INTRODUCTION

Thank you for your interest in the Programme Director post at Essentia. Guy’s & St Thomas’ is one of the largest hospital trusts in the country, with around 17,000 staff, an annual turnover of more than £1.6 billion, and over 2.6 million patient contacts a year. Our hospitals have a long and proud history, dating back almost 900 years, and have been at the forefront of medical progress and innovation since they were founded. We continue to build on these traditions and have a reputation for clinical, teaching and research excellence. Essentia plays a crucial role on enabling the vast array of healthcare services provided by Guy’s and St Thomas’ NHS Foundation Trust and other partner organisations. Responsible for non-clinical healthcare services, Essentia designs, builds and maintains healthcare infrastructure vital to the smooth running of healthcare services, encompassing everything from construction projects and healthcare planning to facilities management, housekeeping, transport and security. We employ around 1,700 people, and our vision is to provide the best service possible within the resources available, to be the estates, facilities and capital management provider of choice in south London and beyond, and to develop innovative approaches to improve the health estate.

Programme Director

The role of Programme Director is key to achieving Essentia’s strategic ambitions and an influential part of the Essentia senior leadership team, with specific remit for leading corporate management and assurance strategies across the Trust’s £1bn+ capital investment strategy. We are seeking an individual with a proven track record in a senior leadership role with significant experience of leading programme office teams with successful outcomes in a complex environment involving major infrastructure projects. You will have demonstrable experience of formulating long term, organisation-wide strategic plans and experience of organisation-wide policy development. Strong interpersonal, leadership and management skills are essential, with the ability to lead and inspire team members and internal and external stakeholders a key aspect of the role.

The role offers the opportunity to play a crucial role in the future development of one the UK’s largest healthcare portfolios, creating an environment that in turn will make a fantastic difference to so many.

About the Trust

Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation

trusts. We provide a full range of hospital and community services for people in Lambeth, Southwark and

Lewisham, as well as specialist care for patients from further afield including cancer, renal, orthopaedic and cardiovascular services .

Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and

a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital.

Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need

it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. The Duchess of Cambridge became the Patron of Evelina London in 2018.

Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. In 2019 we combined adult community services with acute medicine and therapy services to create Integrated Care, a new strategic

business unit. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.

We have a reputation for clinical excellence and high quality teaching and research. We are part of King’s Health Partners, one of six accredited UK Academic Health Sciences Centres. In partnership with King’s College London we have dedicated clinical research facilities and a National Institute for Health Research (NIHR) Biomedical Research Centre.

Patients are at the heart of everything we do and we pride ourselves on ensuring the best possible patient experience as well as safe, high quality care. We are proud to have one of the lowest mortality rates in the NHS. Following a comprehensive Care Quality Commission (CQC) inspection in 2019 we maintained our overall rating of ‘good’. Our adult community services achieved a rating of ‘outstanding’.

The commitment of our 17,100 staff is key to our success. We are one of the largest local employers and we aim to develop and support all our staff so they are able to deliver high quality, safe and efficient care. The 2018 NHS staff survey results show that we have one of the most engaged and motivated workforces in the NHS. We know this has a positive impact on the care provided to our patients. Essentia provides in-house Estates, Facilities and Capital Management for Guy’s and St Thomas’ NHS Foundatioan Trust, as well as services for other local NHS providers in both the acute and community setting. The context within which Essentia works is changing, and at pace. There is an unprecedented appetite for collaboration between Trusts, within the Integrated Care System (ICS, formerly STP) and beyond, and growing interest in Essentia the organisation of choice for the successful management of high quality estates and facilities services.

LOOKING TO THE FUTURE PLANS

A c.£200m expansion of Evelina London Children’s Hospital, providing the full continuum of specialist care and delivering a comprehensive children’s hospital for London.

A partnership with Royal Brompton & Harefield NHS Foundation Trust that will transform specialist cardiovascular care for London and the UK.

The Trust will plan and deliver an estate that will be fit for purpose for decades to come, by designing “shell and core” buildings which can adapt quickly and easily to different uses, so that we can refit them every 10-15 years, depending on our needs. This is not a one-off exercise, but a sustained strategy of investment and growth that is financially sustainable over the long-term. Healthcare is rapidly changing. In the future the treatments and technologies available to patients may be radically different. We need buildings that are designed with a degree of flexibility and future-proofing. We aim to treble the amount of space across our estate from the current 381,000 sqm to 1.1M sqm by 2050. Space not required by the Trust and King’s Health Partners will be available to research institutions and life science industry partners, including startups and SMEs. Co-location of these uses is central to the development of our MedTech and Biomedical Clusters model.

Job Summary

This is a new role which will be key to achieving Essentia’s strategic ambitions and the Trust’s ambitious capital investment plans. The role is a key member of the Essentia Senior Leadership Team and a member of the Investment Portfolio Board and the Estates Committee. The role is highly autonomous, requiring interpretation of national policy and strategies, and involves the expert analysis, synthesis and regular communication of highly complex, sensitive and contentious information both within the Trust and with external stakeholders, where there are significant barriers to acceptance. The post-holder is accountable to the Trust for the direct delivery of several highly technical and professional services, and has impact over the Trust’s capital investment strategy with a value over the next five years of about £1 billion. These include multi-stranded capital portfolio investments across many sites.

THE ROLE

The Postholder: • Leading the development of the Trust’s 10 year capital investment strategy, providing leadership on innovative financing arrangements for delivery of the Trust’s strategic ambitions, advising on the impact new financing arrangements may have on Trust management and governance. This involves the interpretation of legislative and other regulatory requirements for estates for the Trust and partner Trusts within the Integrated Care System (ICS). • Leading the engagement process with strategic stakeholders within the Trust and externally, acting as an ambassador for the Trust and the Essentia executive team and taking responsibility for complex, challenging and sensitive negotiations at the highest level. • Leading the governance and oversight of the estate development plan and capital development programme, including liaison with other Trust programmes and initiatives. • Line managing several significant departments/services, the Capital Investment Portfolio Service and the Integrated Capital Programme Team, strategic Governance and Finance Services, including budgetary responsibility and procuring equipment and supplies. • Leading the quality assurance and benefits realisation process, developing this function to ensure interdependencies between the major programmes are understood and decision-making at board, portfolio and programme level are properly co-ordinated. • Leading the provision of Corporate Office support to Essentia, including preparation for Board and executive meetings in relation to both capital and operational aspects of Essentia responsibilities, and corporate support to the Director of Essentia, the Estates Committee and other Trust Committees. KEY RESPONSIBILITIES

Trust-wide Programme Governance and Oversight • Lead, develop, implement and oversee a Trust-wide policy framework to deliver Trust- wide estates and facilities programme governance across the Trust and partner Trusts within the ICS, interpreting national policy and setting goals and standards for others. • Responsible for leading the oversight of significant and major change activities within Essentia and associated programmes, formulating long term plans to ensure this oversight is robust. • Lead, develop and maintain robust governance arrangements and programme management processes in line with good practice, to ensure the Trust has robust decision-making processes in relation to capital investment. Provide effective, expert advice, overcoming barriers to understanding and acceptance. • Analyse performance across all programmes Trust-wide in relation to performance targets and strategic objectives, developing strategies and business plans, providing advice in areas where expert opinion differs and where barriers to understanding and acceptance exist. Handle dispute resolution at the highest level. • Develop and lead processes to ensure that the senior leadership team and Trust has oversight of key estates programmes and their interdependencies with other Trust and Kings Health Partners (KHP)/ICS initiatives, reporting directly to the Board. • Lead the work with colleagues across the Trust to identify critical success factors to deliver EDS and highlight programme risks and opportunities. • Ensure that policies, systems and processes are put in place, using appropriate specialist software, to manage the interdependencies between Essentia’s plans, and between these and plans of directorates and corporate functions in the wider Trust, providing advice and guidance where expert opinion differs. • Lead the development and delivery of robust processes to monitor progress on delivery of the Trust’s capital plan and building maintenance plan. • Lead the monitoring of progress on all estate developments and capital investments through the life cycle of investment programme to ensure all relevant information is available at the right time to enable key decisions to be made. • Provide in-house expert market knowledge on all aspects of programme and project management leading to the commissioning and delivery of capital projects. • Regularly undertake and manage research activity including complex surveys in relation to service improvements and performance management, and regular audits in relation to programme governance, reported at Board level.

Integrated Capital Programme • Provide strategic leadership and guidance to the Trust’s integrated capital programme/ plan and support the development of the Trust 10 year investment strategy and associated funding strategy. This involves the planning and organisation of a broad range of complex activities, formulating and adjusting plans and strategies in anticipation of complex environmental and political changes. • Develop and maintain strong external strategic relationships with GSTT strategic partners, within KHP, across the ICS, and beyond. • Develop and maintain strong working relationships with senior corporate and finance colleagues so that there are robust systems in place for on-going monitoring and effective tracking of multiple, complex, transformation and development plans. Lead complex and challenging negotiations, bringing influence to bear where barriers to acceptance exist. • Provide effective and expert specialist advice on the governance and delivery of the five year capital plan.
