We make life safer

Hampshire Fire and Rescue Authority was formed in April 1997 with proportional representation from the unitary authorities; Southampton City Council, Portsmouth City Council and Hampshire County Council, having joint political and financial responsibility for providing a fire and rescue service for the county of Hampshire. Hampshire Fire and Rescue Service (HFRS) is embarking on an exciting period of working with other public-sector organisations to share properties, embed the principles of our estate strategy and provide first class facilities management and organisational support across the county. The Home Secretary has approved for the Hampshire Fire Authority and Isle of Wight Fire Authority to combine from April 2021. At this time the responsibility for the ten Isle of Wight Fire Stations will fall under the remit of the Head of Property & Facilities. Having established a Strategic Property & Estates Plan which sets out the forward direction of the organisation’s property estate and how this will be managed and maintained. The post holder, working with partners, will implement and lead this strategy, shaping the Service for the future. The role of the Head of Property & Facilities is key to unlocking potential within the physical estate by developing new and existing relationships with partners, improving our commercial strategies, revolutionising the way we use our estate and ensuring that the estate and facilities meet the needs of a modern fire and rescue service and our partners.

The Service has a proud history of delivering a very high standard of service to the community we serve. Over the last decade we have successfully driven down the number of fires to half the level of 10 years ago. We live in an ever changing world and just as the risk changes so do the means at our disposal to maintain this proud record. As a modern fire and rescue service we strive to make ourselves even more relevant to the lives of people in Hampshire as we move towards 2020 and beyond. Our aim is to be the best fire and rescue service in the country; through our vision to work smarter, be more efficient, and to make life safer for everyone in Hampshire. Welcome to the next chapter in our continuing story - a forward-thinking, nationally recognised organisation working tirelessly to provide an exceptional service to our communities. The Property Portfolio

The Estate Hampshire is a diverse county, with many rural areas coupled with significant urban regions, notably the cities of Portsmouth and Southampton in the South of the county. Hampshire Fire & Rescue Authority owns a significant property estate, held primarily for the delivery of frontline services. The portfolio consists of 51 fire stations, a training centre, vehicle workshop and a joint Fire and Police headquarters building. The following statistics offer an indication of the property portfolio: • Overall land ownership of 16.3 hectares. • Comprising a total of 52 separate properties. • Total building floor area of 42,776 square metres. Value, Cost and Income As at the date of publication, the HFRS Estate has an asset value in excess of £100million. The premises costs we incur for owning and occupying property account for approximately 8% of the Service’s annual budget.

The plan sets out what that means for our estate and property assets and how we are adapting to meet the needs of our staff, partners and the communities we serve. Collaboration is a key component for our continued high level of service. Over the last 10 years the risks and demand for our services has changed. It is therefore vitally important that we adapt to meet these demands and become more effcient and collaborative as we move to 2020 and beyond. Creating this clarity for the future of our estate and property assets will ensure our facilities are effectively maintained and used in the most collaborative way, whilst ensuring staff are able to work in the most professional environment. We will improve the return on our physical assets and investment will allow us to maintain our facilities and embrace new initiatives. We will engage our staff and end users to fully understand the requirements of our estate and ensure it is ft for purpose now and for the future. This will also secure our commitment to our environmental responsibility and reducing our carbon footprint. Focusing on our estate and property assets will help us achieve our commitment to making life safer and will ensure we continue to be one of the best fre and rescue services in the country. The Strategic Property and Estates Plan for the period 2016-2020 establishes the principles and approach for the management of property assets which supports the aims of our Service Plan. In particular, the Plan supports the Service Plan aim of improving the return on our physical assets and using medium-term fnancial planning to ensure we effectively prioritise our resources. Achieving this aim will involve effcient use of our land and buildings, reducing costs, maximising income generation potential and embedding effective property management practice. The Head of Property & Facilities will implement the defned 2016-2020 and further develop and lead the strategy, alongside senior colleagues, for 2020 and beyond. HFRS have established a Strategic Property & Estates Plan which sets out the forward direction of the organisation’s property estate and how this will be managed and maintained. The post holder, working with partners, will implement and lead this strategy, shaping the Service for the future. The role is key to unlocking potential within the physical estate by developing new and existing relationships with partners, improving our commercial strategies, revolutionising the way we use our estate and ensuring that the estate and facilities meet the needs of a modern fire and rescue service and partners. This role will work with other senior managers to specifically identify and develop opportunities for business change and efficiencies across the organisation. Section 2: Principle Accountabilities, Dimensions of the Job Management & Leadership The post-holder will implement and lead the Strategic Property & Estates Plan, setting strategic direction for the organisation in terms of property, estates and facilities. The post-holder will oversee and be responsible for the successful delivery of a number of transformational work-streams to deliver property and wider support related projects. This includes commissioning, monitoring and directing professional teams.

The post-holder will implement, monitor and analyse options in order to make final recommendations for any scope changes necessary to deliver the programme strategy and enable integration of necessary work streams; e.g. technological applications and property, to deliver successful outcomes. The post-holder will lead on defining, shaping and implementing a facilities management offer, working with partners and suppliers to meet the aims and needs of the organisation. The post-holder will act as the Contract Manager on behalf of the organisation, responsible for the performance of the relevant Estate and Facilities Management services delivered through partnership arrangements and external contracts. The post holder will manage the property, estates, facilities and wider support business as usual teams. Relationship Management The post-holder will act as a single point of contact both internally and externally for all property and facilities matters.
