Background

UAL Estates Strategy

The University aims to be a place that will challenge, inspire, surprise and stimulate, to be recognised as one of the foremost institutions in the world for learning, practice, research and development in arts, design and communication, and to provide a learning environment in which originality is recognised, difference is respected, and excellence is pursued.

UAL has an incredibly diverse estate spanning Central and Greater London and includes a broad range of property types encompassing academic, teaching, research, commercial, social, hospitality, residential and public realm spaces.

The property portfolio is made up of 16 academic sites and 12 student residences hubs with buildings ranging from listed historic buildings to new state of the art facilities. This dynamic and diverse mix in one the world’s leading cities gives an exciting and challenging proposition to the UAL Estates department.

The Estates department is currently undertaking an unprecedented estate transformation programme. Following the success of UAL’s relocation of Central Saint Martins as the centrepiece of the King’s Cross regeneration scheme, it is now seeking to continue this transformation and plan to replace over half of the university estate over the next five years.

The current financial strength of the University, combined with opportunities in the property market, provide a unique opportunity to deliver the vision of a more unified, rationalised estate. Whilst recognising the importance of the individual identity of the six Colleges, this is an opportunity to create greater campus environments, showcase its collections and archives and enable the University to act cohesively.

Primary interventions up to and beyond 2022 will be:

• The creation of new facilities for London College of Communication, London College of Fashion, Camberwell College of Arts, and University Services; parts of Chelsea College of Art will also be upgraded.

• A new Students Residence hall is being delivered at Camberwell College of Arts and opportunities to build further UAL owned or part owned Halls of Residences are being explored, particularly local to academic premises where viable. Means of shortening tenures and providing lower rental accommodation for students will be pursued and the Pastoral and Social Programme activities in residences will be a core part of service delivery.

• A backcloth of creating a sustainable estate will enable the University to position itself as an influencer in this area for decades to come. The design of new premises will incorporate low energy sustainable operational concepts.

• The Facilities Management Services to the Colleges and University Services are tailored to suit the evolving development and rationalisation of the estate. The Services Team maintains the estate ensuring compliance with safety standards. Maintenance is proportionate to the condition and predicted tenure of each building.

• In operating, maintaining, rationalising and developing the estate the Student Experience and working environments for staff are of paramount importance. Through effective engagement with end users their needs and priorities are embedded in the strategy.

• Buildings for the future must be future proofed for the digital world and appropriate for multi- functional usage for multiple stakeholders. Through research and innovation UAL will strive for world class sustainable facilities.

The Role

Reporting to the Director of Estates, the Associate Director Estates Management and Development will be responsible for the strategic direction of the University’s Real Estate, Projects and Facilities Management activities. Key aspects of the role are leading on the strategic asset management of the estate including estate rationalisation, option appraisal and development appraisal, planning consideration, acquisition and disposal and acting as UAL’s property lead on landlord and tenant matters. You will also take leadership responsibility for the teams delivering estate improvement projects and facilities management services. The successful candidate will have gained significant experience in real estate management roles across diverse, mixed-use, urban property portfolios. You will have gained experience at a strategic level specifically relating to masterplanning, development appraisal, estate rationalisation and planning and will be experienced in leading acquisitions and disposals either in a client side or client advisor role. Excellent interpersonal, communication and leadership skills are essential as you will need to work successfully with and present to a diverse range of internal and external stakeholders whilst leading and inspiring an internal team of estates professionals.

Purpose of Role:

• To direct strategically the operations of the University’s real estate, capital projects (excluding the 2 major capital projects LCC and LCF and others if appropriate), and facilities management activities. This includes 16 academic sites and owned halls of residence (1 currently but expanding)

• To head up the strategic planning and the day to day management of real estate transactions and general practice issues including landlord and tenant management for the University estate.

Duties and Responsibilities (Associate Director)

• To support and deputise for the Director of Estates where called upon and in their absence.

• To ensure the individual areas of operation are dovetailed into a fully coordinated service covering all aspects of development, operational running and maintenance of the estate.

• To train, lead and motivate staff to provide a customer focused service that provides a high level of satisfaction and experience for students and staff, structuring your teams to be highly effective. Front line student facing staff in particular must focus on providing a courteous and positive experience for our students.

• To ensure all staff act professionally and are properly trained and empowered to undertake their duties.

• To monitor and benchmark costs and performance of the areas under your management internally and externally, providing regular dashboard reports to the Director.

• To take responsibility for the development and management of real estate budgets and to be accountable for keeping expenditure on track. Also for overseeing budgets managed by direct reports.

• To work closely and collaboratively with peers and colleagues in all other areas of Estates activities to ensure effective collective team working and that to ensure our facilities are designed, procured, constructed operated (where applicable) and maintained effectively and sustainably. • To work collaboratively with other University support services, especially Finance, Legal and Procurement, and College management teams in providing services in the academic buildings that complement course requirements and the specific needs of students and staff. Of particular importance is the interfaces with IT in delivering a digital estate of the future whilst supporting colleges in delivering ever changing pedagogical demands.

• To act as an ambassador for the University in these fields of expertise presenting the university as a leading and informed organisation in these areas.

• To ensure adherence to all Health and Safety and Compliance requirements.

• To assist the Director in ensuring that the department acts as a cohesive team maximising the benefits of the cross functional skills. These are to be used to deliver a high level of customer service and optimum value in the execution of the overarching estates strategy, supporting the University Strategy through annual operating plans.

Duties and Responsibilities (Real Estate) These include but are not restricted to the following:

• Work in close collaboration with AD Accommodation, Catering and Retail and Director of Estates in advising on real estate aspects relating to property contractual commitments for existing and proposed halls of residence by freehold, lease, nominations or other special purpose vehicles. This includes providing market knowledge of the sector, development opportunities, funding arrangements, planning and legal considerations, tax and accountancy treatments. Deliver a strategy for optimum halls provision to meet projected demands at affordable levels.

• Strategically plan disposals of properties that become available due to College re-locations.

• Work in close collaboration with Programme Director (Major Capital Projects), Director of Estates and Business Support Accountant and others in establishing strategy and aligning with the University financial parameters.

• Manage site valuation enhancements to maximise returns on disposals including master planning, development appraisals, legal and technical aspects

• Manage negotiations on property acquisition, proposals from developers, own developments, freehold of existing buildings and rental including all legal and technical aspects. These may be academic, University Services or accommodation facilities.

• Manage rent reviews, break clause negotiations, lease renewals and dilapidation negotiations on rental properties and relationships with landlords.

• Manage licenses, short term lets etc.

• Manage Rates valuations and payments and service charges

• Advise the Director of Estates on market forces and implications on rents, values etc.

General

• To perform such duties consistent with your role as may from time to time be assigned to you anywhere within the University

• To undertake health and safety duties and responsibilities appropriate to the role
