Keynote Speakers

KEESHA GASKINS-NATHAN, di rec tor for the Democ rat i c Prac t i ce– Uni ted States program at the Rockefel ler Brother s Fund Ms. Gaskins-Nathan is dedicated to advancing measures and ideas that improve democratic systems and engage democratic culture in the United States to support full and fair democratic and economic opportunity for all residents. Ms. Gaskins-Nathan is a long-time organizer, lobbyist, and trial attorney. Prior to joining the Rockefeller Brothers Fund, she was senior counsel with the Brennan Center for Justice, serving as the director of the Redistricting and Representation program. Her portfolio included redistricting reform, voting rights, and el ections, with a focus on voter suppression issues. Ms. Gaskins-Nathan is a frequent lecturer and writer on issues related to women and politics, movement building, and democratic reform. She is the author of

numerous articles and publications related to voter suppression, voting rights, and redistricting. Ms. Gaskins-Nathan served as executive director for the League of Women Voters Minnesota and the executive director for the Minnesota Women’s Political Caucus. She worked for several years as a civil trial attorney, and also served as a special assistant appellate public defender for the State of Minnesota. Following law school, Ms. Gaskins-Nathan served as a shared judicial clerk for the Honorable Alan Page and the Honorable Joan Ericksen at the Minnesota Supreme Court. She was also a 2008 Feminist Leadership Fellow with the University of Minnesota, Hubert H. Humphrey Institute of Public Affairs - Center on Women and Public Policy. She is a frequent commentator on voting rights and redistricting reform and regularly appears on numerous news and public affairs programming, including past appearances on PBS’s NewsHour, MSNBC, and Bill Moyers. MURRAY, MD, DPhi l , Ins t i tute Di rec tor of the Ins t i tute for Heal th Met r i cs and Evaluat ion ( IHME) , Professor and Chai r of Heal th Met r i cs Sc iences at the Uni ver s i ty of Washington Professor Murray’s career has focused on improving health for everyone worldwide by improving health evidence. A physician and health economist, his work has led to the development of a range of new methods and empirical studies to strengthen health measurement, analyze the performance of public health and medical caresystems, and assess the cost-effectiveness of health technologies. IHME provides rigorous and comparable measurement of the world’s most important health problems and evaluates the strategies used to address them. Before founding IHME, Murray served as Executive Director, Evidence and Information for Policy Cluster at the World Health Organization, Director, Harvard

Tackle mass migration from a policy perspective with Host Nations, a simulation by the Center for Leadership Simulation andGaming at UVA. In this session, participants will play the simulation as if in a classroom setting, after which we’ll discuss how it can be used to teach leadership, negotiation, and migration policy. This simulation was developed for the 2019 NASPAA-Batten Student Simulation Competition.

The Pandemic Game: A Global Health Crisis Simulation Competition + Q&A Thurs. Oct. 15, 5:30 – 7:00pm EDT

Think you can stop the spread of a virulent disease? Put your public health policy skills to the test with the Pandemic Game, an original simulation exercise by the Center for Leadership Simulation and Gaming at UVA. Participants in this session will play the simulation and discuss how instructors have successfully used it in the classroom to teach negotiation, leadership, crisis management, and decision-making. This simulation was developed for the 2018 NASPAA-Batten Student Simulation Competition.

Metropolitan: A Sustainable Transit Simulation Competition + Q&A Fri. Oct. 16 9:00 – 10:30am EDT

Built for the 2020 NASPAA-Batten Student Simulation Competition, Metropolitan puts players in charge of a city government and tasks them with transitioning to more sustainable city. Players have conflicting goals and will have to make trade-offs to be successful, all the while learning about transit and urban planning policy in an immersive environment. It’s a leadership exercise with policy depth!

WELCOME TO TPAC! The Board of the Section on Public Administration Education (SPAE) of the American Society for Public Administration (ASPA), and the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) thank you for joining us for the 2020 Annual Teaching Public Administration Conference (TPAC)! We are delighted this year to hold the conference, ‘co-locating’ with NASPAA. Collaborating with NASPAA during recent months has been an exciting endeavor as we took on the challenges of the virtual space, which became a necessity during the pandemic. This has not reduced our members’ enthusiasm, and while welcoming you, I truly believe that this will be a memorable experience. The purpose of the conference and the mission of SPAE are joined toward “providing a forum for information exchange among members in regard to innovative curricula and pedagogical approaches.” TPAC began in 1978 and we believe that it continues to fulfill an essential role by ensuring that teaching receives the recognition, attention, and nurturing that is necessary toward empowering the disciplines and institutions that comprise the public sector. This year, in association with NASPAA, TPAC continues the tradition started 43 years ago, of providing several interactive forums for dedicated faculty to share strategies and discuss ideas for offering our students excellent learning experiences while developing the competencies needed to achieve meaningful work, as they graduate into careers in public service. TPAC 2020 includes developmental workshops on Wednesday, first, on case study use in the public administration classroom; and then on work-life balance, produced for the benefit of doctoral students. On Thursday and Friday there will be a series of panel sessions by SPAE members focusing, for example, on participation in the civic square and civic-centered education, ethics, the humanities as a teaching resource, skills and gaps in public affairs education, undergraduate and graduate education, and diversifying faculty, among others. Do enjoy the conference and the wonderful opportunity that it provides for us to reconnect and support each other as educators. Sincerely,
