EXECUTIVE SUMMARY

London South Bank University (LSBU) is one of London’s largest and oldest universities with over 18,000 students and 2,000 staff. Since 1892, the University has been providing vocationally-relevant, accredited and professionally recognised education.

Based within the Estates and Academic Environment (EAE) Department the postholder will be responsible for the delivery of high-quality building and facilities management services at the new university campus in Electric House in Croydon. Reporting to the Group Maintenance Manager the postholder will be responsible for the delivery of building and facilities management services on the campus. These services include, but are not restricted to, building maintenance, cleaning, security, porterage, post and front of house services, and compliance.

JOB SPECIFICATION School/Department: Estates and Academic Environment Job Title/Grade: Facilities Manager LSBU Croydon/ Grade 9 Reporting to: Group Maintenance Manager Purpose of the post

Based within the Estates and Academic Environment (EAE) Department the postholder will be responsible for the delivery of high-quality building and facilities management services at the new university campus in Electric House in Croydon. Reporting to the Group Maintenance Manager the postholder will be responsible for the delivery of building and facilities management services on the campus. These services include, but are not restricted to, building maintenance, cleaning, security, porterage, post and front of house services, and compliance. The postholder will work closely with the Estates Services Contracts Managers who are responsible for the day to day management of the security, reception, cleaning, catering and grounds maintenance outsourced contracts.

MAIN ACTIVITIES AND RESPONSIBILITIES: 1. General • As the senior EAE representative on site, to deliver an efficient and effective maintenance and facilities service at LSBU Croydon. • To ensure an efficient, effective, professional and customer orientated service is delivered to staff, students and visitors • To keep up to date with relevant legislation to ensure that a compliant building is maintained at all times including seeking advice from the Group Health, Safety and Resilience Team if necessary. • The post holder will be a member of the EAE Department Senior Management Team and shall attend regular operational and strategic meetings. • As LSBU Croydon will be open in the evenings and at weekends, the postholder may be required to work flexibly outside the normal Monday to Friday work pattern on occasion. • The postholder will be required to be the EAE point of contact for building related emergencies outside of normal working hours. • Any further duties that may reasonably be required from time to time commensurate with the grade of this position. 2. Strategy & Policy • To develop and review the delivery of facilities management at Electric House on an on - going basis and to provide a high-quality estate to support teaching and learning. • To contribute to the development of relevant Departmental policies, procedures and standards. • To undertake continuous assessment and identify and implement improvements to the service provided.

3. Student Experience • To create and maintain a first-class estate to ensure the environment supports the delivery of first-class education and has a positive affect on the student experience • To ensure service level agreements are in place and service delivery is monitored regularly. 4. Operational Management • The day to day management and oversight of a range of outsourced facilities services including building maintenance, cleaning, security, porterage, post and front of house services. • Line management of a porter and a multi skilled tradesperson/porter including undertaking appraisals, sickness absence monitoring, authorisation of annual leave, identification of training etc. • To lead on the development of facilities management services at Electric House • To attend regular contract review meetings with the major outsourced service contractors. 5. Reporting & Communication • To ensure that information regarding EAE activities at LSBU Croydon is relevant and kept up to date on the LSBU intranet. • To prepare and present regular progress reports and information to senior management and Committees as required. • To work closely with the Director of LSBU Croydon on a day to day basis to ensure an efficient, effective and appropriate estates service is being provided. • As a key member of the EAE Department the postholder shall regularly network with stakeholders across the University to update them on developments, discuss issues and receive feedback on the performance of the Technical Services Team. • To liaise with internal and external contractors both in person and via e-mail etc. on a daily basis.

6. Revenue & Budget Management • In conjunction with the Group Maintenance Manager, prepare an annual budget for the delivery of the reactive and planned maintenance services. • The maintenance of accurate financial records for all delegated budgets. • The regular use of Agresso, the university’s financial management system, for the raising of purchase orders, authorisation of invoices and general budget management. • Work within agreed budgets to ensure that expenditure on reactive and planned maintenance and project works does not exceed the annual allocation. • To ensure appropriate use of the dedicated EAE credit card and the weekly on line reconciliation of expenditure in line with LSBU financial regulations.

PERSON SPECIFICATION

SELECTION CRITERIA • Professional qualification in Facilities Management. • Experience in the delivery of a range of facilities management services. • An understanding of facilities management specifications and service level agreements for outsourced contracts. • Experience in the day to day management and provision of an efficient, effective and compliant maintenance service delivered by both in house and outsourced contractors. • Experience of budget planning and management and the preparation of financial management reports. • Experience of day to day staff management including undertaking appraisals, the identification of training, disciplinaries, management of annual leave and sickness absence etc. • Excellent customer service skills with the ability to ensure that a high standard of customer service is provided by the Team in their day to day operational processes and service delivery. • Excellent report writing and presentation skills. • Excellent communication skills and the ability to communicate with a diverse range of both internal and external stakeholders both verbally and in writing. • Experience in the use of IT including experience of Microsoft Office suite of applications. • Ability to work under pressure, meet deadlines and work outside of normal contractual hours as and when required. • Possess a full understanding of Health and Safety and how it is applied to provide and maintain a safe estate. • The ability to demonstrate an understanding of equality and diversity, and its practical application.

FURTHER INFORMATION

CONDITIONS OF SERVICE This post is Grade 9, the full time salary range is £55,544 to £63,645 per annum.

The basic working week will be 35 hours, worked from Monday to Friday; 9.00am to 5.00pm, with a one hour unpaid lunch break each day. However, you are expected to work for the period required to fulfil the duties of your post to the satisfaction of your line manager. Annual Leave commences at 26.5 working days per annum plus public and bank holidays and days when the University is closed. The successful candidate will serve a 12 months probationary period and an interim report will be made at the end of 6 months service. All appointments are subject to the receipt of references satisfactory to the University. It is standard procedure to apply for references only for the successful candidate. Offers of appointment are subject to proof of permission to work in the UK in accordance with the Immigration, Asylum and Nationality Act 2006 and original documentary evidence will be required. The successful candidate will be required to complete a pre-employment medical screening questionnaire, and may be required to undergo a medical examination prior to a written offer of employment being made. The University offers automatic membership to the Local Government Superannuation Scheme (LGPS) which is a defined benefit occupational pension scheme. The benefits under the Scheme are based on length of membership and Career average salary. Contribution rates vary according to the level of pensionable pay.
