Rivertowne Country Club is a residential golf community in Mt. Pleasant, South Carolina between Highway 41, the Horlbeck Creek and the picturesque Wando River. This special community offers a natural setting of lakes, wetlands, and marshlands. Many homes have deep water access, others offer spectacular golf course views. Residents enjoy amenities including a clubhouse, tennis courts, a swimming pool, playground, nature, and bike trails. With award-winning public schools, the community is also close to shopping, restaurants and world - class medical facilities. The Arnold Palmer Signature g olf c ourse has been awarded 4.5 by Gold Digest , ranked among the top 15 golf courses in SC by The Post and Courier and hosted the LPGA Championship. It has also been recognized by the National Golf Course Owners Association and South Carolina Golf Panel on multiple occasions. Completed in 2003, the plantation-style clubhouse offers fine dining , activities and events . Both the clubhouse and golf course are privately-owned. Memberships are available but not required. Development began in 1999 on land originally called Parkers Island. Later large parcels where sold to other developers - resulting in separate communities and subsections. Rivertowne Country Club includes the Isles, the Pointe and Parker's Landing. THE ISLES Centex was the original developer and home builder within the Isles . With a total of 354 homes, the Isles neighborhoods include : Palmetto Isles (Palmetto Isles Drive and Great Hope Drive); Pine Isles (Sarazen Drive); Marsh Isles (Crooked Stick Lane and part of Rivertowne Country Club Drive; Carolina Isles (Oakhurst Dive, Olympia Fields Lane; Latrobe Court, Carolina Isles Drive , Sea Pines Drive and part of Rivertowne Country Club Drive).

GOVERNANCE AND INCREASING COMMUNITY INVOLVEMENT

SUMMARY OF STANDARDS, RESTRICTIONS AND GUIDELINES January 2019 A summary of Isles Board approved standards and guidelines is presented below. For detailed guidelines homeowners are referred to the Covenants, Restrictions, Guidelines, and Standards that are available online at The Isles Community Website. Homeowners should NOT consider the standards as pre-approval for any project. Improvements to properties should be submitted to the ACC for review and approval.

· Residential Use : The Homes are for single-family use only. No commercial or occupational activity may be carried on without prior consent of the HOA Board.

· Maintenance & Repair: The exterior of all Homes including but not limited to roofs, walls, doors, windows, patio areas, pools, screenings, and awnings shall be maintained in good condition and repair and in a neat and attractive manner. All exterior painted areas shall be painted as reasonably necessary…no excessive rust deposits on the exterior of the Home, peeling paint, or discoloration of same shall be permitted. All new paint changes must be approved by the ACC. No owner shall make any improvement, addition or alteration to the exterior of the home without prior written approval of the ACC.

· Nuisances: No obnoxious or offensive activity, loud noises or noxious odors are permitted.

· Storage: Personal Property shall be kept inside the resident’s home with the excep tion of patio furniture, accessories, and other property commonly kept outside. Basketball goals are to be placed no more than 10’ from the garage and must be in good condition; permanent placement must be approved by the ACC. Please refer to Basketball Guidelines. · Parking & Vehicular Restrictions: No vehicle containing commercial lettering, signs, or equipment, and no truck, recreational vehicle, camper, trailer, boat, or aircraft may be parked or stored outside of the home overnight. No overnight parking is permitted on streets, lawns, or areas other than driveways and garages. If the commercial vehicle is not providing service to the residence then the vehicle cannot be parked on the property. If the vehicle needs to be on property for other reasons and is not providing any service to the residence then it must be parked in the garage. All vehicles must be in good condition and contain a current license plate. Vehicle repairs are not permitted on property. Vehicles must be parked as not to interfere with the sidewalk. · Trash & Other Materials: Each owner shall regularly pick up garbage, trash, refuse, or rubbish on their Lot. Trash and other materials are to be placed at the front of the Lot after 5:00 P.M. on the day before the scheduled day of collection, and removed on the collection day (except Yard debris and other items that are for special pickup the following day). All containers must be stored inside the Home or fenced- in area, screened from view.

· Leases: All leases must be in writing and shall provide that the Association shall have the right to terminate the lease upon default of the tenant in observing the Protective Covenants & Restrictions. No

lease shall be for a period of less than 6 months. A copy of the proposed lease must be delivered to the Association prior to occupancy of the tenant or the owner may be subject to a violation.

· Temporary Buildings: No tents, trailers, shacks, sheds, storage area, or other temporary structures are permitted on the property.

· Garages: No garage shall be permanently enclosed so as not to make the garage unusable by an automobile. If possible, all garage doors shall remain closed when vehicles are not entering/exiting the garage. If a garage is used only for storage the garage door must remained closed. · Animals & Pets: Only common domesticated household pets (limit of 3 per home with consent of the Board) are permitted. Pit bulldogs are not permitted! All animals must be kept on a leash when outside the fenced yard. All owners are responsible to clean up any mess that a pet created within any Lot or Association property which includes, but is not limited to, their own property. Waste is not to be disposed of on open Lots, lakes, or golf course areas. Deposit pet waste at pet waste stations. · Air Conditioning Units: Window, wall, or any air condition units visible from the exterior of the home is prohibited. Central air conditioning units must be enclosed so as not to be visible from the roads, lots, or golf course.

· Clotheslines & Outside Cloths Drying: No clotheslines or clothes poles shall be erected, and no exterior clothes drying is permitted.

· Outside Antennas & Satellite Dishes: No owner may erect or maintain more than 1 television, radio, or transmission antenna, sa tellite dish, or similar apparatus unless the apparatus is 18” or less in diameter, screened from public view, located in the rear yard, or affixed to the rear roof ,and is not visible at any point along the lot boundary line in front of the house that abuts or is adjacent to a street, right-of-way, or sidewalk. Written approval from the ACC prior to installation is required. · Flagpoles: In-ground, free standing Flagpoles must be approved in writing by the ACC. American flags may be flown anytime in accordance with the U.S. flag displaying protocol. If you wish to display the U.S. flag it must be on a pole that is attached to the house. Flagpoles may be attached to the front columns or to the step handrails. Flagpoles must be no longer than 6 feet and t he flag cannot be larger than 3’ x 5’. Flags must be in pristine condition when flown · School or Decorative Banners: Flags representing a school or team may be flown only on weekends or on the days of the event. Please remove them after the game day so the neighborhood does not look unsightly. Special occasion or holiday flags may be flown within one week of the occasion. Seasonal flags are to be flown only on weekends. Please make sure the flags pertain to the current season · Signs: Acceptable signs permitted are: “For Sale” or “Open House”; both are limited to six square feet. “For Sale” signs must adhere to the Rivertowne color scheme and contain the Rivertowne logo. No commercial Real Estate “For Sale” signs are allowed. “For Rent” signs are prohibited. “For Sale” and “Open House” signs are permitted only on the property they are advertising. No signs are allowed in the common areas.

· Window Treatments: Window treatments shall consist of drapery, blinds, decorative panels, or other tasteful window covering.

· Surface Water Management - Wetlands Areas : No Owner shall remove native vegetation that becomes established with the Wetland Areas located on or adjacent to any portion of the Property. No Owner shall add or introduce additional vegetation or other forms of plant life or landscaping within the Lakes or the Wetland Areas located on or adjacent to any portion of the Property. Owners should address any questions regarding authorized activity within the Wetland Areas to the ACC Committee, the Parker’s Island Association , and the applicable governmental authorities.

· Swimming Pools: A design for a swimming pool, therapy pool, or spa must be submitted to the ACC for approval.

· Fences & Walls : Owners must submit a plot plan to the ACC showing the proposed location of fences, the height, and type of fence to be installed. Fences are not to exceed 4’ in height and must not be solid. All fences must be black aluminum or black metal. Fence must be installed on all four sides, unless attaching to a neighbor ’ s fence, which must be the same color and material. The fence should originate in the back corner of the home and not on the sides of the home. The ACC may allow side attachment fences for a specific, good reason.

· Mailboxes : Mailboxes must be the mailboxes approved for Rivertowne Country Club.

· Use of Lakes: The use of Lakes or Ponds for any recreational purposes including fishing is prohibited . Lake Front Lots are prohibited from using Lakes or Ponds for irrigation purposes. In addition (a) no boat house, dock, building, landing, mooring pile, pier, ramps for boats, or aircraft shall be erected on or adjoining any lot; (b) no Lot shall be increased in size by filling in water on which it abuts; (c) no boat canal or other waterways shall be dug or excavated into any lot; and (d) no slope of waterfront abutting any Lot shall be altered in any manner whatsoever. · Playground Equipment: An owner must submit a sketch of any swing sets or playground apparatus to the ACC prior to installation. Drawing is to include: height, width, material, and location in yard where apparatus is to be placed. Any awnings that are attached to playground equipment must be in neutral colors. Dimension limitations will apply. · Landscaping: All landscaping should be tasteful and not offensive to the neighborhood. Any vegetable garden must be in the rear yard and must not create an unsightly appearance to the neighborhood from any street or golf course view.

· PODS: All portable storage units are permitted on the property for no longer than ten (10) days.

· Garage Sales: Garage sales are limited to display and sale of personal property by the owner or tenant that originates from the home of the sale. No merchandise is to be delivered or transported in to conduct a garage sale. Merchandise is to be displayed in the garage and/or on the driveway area if possible. Owners or tenants are limited to two (2) weekend garage sales per calendar year. Owners and tenants planning to conduct a garage sale must notify the Association Manager at least two (2) weeks prior to the sale. Owners or tenants are to remove merchandise from the yard immediately following the sale.

· Clearing Property: If any homeowner removes foliage, trees, shrubbery or grasses beyond their respective property line a letter will be sent to the proper government (Town) or private entity (Golf Club) informing them of the encroachment violation. Possible follow up responses may include legal action, fines, and possibly the costly replacement of all natural growth removed. For ANY substantial change within the owners property boundaries (i.e. removal of trees, shrubs or landscape beds) a request must be submitted to The Isles ACC for review and approval. · Basketball Goals: Goals cannot be placed more than 10 feet from the garage door and are permitted on driveways only with backboard over the driveway. All goals must be maintained in good condition at all times. The backboard must be white, gray, or transparent. No boundary or foul lines can be drawn on driveways. Goals must be maintained upright at all times and cannot lay on driveway or yard. Permanent goals must get ACC approval. Hours of play are limited to 8 a.m. to 9 p.m. · Solar Panel Installations: A detailed installation plan must be submitted and approved by the ACC prior to start of any work. Solar panel should be installed on the rear roof, out of view from the street. If for technical reasons it is not feasible to install on rear roof, the ACC at its discretion may consider other options based on support material provided as to why a rear roof installation will not work. Panels must not be raised more than 4 inches above the roof surface and the highest point of a panel will be lower than the ridge of the roof. Panel color is limited to black, brown, gray, or no- reflective metallic. Piping and electrical connections will be located directly under and/or within the perimeter of the panel.

· Fines: The amount of any fine shall be determined by the Board.

If any violation is of a continuing nature and the owner fails to cure the violation within 30 days after written notice, or if the violation is not capable of being cured within 30 days and the owner fails to take action to reasonably cure the violation, a daily fine may be imposed until the violation is cured. Prior to imposing any fine, an owner or tenant shall be afforded the opportunity for a hearing after reasonable notice to the owner of not less than 14 days. The notice will include: a statement of the date, time, and place of the hearing; the provision of the documents that have been violated; a brief statement of matters asserted by the association. The owner of a leased property has the right to participate in a hearing involving their property and the association will provide notices as above. At any hearing, the board shall conduct a reasonable inquiry to determine if a violation has occurred and may impose any fine it deems appropriate by written notice to the owner or tenant. Failure to attend a hearing shall be taken as an admission of the violation presented in the notice. Fines are due and payable within 10 days after written notice of the imposition of the fine or the board's decision following a hearing. All fines against an owner are an individual expense assessment and if not paid when due all provisions of the Protective Covenants regarding late payment assessments shall apply. If any fine levied against a tenant is not paid within 10 days after it is due, the association shall have the right to evict the tenant.

Finally, the Board of The Isles again urges all homeowners to consult the detailed Covenants, Restrictions, Guidelines and Standards that are available online and in print prior to beginning work on any project. If approval is required by the ACC, the appropriate forms are available online or by contacting the management company. A sample form is presented following this page.
