PROMISE ALL ATLANTA CHILDREN THRIVE PARTNER COMPACT
Statement of Purpose
The PAACT collaborative is a partnership of nonprofits, government agencies, and other organizations that share a vision of improving outcomes for young children ages birth through five. We envision a city where barriers to success are eradicated and families have what they need to ensure that all children starting at birth are healthy, learning and developing, so that they enter school ready for success, thrive once in school, and are prepared to reach their full potential. We work to create equitable systems for young children and families by investing in best practices and models that deliver high quality programs and services through partnerships. PAACT is committed to identify and remove barriers and replace them with pathways to opportunity, so every child in this city, no matter his or her life circumstances, has the strongest possible start.
We are committed to ensure all young children and their families in Atlanta from birth to age five will be:
• Learning and Ready to Succeed: Children will have access to high - quality early learning experiences and environments that offer nurturing and responsive care, so they enter school ready for success • Healthy: Children are healthy at birth and have access to resources and services that support their optimal health and well-being. • Supported Equitably: Parents and caregivers raising young children have access to an equitable system of supports that eradicate barriers and strengthen quality of living. In 2018, GEEARS convened the Atlanta Early Education Leadership Council, a cross-sector collaborative that partnered to formulate strategies to create better early childhood programming alignment for Atlanta’s young children, ages birth to 8. The Council made a PAACT with the children in Atlanta that they will be brought up in the best city in America for early learning and issued a report with eight recommendations, that eventually became the PAACT: Promise All Atlanta Children Thrive. The process was meant not to replace the work already going on, but to elevate that work and find ways to coordinate between the incredible efforts going on around the city. This vision of a cooperative, responsive, and sustained early childhood system is driven by the PAACT recommendations and commitments from cross sector partners. To move to action, PAACT is using a collective impact model (see Appendix A) to galvanize partners to cooperatively design and implement tactics to change outcomes by employing equitable and responsive solutions to strengthen and align Atlanta’s early childhood ecosystem. GEEARS is committed to serve as the backbone organization for this collaborative effort, which will provide the infrastructure and support needed to ensure that our collaboration is both effective and durable. This partner compact outlines the composition, roles, responsibilities, principles of practice, and inter- dependencies of partners. As an underpinning to this work, we fully acknowledge and vow attention to developing more effective approaches for addressing the origins of social class, racial, and ethnic disparities in child and family health and development. To this end, a unified, evidence-based approach to early childhood policy and practice across multiple sectors provides a compelling framework for a new era in community-based investment in which coordinated efforts are driven by a shared knowledge base rather than distracted by a diversity of uncoordinated approaches.

Backbone Support and Implementation Partners
PAACT achieves and sustains success through partnership, coordination, and focus on shared goals through a collective impact structure (see Appendix B). As a member of this collaborative, each PAACT partner has contributed to this Compact and agrees to work collaboratively to align their actions and engage in continuous improvement cycles to maximize impact for families and young children.
