Dutch district heating visit 7-9 September 2022 On the 8 th and 9 th of September a group of visitors representing different levels within the Dutch authorities will visit Denmark. The purpose of the visit is to provide better insight in how district heating in Denmark is regulated and financed and how this provides relatively stable and low consumer prices compared to alternative heating solutions (both in terms of connection fees and consumption-based tariffs). District heating is in the future expected to cover a much larger share of the heat supply of the built environment in the Netherlands compared to today, where only approximately 5% of the Dutch households have a district heating connection. A new draft collective heating act, which is planned to step into force in 2023, aims on increasing the share of district heating in the Dutch Energy system. Dutch authorities are therefore currently investigating how a new tariff system coupled with new subsidies could speed up the expansion of district heating providing a cheaper, more sustainable, transparent, and popular system for the Dutch consumers than what is currently the case. The Danish district system combining public or cooperative ownership, cost-based consumer prices with no profit allowed, and relatively easy access to financing has in the above-mentioned context received some attention in the Netherlands. The intention is therefore to give the visitors a chance to study the Danish system in more detail and to ask questions to relevant stakeholders from the Danish district heating sector. The delegation is influential in the final formulation of the new Dutch collective heat act and it’s implementation, the design of subsidies that will accompany the act, and the overall framework for how district heating will be compared with alternative heating solutions in connection with future heat planning to be carried out by local authorities. The group of visitors includes representatives of the following organizations: • The Dutch ministry of Economic Affairs and Climate Policy (EZK) • The Dutch Ministry of the Interior (BZK) • The Dutch Enterprise agency (RVO) • The Association of Netherlands Municipalities (VNG) • The Bank of the Dutch Municipalities (BNG) • The Netherlands Organisation for applied scientific research (TNO) • The Heating Expertise Centre (ECW)
