To ensure that all works and contractors, working within the University, sign up and adhere to the University’s terms and conditions, rules, regulations and polices, including Contractor Rules and Procedures. • To ensure legal and contractual integrity and compliance, for all projects, relating to design, construction, Planning, Legislation and Funding obligations and constraints. • To lead on the negotiation and delivery of Project Delivery Contracts, including Construction Contracts, Funding Agreements, Landlord and Tenancy Agreements, and Planning Applications. • To ensure life cycle implications are fully considered during the design and construction processes, through consultation with colleagues within E&D and the University.

Team Work • To contribute and participate in the continued development of the Professional Services Team. Working across Professional Services and colleagues to lead the development of a coherent teams and structures, encouraging cross functional and cross directorate working. • Work collaboratively with colleagues and students across the University and with external organisations, where appropriate, to achieve the requirements of the role, in line with the University’s Strategic Plan. • To lead, working with colleagues across Professional Services, the development and maintenance of appropriate Performance Specification and Design Guides associated with the refurbishment and construction of the Physical Estate. • Develop external relationships and partnerships to benefit Keele University e.g. Local Police and Fire Services and Transport Providers . • To make a significant contribution to the development and implementation of the Directorate’s Operating Plan. • To proactively support the other teams within the Estates and Development Directorate, namely Strategy, Capital Projects, Estate Services, Campus Services, Planning and Compliance. • •To proactively engage and support, with the Vice Chancellor’s Office and Finance, the development, implementation and management of appropriate funding models and solutions associated with the capital programme. • Work collaboratively with colleagues and students across the University and with external organisations, where appropriate, to achieve the requirements of the role, in line with the University’s Strategic Plan. • Working with colleagues, lead the development of a coherent team, encouraging cross functional and cross directorate working.

Communication / Documentation • Communicate effectively across a wide range of audiences.

Leadership/Staffing • Responsible for the Leadership, management, and development the projects Team. • As a member of the Directorate Leadership Team, to develop a ‘Best in Sector’ Estates and Campus Services Development Directorate: developing staff to fulfil their potential, increasing staff satisfaction and retention, and nurturing a positive and enabling attitude towards the delivery of ambitious targets in an increasingly cost constrained environment. • Provide oversight and support to ensure consistency in the planning and delivery of all projects and minor works being delivered within the Directorate and across the University. • To develop and instil an ethos of Customer Excellence, continual improvement, and efficiency within all Estate & Development activities. • Promote Succession and Talent Planning to ensure that staff at all levels are developed and supported in their roles. • To continually review resources and skills mix against the organisational needs and lead organisation change. • To develop and instil an ethos of customer excellence, continual improvement, and efficiency within all Project Management and Delivery activities. • To continually review resources and skills mix against prevailing legislation and the organisational needs and lead organisation change.
