Welcome to fall, y’all! This is a great time of year when the temperatures start to cool down and we can look forward to our Trick-or-Treat Trail on Halloween. Here at Pearland City Hall , the next fiscal year is underway. I know the budget may seem like a weird thing to celebrate, but it is really important. The City’s fiscal year runs from October 1 through September 30 every year. The work that is planned to build and maintain

the Pearland community—and the accompanying budget to fund that work—take months to prepare. To remain good stewards of the public dollars entrusted to Pearland’s professional government team, we spend countless hours planning and prioritizing projects to provide the services you expect as a resident. The City budget, covering expenditures for police, fire, roads, drainage, parks and additional categories, requires more than $100 million in annual operating costs. The revenue comes primarily from a minority portion of the local property tax, sales tax, permit fees and several minor sources. The professional staff and elected representatives on the City Council start conducting public meetings months before the budget is approved to provide recommendations on priorities and to get feedback on the overall direction. Once everything is settled, the Council approves the budget prior to October 1 and once again we are off to the races making sure every dollar is used according to the plan. This is why it is such an exciting time for your City government staff and representatives! PARK SYSTEM MAP The City of Pearland enjoys a thriving, local park system that provides residents with the ability to enjoy an active outdoor lifestyle. The City’s park system is classified into three types depending on size and use: community parks, neighborhood parks and dog parks. The City of Pearland has plenty of sidewalks and trails available for walking, jogging and biking. These sidewalks and trails are designed to ensure that residents can travel throughout the community.

New Emergency Trail Markers Installed on Pearland Trails

Have you used Mary’s Creek Trail or Clear Creek Trail recently?

Thousands of people use the City’s hike and bike trails every year and the City of Pearland wants walkers, runners and bikers to enjoy a safe, fun and relaxing experience. To meet this goal, the City installed new emergency trail markers this spring along both the Mary’s Creek Trail and the Clear Creek Trail. The green and yellow pear-shaped markers can be used in the event of an emergency to help identify the location of trail users and allow first responders to reach people faster. The numbers on the trail markers correspond with geographic coordinates and access points. They also provide details for the best type of equipment suited to access the area. If you experience an emergency while using the trail system, call 911 and provide the dispatcher the number located on the closest trail marker. Our first responders will get to you as soon as possible.

When using the Pearland Parks & Recreation trail systems, please be sure to observe proper trail etiquette to ensure all trail users have a safe and pleasant experience. Trail Etiquette

You Take care to be mindful of your presence on the trail. Carry sunscreen and water to stay hydrated and avoid heat illnesses. Stay safe by remaining on the main trail, carrying a charged cell phone, using only one earbud to stay aware of your surroundings and telling your friends and family your route before and while you’re using the trail. If you’re with children, keep the kiddos close. Be on the lookout for the new trail markers, which can be used to identify your location in the event of an emergency and take pictures of them as you pass. Consider utilizing the buddy system and bring a friend to enjoy the trail with you.

Your Trail Buddies Be kind to fellow trail users. Keep to the right, pass on the left, and announce when you’re passing. If using the trail as a group, limit to two people side-by-side while keeping tight to the right. Bikers should yield to pedestrians and travel at safe speeds. Dog walkers should keep their furry friends on short leashes. Your Trail No one likes seeing trash in nature, so please do not litter and always clean up after your dog. Trash receptacles are located at each of the trailheads for trail users to dispose of trash.

Pearland Animal Services Unleashes New Shari D. Coleman

Animal Shelter The Shari D. Coleman Animal Shelter will open its doors to the public and animals this summer. The new 21,000-square-foot shelter is part of the City of Pearland’s Public Safety Complex located on Freedom Drive. The new animal shelter includes dog runs for 90 canines and cat kennels for 66 felines--drastically increasing the shelter capacity compared to the former animal shelter. In addition, the new animal shelter will include a medi- cal suite, a quarantine area for quarantined animals, an adoption center with individual meet-and-greet rooms, a veterinary service room, a laundry room and food stor- age areas. The new facility will meet all state laws and mandated codes for animal services and will improve the quality of life for the animal residents and Animal Ser- vices staff. “Our first obligation is to public safety,” said Animal Services Manager John Fischer. “Having a more centrally located, modern facility will allow us to more efficiently respond to calls for service from our residents while also making the shelter more accessible to all of Pearland.” Dedicated staff and office areas in the new shelter will also increase administrative and professional develop- ment efforts for Pearland’s Animal Services division. “While I am certainly very excited to finally have a veteri - nary suite on site, I am most excited about the space for training within the new shelter,” said Fischer. “Pearland has become a hub for quality, modern training within the Police Department and we are excited to have Animal Services continue that commitment.” The previous animal shelter, located on Old Alvin Road, was built in 1995 has since undergone multiple expan - sions, culminating in the building’s final 10,100-square- foot size. When it became clear that the shelter had met and exceeded its capacity (due in part to the City’s significant growth in the last 20 years), a needs assess -

ment was performed. The assessment revealed deficien - cies with animal housing and state health standards that require the City to bring the facility up to the standards of a modern animal shelter and adoption facility. In May 2019, voters approved the proposition for a new animal shelter in the 2019 Bond Referendum. Later that year, City Council unanimously approved the new shelter to be named after former Animal Services manager Shari D. Coleman, who passed away earlier that year. “The Shari D. Coleman Animal Shelter is designed to meet the needs of the City now and far into the future,” Fisch - er said. “We know Pearland cares about the pets in our community and this shelter reflects that.” The City of Pearland’s Animal Services and Adoption Center protects animals and promotes pet adoptions. The Shari D. Coleman Animal Shelter will provide greater access to information, adoption services and assistance.

The City of Pearland Parks & Recreation has made it easy for you to register for the program of your choice. A participant may not register more than seven days after a program has started. Program fees will not be prorated for an individual registering after a program has begun. There are two ways for you to submit your registration: 1 ONLINE
