Introduction

Cambridgeshire & Peterborough Combined Authority is seeking to appoint a Head of PMO.

Cambridgeshire & Peterborough Combined Authority (CPCA) was established in March 2017 as a result of powers being devolved to it by Central Government most particularly in regard to securing major developments and improvements in respect of Transport, Housing, Education and Skills across the region with a vision to make Cambridgeshire and Peterborough the leading place in the world to learn, live and work. CPCA is made up of the leaders of the County, Unitary and District councils of the area, together with representatives of the NHS, Police and Fire authorities. We are seeking an individual with demonstrable experience in a PMO management role, with a track record of implementing PMO processes across a large, complex organisation. Experience of working across programmes (Business, Education, Public Services, Transport, Housing) comparable to those found at the Combined Authority would be advantageous. The role calls for an individual with excellent interpersonal and leadership skills, with the ability to proactively and collaboratively engage with a diverse range of colleagues and stakeholders. 71 projects were identified as part of the Devolution Deal, to deliver a growth target over a twenty- five-year period. As of the end of 2020, 72% of those projects (51) have been implemented fully or in part. About 40 projects are currently live. The Authority’s agreed capital programme for 2021-22 is worth over £100 million. The role offers an individual the opportunity to take up a high-profile role that will play a key part in the realisation of a variety of transformative projects and programmes that will bring a tremendous social and economic benefit to the region.

The Cambridgeshire & Peterborough Combined Authority is made up of the leaders of the County, Unitary and District councils of the area, together with representatives of the NHS, Police and Fire authorities. It is chaired by an elected Mayor, Dr Nik Johnson, who has a direct mandate from voters. It is a small, young and dynamic organisation with a key role in the post-Covid policy agenda of economic growth and levelling up. The Mayoral Combined Authority was set up under a devolution deal with the government in 2017 with a commitment to double the size of Cambridgeshire and Peterborough’s economy over 25 years. It incorporates the Business Board, which is the Local Enterprise Partnership for the area. The Combined Authority’s mission is to shape growth to make Cambridgeshire and Peterborough a leading place in the world to live, learn, work, and do business.

Our key ambitions for the Combined Authority include:

• doubling the size of the local economy • accelerating house building rates to meet local and UK need • delivering outstanding and much needed connectivity in terms of transport and digital links • providing the UK’s most technically skilled workforce • transforming public service delivery to be much more seamless and responsive to local need • growing international recognition for our knowledge based economy • improving the quality of life by tackling areas suffering from deprivation

Cambridgeshire and Peterborough Combined Authority is set to receive funding and powers from Central Government in a num- ber of areas including: • £170 million to deliver new homes over a five-year period in • Peterborough and Cambridgeshire which includes affordable, rented and shared ownership housing • £20million a year funding over 30 years to boost growth in the region • responsibility for chairing a review of 16+ skills provision in the area

Combined Authority Projects

Examples of Combined Authority projects include: • a new employment focused university in Peterborough; • an ambitious apprenticeship levy programme; • delivery of a projected 1,500 additional affordable homes; • regenerating market towns across the area; • a digital infrastructure programme; • 25 ambitious transport projects that include o dualling the A10 and A47;

o the reopening of a public transport link between Wisbech and Cambridge; o reforming the bus market and introducing new Zero Emissions buses; o bringing forward the delivery of new stations in Soham and Cambridge South; • a Business Growth Service to help with COVID-19 recovery; • establishing an Independent Commission on Climate whose first 31 recommendations will be taken forward through a Combined Authority Action Plan.

The Mayor has committed the Combined Authority to embodying the values of Compassion, Community and Cooperation in its projects and has put tackling climate change and improving health among its key priorities. These projects are overwhelmingly delivered through partnership with other organisations, ranging from Highways England and Network Rail to councils, universities, and the private sector, and the Combined Authority also works closely with central government departments.

The Programme Management Office (PMO)

The PMO (Programme Management Office) helps ensure the successful delivery of Combined Authority projects and programmes, by creating a full suite of processes and policies for Project Managers. This ensures the use of public money with deliver projects is correct and transparent across the organisation. The Combined Authority currently has circa 40 live projects across its three main Delivery Directorates. The PMO plays a pivotal role is supporting the delivery of all these projects and manages changes to this list, as projects close and new ideas are incepted. To support successful delivery, the PMO has created, and manages, a full range of project management documentation. This includes initiating and monitoring projects within the Combined Authority environment, as well as how to successfully close down at the end of the lifecycle.

Job Purpose Responsible for leading the Programme Management Office (PMO) with the objective of ensuring that the portfolio of all agreed programmes/priorities identified in the Combined Authority’s business plan and project register are successfully delivered to time and on budget using a best practice approach to comply with excellent project and financial governance, deliver agreed outcomes on time and on budget, and safeguard the CA’s investments, in line with the Combined Authority’s Assurance Framework and government requirements. Key Responsibilities • Lead an expert team of project managers as a flexible corporate resource for the whole Combined Authority. • Own and develop the Authority’s project management guidance ensuring industry best practice and HMG-mandated governance standards are fully complied with across the organisation. • Support the Director in developing the annual and six-monthly updates of the Authority’s business plan.

• Maintain the project register. • Develop and manage the successful implementation of the CA’s programme delivery approach (aligned to the CA Assurance Framework) to provide programme assurance and safeguard the CA’s investments. • Promote and embed best practice delivery assurance across the CA’s programmes. Provide expert knowledge and support. Ensure that all programme/project managers use the CA’s approach, toolsets and processes and that they are trained and equipped to deliver successfully. • Lead the Authority’s performance management and reporting function.
