Message from Steve Holgate

Thank you for your interest in the role of Project Manager in Estates and Campus Services at the University of Leicester.

There has never been a better time to join the University, or to work in our city. Since taking up our positions over the last 18 months, the University has embarked upon a challenging and very exciting Campus Masterplan aligned to delivering the Physical Environment Strategy over the next 5-10 years. The first phase of works include a new Business School on the Brookfield Campus, an extension to the Percy Gee student hub including new central paved Square, together with a new Teaching & Learning building, amounting to in excess of £65m investment to enable first phase moves to be completed in 2019. The second phase and major part of the Capital Programme will then follow from 2020 with a total investment exceeding £500m, with several major projects on main campus together with major public realm and infrastructure works. Other works include a privately financed residential and multi decked car parking scheme providing circa 1,250 beds, a new residences Masterplan and a new and exciting project to develop Space Park Leicester which will be recognised internationally and will build on Leicester’s reputation for space science. As a Project Manager in the Major Projects Programme team you will apply high-quality, client- focussed project management skills to a range of complex capital projects that emanate from the Capital Investment Programme ensuring schemes are briefed, designed, developed, delivered and governed within strict budgetary and programme constraints, fully satisfying University requirements. Successful candidates will have gained demonstrable experience of managing complex refurbishment and new-build projects in a client side or client’s consultant role, with a track record gained on projects up to and in excess of £ 1 0m in value. Strong technical skills honed in the construction and property industry are essential as it is expected that you will be adept at leading and managing all stages of the project lifecycle from brief development and design through to procurement and construction delivery.

THE COLLEGE OF SCIENCE AND ENGINEERING The College comprises of seven departments undertaking diverse programmes of study, from human geography to laboratory-based subjects, to engineering. Students benefit from working alongside leaders in their fields, making the College an exciting environment for both staff and students.

OUR STRUCTURE With around 4,000 staff and more than 20,000 students representing 115 nationalities, our efforts in discovery benefit from the rich diversity and talent of our University community. Our staff work across three colleges and professional service areas, this enables us to work across disciplines, bringing innovative, collaborative approaches to our research and teaching. PROFESSIONAL SERVICES The University’s Professional Services are led by the Registrar and Chief Operating Officer, and have staff located within academic departments, Colleges and Corporate Services. Professional service staff work in partnership with academics to support the University and help it grow its influence locally, nationally and globally. The University’s estate is hugely influential in the decision making process of students when choosing to study here, therefore we are proud to provide a high quality environment for work, study and life, and are committed to delivering continuous improvements to ensure our estate is the best it can be. The University’s estate extends to a total site area of 95 hectares, comprising a non-residential estate of 110 buildings (totalling around 200,000m 2 ) and a residential estate of over 1 00 separate buildings with a floor area of around 100,000m2, providing 4,223 student places. The insurance replacement value of the entire campus is £877 million. The majority of the academic facilities are situated to the south of Leicester city centre comprising a dedicated campus supplemented by a number of individual properties to the north and south, all located within a 1 mile radius. Additional facilities are concentrated at our partner hospital sites, and to the south east of the campus in Oadby and Knighton. ESTATE FACTS AND FIGURES

OUR ESTATE

Our compact campus features architecture that ranges from the Victorian grandeur of the Fielding Johnson Building to the state-of-the-art David Wilson Library, all presided over by the three towers which form the University’s distinctive silhouette, including the 18-storey Attenborough Tower which houses one of the very few remaining paternosters in the UK. Our world-famous Engineering Building was the first major building designed by British architects Sir James Stirling and James Gowan. Completed in 1963, the Grade II listed building comprises workshops and laboratories at ground level and a tower containing offices and lecture theatres. We are currently undertaking works to replace the roof and glazed facades of the building to secure its use for the 21 st century. We’re committed to sustainability in everything that we do and to delivering a continual reduction in our carbon footprint. All new developments are designed to be as environmentally friendly as possible, as evidenced in our most recent development, the £42 million George Davies Centre. Completed in 2016, the building is the UK’s biggest Passivhaus building and represents the largest investment in medical education by any UK university in the last decade. Our ongoing redevelopment of the Fielding Johnson square – transforming the space from a car park, into a vibrant open space at the heart of our campus – further demonstrates our commitment to continually developing our campus to support the needs of our staff and students. We are the first university in the country to launch a partnership with our Students’ Union for on-campus catering and retail facilities, demonstrating our recognition of the importance of campus services contributing to staff and student experience. Since 2010, the University estate has won over 100 construction awards which include the BREEAM worldwide sustainability standard Certificate of Excellence for the George Davies Centre.

THE FUTURE

The newly formed Division of Estates and Campus Services is the largest division in Professional Services at the University, employing around 6 0 0 staff. The Division comprises:

Driven by a desire to provide the highest quality facilities, excellent customer service to students, staff and visitors and a financial return for the University, this is a fantastic time to join the Division. We are embarking on an ambitious programme of investment. The £500 million plus Capital Programme will coordinate physical and financial planning with institutional and academic strategy. The Programme revolves around large–scale redevelopment of on- campus facilities. This is alongside the development of a National Space Park at Abbey Fields and an overseas campus in China.

JOB PURPOSE You will act in the capacity of Project Manager, providing high quality client focussed project management skills to a range of complex capital projects that form part of the Universities Capital Investment Programme (valued at circa £500m over 5-10 years); ensuring schemes are briefed, designed, developed, delivered and governed within strict budgetary and programme constraints, fully satisfying university requirements. These projects will be delivered from inception through to post occupancy evaluation, in the form of new build, refurbishment and planned infrastructure works across the universities vast and varied estate, generally valued in the range of £500k - £60m. The post holder will need to be able to effectively engage with key stakeholders (internal and external) throughout the life of the projects, establishing project brief, assisting in the development of business case and investment appraisals, have the ability to identify suitable procurement strategies, lead and motivate internal (Engineer and Clerk of Works) and external (consultant and works contractor) project teams and be able to effectively deliver projects to time, quality and budget. As a core member of the Projects and Planning Team, not only will you lead and deliver a number of individual projects, but will also contribute to developing and maintaining best practice processes and protocol’s and university policy within the Projects and Planning department.

PRINCIPAL ACCOUNTABILITIES (RESPONSIBILITIES) • Take responsibility for the planning, implementing and delivering several capital projects (valued in the region of £500k - £60m) that may span several years and are of high complexity, from inception to acceptance of the asset from the university. • Establish appropriate procurement strategies that consider both short and long term objectives, suitable for Tier One Principal Contractors, complying with University policy, European legislation. • Oversee and manage project performance, ensuring deliverables are satisfied to a high standard of quality, including coordination of activities and monitoring both internal and external staff, consultants and contractors; ensuring true value for money is attained. Ensure adequate project performance reporting is provided on all projects and reported regularly in-line with project governance procedures. • Effectively communicate and negotiate within high-level arenas to obtain necessary internal and external approvals, engaging with key stakeholders that will include senior academic staff, estate departments and statutory bodies. • Manage and maintain budget control of individual projects and multi-project programmes in-line with the approved budget. Take any necessary steps to ensure costs do not exceed budget and project risk is evaluated and controlled throughout all key stages of the project(s) lifecycle. • Proactively contribute to identifying, establishing, implementing and embedding quality driven best practice principals and standards within the Projects & Planning department, leading by example to colleagues and junior members of staff, helping to manage, support and motivate the project teams. • Ensure that all work undertaken is assessed and delivered in accordance to legislative and university requirements at a minimum, ensuring Health & Safety and Compliance is fully satisfied within scope/design/specification. • Conduct post occupancy evaluation ‘lessons learned’ once the asset has been delivered, sharing feedback on performance to university colleagues, identifying shortcomings and/or improvements to encourage best practice principals are maintained. Ensure the university ‘Soft Landings / Countdown’ strategy fully satisfies university requirements and delivers the level of quality required. Able to effectively communicate, implement, and manage the process from inception through to acceptance of the asset by the university, including post occupancy evaluation.

Planning and Organising:

Responsible for the effieicntly managing the post holders allocated workload, including junior supporting members of staff where allocated.

Competently monitor and review assigned work(s) to project team members (internal and external) under your control, checking deliverables are adequately completed.

Responsible for idenifying, with the Head of Programme and/or Senior Project Manager, and completing the post holders development training needs.

The role requires full management of multiple projects of significant financial value and complexity in various locations throughout the university estate; demanding extensive short and long-term planning, organisation and programming; requiring the post holder to have analytical ability, be reliable and thorough throughout the life cycle of the projects under their control.

Detailed understanding of the project development process, project management and construction methodologies will be essential.

A full appreciation of modern methods of procurement within the built environment, for professional services and works contractors. Develop policies and procedures to ensure they meet departmental requirements, both short and long term.

Leicester is one of the UK’s ten largest cities and represents the largest economy in the East Midlands region. The University, working in close partnership with city, has been the inspiration behind two of Leicester’s most famous Tourist attractions. The award-winning National Space Centre – the UK’s largest attraction dedicated to space exploration and the Richard III Visitors Centre which retells the dramatic story of the University’s discovery of

England’s most infamous King. Leicester is well-known as a sporting capital – hosting the country’s best supported rugby team the Leicester Tigers as well as Leicester City Football Club and Leicestershire County Cricket Club.

The city benefits from a large number of public parks including Abbey Park and also Victoria Park which is adjacent to the University. Leicester is steeped in history, dating back to the original Iron Age settlement which was to become an important Roman trading centre with a commanding position on one of Britain’s most important routes – the Fosse Way. The growth of industry reached its peak in the great hosiery, textiles and footwear enterprises of the 20th century. On Leicester’s doorstep is the National Forest, offering walkways, adventure activities and some of the most impressive landscapes in the region including the Charnwood Forest and Swithland Reservoirs. To the east is Rutland water, which is one of the largest man-made reservoirs in Europe and supports a wide range of water sports. Leicester and the surrounding region offer a wide choice of property to buy or rent. In the city itself, there is a diverse mix of flats and apartments. Both new and older properties, including substantial homes, can be found in leafy parts of Leicester within easy reach of the University. Alternatively, there is property available in the attractive villages and market towns in Leicestershire and Rutland such as Market Harborough and Oakham. House prices are markedly less than those in London.
