busily preparing for our upcoming fiscal year. As many of you are aware, our fiscal year begins July 1 but we adopt the budget the first week in March. This means that the projects for the summer of 2018 are being discussed and planned. Operating budgets are being reviewed and compiled and the reserve study is in the process of being updated. Per California Code, the reserve analyst needs to do a site visit and walk through every three years to review components on the reserve study and this will have been completed by the time you read this article. There will be more written about the budgets and the timeline of adoption in future Oracle articles and Out and Abouts from the GM. One item that is planned concerning budgets is another survey from the Strategic Planning Committee (SPC), with input from the Facilities Planning Committee, that will be asking about opinions about some of the ORPS facilities and potential future reserve and capital expenditures. The SPC hopes to have this survey approved by the board at the January 15 board meeting and distribute shortly thereafter, so please be on the lookout for that. Another item that came to the forefront is workers compensation. Workers comp. premiums are driven by the experience modification rate (mod rate for short) which is the number that insurance companies use to assign risk based on past injuries and to gauge potential future injuries. When ORPS did our workers comp renewal for January 2014 the mod rate was $1.48 and our premium was $93,945. On our renewal quote this year, our mod rate is scheduled to $0.72 and one renewal premium quote is $32,341. What a difference! This $0.72 mod rate is about as low as you can get in the state of California. I would like to thank our Accounting department for their continual work on our Safety Program and also to each department manager for reinforcing good, safe habits. Lastly, I would like to thank all the ORPS staff for working safe and being conscientious. Please feel free to relay the same to them when you see then out on the property!
Welcome to 2018 and Happy New Year! This year there are many issues to be considered. The Board will be dealing with the recommendations from the Facilities Planning Committee. Just a couple of items are redoing the pools decks and shade structure and sprucing up the awnings and umbrellas at the ES clubhouse. The possibility of adding more Pickle Ball courts will also be considered. Our CFO, C RAIG W IRCH , reports that early indications are that Revenues remain on target while Expenses remain slightly under Budget. We have just approved the Budget Calendar and hope to approve a budget calendar template to assist future Boards going forward in the integrate process of budgeting. Be part of the process by attending Finance Committee meetings and the combined Finance/Board meeting planned for February 21, 2018 to discuss Operations, Reserves and Capital Budgets. At the last Board meeting it was voted to increase the Resort Fee from $10 to $12 effective July 1. This amount is still in line with or lower than our counterparts in the valley. With three openings on the Board, nominations must be in to the Board Office no later than 4 PM on January 5. Working on the Board is very fulfilling in being a part of a group doing what is best for our beautiful Resort. Remember, everyone is a volunteer and we need you to join us. The next regular Board meeting is January 15 at 1 PM in the La Palma clubhouse. Directories are available for owners only and may not be used for commercial purposes. With adoption of the Restated A&A Rules, the minimum length for RVs within the resort is 24 feet. For this season only , the Board will honor rental agreements already in place with guests whose RV does not meet the minimum length requirement. COMMUNICATIONS MMI November was a busy month for us. We have welcomed 5 new Phase Representatives from Phase 3 and Phase 5. Last month we reported that Outdoor Resort welcomed over 100 new owners since February 2017. These new owners were hungry for information, so we developed a new program to introduce them to our resort. Our “Lunch and Learn” sessions held in November were a new event. It was a casual yet informative experience and was well received by our new members. The first Lunch and Learn was to meet the Board of Directors, B RIAN C ANFIELD our Board Chair introduced everyone on the Board and explained their responsibilities. C LINT A THERTON our General Manager and G ARY M ARSHALL our Activities Director gave an overview of their roles in the organization. The second Lunch and Learn was with Gary from the Activities Office, the Golf Committee, Tennis Committee and Pickleball Committee. The third was with Clint, our GM giving an overview of the Operations of the Resort. M IKE W ILSON , Community Standards Coordinator gave a great overview of what he has been doing this past summer regarding compliance issues, and how he is approaching his new role here at ORPS. T ED W ILSON , the Chair of the Architecture and Aesthetics (A&A) Committee gave his overview of the A&A process and how and when to obtain permits. We are looking for feedback on these information sessions, and if positive we will hold more of them and may open them up to a wider audience. Topic ideas are always welcome. A&A Committee volunteers have been very busy this season reviewing over 100 lot modification permit applications. This activity is due, in part, to the large number of new owners this season and their desire to improve and customize their lots.
HEALTH & FITNESS COMMITTEE Our biggest news to share this month is the increase in our membership. After the January 15 th Board of Directors meeting we will have nine members: B OB R AYMOND , C ELESTE R EYNOLDS , C HAVALLA B ASSHAM , C HERI B OUDIN , G ABE F URTADO , M ARY E ASTWOOD , S HERRI R OBSON , T ERRY H UFF , and myself. C ELESTE and my terms will be ending March 2018 and we have decided not to renew. C HAVALLA has agreed to assume my role as chair and I am pleased to share that she has been in the fitness and health industry for some time so her knowledge and experience will really enhance this committee. C HERI B OUDIN , one of our new members also has been in the fitness and health industry so she, too, will be a great contributor to this committee. I want to thank all of our committee members for volunteering to provide advice and oversight to the Board of Directors for the operation, maintenance, and management of the Fitness Center. With adoption of the Restatement of the A&A Rules and Regulations, owners are now allowed to place a shade structure on their lot. Interest is keen and several shade structure permit applications are already in the approval process. Shade structures must not exceed 120 sq. ft., must be set back from the street property line a minimum of 20 feet, and approval of shade structure placement on a lot will take into consideration lot shape, location, proximity to common areas and the golf course, and placed to minimize impacts on neighbors. The full rule on shade structures is in the Restated A&A Rules which can be accessed on the owner’s web page. A special Application for Shade Structure is required and may be obtained at the Administration Check-In Counter. It is strongly recommended that this application be completed and approved before purchasing your shade structure. T ED W ILSON A & A C HAIR

PEAK SEASON REMINDERS Peak season in the resort is upon us, soon our roadways will be crowded with walkers, bikers, golf carts, and motor vehicles. To ensure the safety of our residents please consider the following items: SPEED LIMIT: The speed limit in the resort is 10 mph , including the driveway approaching the entrance gate. This limit applies to all vehicles, including golf carts and bicycles. California DMV rules apply in the resort, including requiring a valid driver’s license to operate a vehicle or golf cart. Practice keeping your speed down using the new warning signs around the resort. STOP SIGNS: Please, again, these signs apply to all vehicles including golf carts and bicycles. WALKERS: Persons walking should stick to the left side of the roadway so you can see approaching vehicles in your lane. Walk single file when vehicle traffic is in your immediate area. BICYCLISTS: Ride on the right side of the road, in single file when vehicles approach from either direction. BE COURTEOUS: Be aware of your surroundings, if you stop to chat with someone, move yourself, your golf cart, or your vehicle to the edge of the roadway to allow easy passage of others. BE VISIBLE: When walking or biking at night, carry a lit flashlight or ensure your bike is equipped with a light that is visible from the front and rear. Check that your golf cart lights (front and back) operate, and use them whenever out at night. LOT LIGHTING: To aid nighttime traffic and security, wrap your roadside palm trees with LED type light strings. These really provide additional lighting in our very dark resort. Remember it is a rule that your lot number be illuminated, so check that these come on after dark. Our lot numbering scheme is confusing at best; having them illuminated eases the task of emergency responders or your visitors in finding a specific lot. S TEPHEN F RIDLEY Chair
Hello everyone. As you can see the month of November has been pretty quiet in comparison to this time last year. I compared the statistics from last November and the numbers are staggering. Last November was our worst month in which we had 13 stolen bicycles, among other things. As you can see, only 2 were reported this year and they were left unsecured. I credit this to all of you because you have taken extra precautions in securing your possessions. You may also notice that we have had much more success this year in catching trespassers. I believe this is due to the fact that they have less available options when attempting to commit a crime of opportunity. You, the residents, have taken away their easy targets which makes them have to stay on property longer and search for something to steal. This gives my staff and I more opportunity to catch them, which we have been having some success in doing. Though two bicycles is a low number in comparison, it is still two too many in my eyes. My staff and I will continue to try and bring these incidents down even lower with your continued assistance. FACILITIES PLANNING The Facility Planning Committee welcomes S HERYL N ELSON as a new committee member! Sheryl will be a great asset to our committee with outstanding resort insight. Welcome S HERYL ! The Facility Planning Committee has submitted their recommendations for Capital Funds request to the board for their review and for finance committee review. The top priorities are: 1. Placing shade structures on our El Saguaro and La Palma pool terraces in conjunction with replacing the pool surface with new material, 2. Pickleball expansion on to the two tennis courts at El Saguaro, 3. West Wall land / potential uses and development. These proposals are available for owners to see in more detail on the ORPS website. The committee will be considering projects that will be submitted in another year for the 2018/2019 budget year funding. We invite the Chairs of the A&A, Activities, Communications, Golf, Health & Fitness, Landscape, Marketing, Pickleball, Safety & Security, and Tennis committees, as well as individual owners, to begin formulating their plans for improvements to our resort. This year we will need this information submitted to the committee no later than February 26, 2018 to be included in our upcoming projects and prior- itization. The FPC continues to work on the El Saguaro kitchen updating and the next phase will be the Chef Line. The hood and equipment need replacement to meet the current needs and future uses of this highly used kitchen. We can always use our owner’s expertise. If you feel you have a background or expertise in facilities, infrastructure, construction and/or kitchens and would be interested in assisting our committee, please express your interest to one of our FPC members. Our next scheduled meetings are January 4 and January 11 , at 2PM in the LP East Room. All interested owners are welcome to attend.

The FMCA Speaker series is a series featuring prominent individuals in the RV industry. Last year, B OB L IVINGSTON , former publisher of Trailer Life and Motorhome magazines, was the first speaker in the series. Bob and his wife, Lynne, were so impressed with ORPS that they not only purchased a lot for themselves, but also have encouraged friends to buy here as well. Both Bob and Lynne have become real contributors and active ORPS residents. This year the FMCA Speaker series will feature B OB T IFFIN , President and Founder of Tiffin Motorhomes. Tiffin manufactures the very popular Phaeton and Allegro series motorhomes. The event will be held in La Palma on Sunday, January 21, from 2 PM to 4 PM and is open to everyone. Our local FMCA chapter is working with the ORPS Marketing committee to staff and market ORPS at the Western Regional Motorhome Conference in Indio. This is the first of what may be a series of multi-pronged marketing outreach events focusing on the benefits of ORPS. As a commercial member of FMCA, ORPS will maintain a booth at the convention. The booth will be staffed primarily by members of the local FMCA chapter who will talk of the benefits of the resort and arrange visits and tours for interested and potential buyers. The second prong involves ORPS owners who participate in the Ambassador program. Ambassadors will conduct tours for interested individuals who have been referred by ORPS FMCA members at the Western Regional Conference in Indio. This is a time for moving toward Jesus and His purposes for us, most of which we don't know or possibly even anticipate. He loves the hunger of our hearts to know Him. We need to understand that pursuing is not striving. We can seek Him even when not stressed, expect without being impatient, need without feeling unhealthily needy. The key lies in our focus. Are we intent on fulfillment or self fulfillment? Receiving or seizing? We need to seek His will and plan daily. One of the best ways to stay in balance is to demand rest and peace in our daily lives. We learn of Christ most effectively when we cease striving and know that He is God, when we relax and receive. There is only one way we get; we have to wait and receive. The Lord delights in holding us, calming our hearts and leading us. Not every path He leads us on is treacherous, He guides us into meadows and beside still streams. If we seek the balance He offers He will gently and calmly lead us where we need to go. Lord help us learn how to ask without being demanding, to receive without grabbing, and seek without being obstinate. Help us to find you in Your strength not ours to meet our needs.

HOLD MY COURT If you have not already registered for the new ORPS tennis court reservation system, please go to the Tennis page at orps.com, “Reserve A Court” tab, and register to use the “Hold My Court” Reservation System. This System will be the only way you can reserve a tennis court for the upcoming season. Please follow the instructions EXACTLY as written! Do not forget to include your lot number after your first and last name. Numbers only. Let the Tennis Committee know if you encounter any problems, or if you have any suggestions, at [email protected] JANUARY EVENING SINGLES TENNIS Sun., Tues. & Fri. at 6pm . Meet at La Palma courts. Match players as best as possible for round 1. 5 games no add, winner move west non winner moves east. Round 2, 5 games no add same movement. MANY NEW PICKLEBALLERS AT ORPS Wow! 144 people attended the free lessons offered in November and December. Exciting to see their enthusiasm!! Many thanks to S HERRY M INDEL , J OHN and C HERI B OUDIN , and D AN R EIMAN for volunteering their time teaching and inspiring! WE LOVE BEGINNERS!! If you haven’t played pickleball before, please check out the free one hour beginner lessons on Monday, Wednesdays and Thursdays at 3 PM, followed by optional beginner/novice round robins at 4-5 PM open to all. Remember, we were all starting out once and we would love to play with you!! NEXT PICKLEBALL MEETING Wednesday January 10, 2018 in the Owner’s Lounge at 11 AM GREAT TURN OUTS! Fabulous turnouts for the afternoon mixers and round-robin events! All 5 of our available courts are being used to capacity (two are reserved for open play) and this great attendance reflects everyone’s passion for the game. If you haven’t come out at night, check it out. The lights are amazing and the cooler temperatures enticing!!

PICKLEBALL AND TOM RAY SPONSORED DEC 8, 2017 HAPPY HOUR WITH MUSIC AND DANCING On December 8, 2017, the pickleball club and Tom Ray sponsored the fabulous band CHANGE REQUIRED at El Saguaro from 5-8 PM. El Saguaro was absolutely rocking to the great tunes and many had their dancing shoes on. The attendance exceeded expectations, the pot luck dishes were delicious, and a wonderful evening was had by all! ADDITIONAL PICKLEBALL COURTS PENDING ORPS BOARD OF DIRECTORS APPROVAL The facilities planning sub-committee has recommended to the Board that all El Saguaro courts be designated a “pickleball complex” given the rapidly increasing participation at ORPS. Pickleball is indeed the fastest growing sport in the world and here as well! The summer survey showed an increased attractiveness of the sport for RV owners and renters. A “tennis complex”, subject to future improvements, will be developed at La Palma. Pickleball players please support the expansion and tennis improvements as these proposed changes will be great for the entire resort. Let’s work together for both sports!
