The Role of Senior Estates Surveyor

The Property Team within UCL Estates support the Estate Strategy by taking responsibility for the asset management of UCL’s extensive operational and investment property portfolio, providing solutions for future growth requirements and ensuring that UCL gets the best possible value from its existing portfolio. We are seeking to appoint a Senior Estates Surveyor to play a key role in the Property Team. Reporting to the Director of Property, the Senior Estates Surveyor with take a lead role in the asset management of UCL’s estate portfolio and will undertake a broad range of activities including acquisitions and disposals, lease renewals and administration, rent reviews and development appraisal. A Chartered Surveyor, the successful candidate will have proven experience of asset management and property management gained across a large scale and diverse estate portfolio. You will have demonstrable experience of freehold and leasehold acquisitions and disposals, management agreements, lease renewals, rent reviews and other estate related matters. Knowledge and experience of the Central London property market would be advantageous. It is vital that the postholder has exceptional interpersonal and communication skills coupled with the ability to work in a collaborative manner with a multitude of stakeholder groups whilst achieving results. We are also seeking an individual with strong negotiation abilities, a high level of commercial acumen and an entrepreneurial mindset. This is an exciting opportunity for an ambitious individual to develop their career in a client side general practice surveying role on one of London’s most diverse and large scale estate portfolios. The role is offered on a 12-month fixed term contract basis.

JOB DIMENSIONS The UCL Estate comprises over 200 buildings valued at a reinstatement value of £3bn+. UCL is in the midst of a 10 year Capital Programme with a value of £1.25bn in which UCL Estates is helping shape the transformation of the university. The role of Property within Estates has been to assist this period of change in helping secure valuable planning consents, the negotiation of S106 agreements, the acquisition of space (both freehold and leasehold) outside UCL’s existing footprint and to act as a link with colleagues in Estates Strategy to ensure UCL’s academic departmental needs are met, having regard to the Institution’s wider needs and with available budgets. MAIN PURPOSE OF THE JOB The Senior Estates Surveyor is a newly created post. The role holder will ensure that any newly acquired space fits within existing institutional strategies and that existing space, particularly (but not exclusively) rented space is utilised effectively and as part of the Institution’s aims to efficiently occupy space, given its Central London context.

DUTIES AND RESPONSIBILITIES The post holder will: • Represent UCL in its day to day and strategic dealings with the local planning authority (mainly London Borough of Camden) and formulating representations to town planning policy development. • Provide support to planning applications and the negotiation of s106 Agreements with assistance in the direction of external advisers. • Provide support to Estates colleagues engaged in works to UCL’s heritage assets. • Drive strategic implementation within the context of the developing Masterplan and the wider Institutional Estates Strategy with particular reference to the effective utilisation of space both within UCL’s leasehold estate and its retained freehold estate. • Actively engage with UCL Space Management Group working to align Estates and Institutional Strategies with local initiatives and their effect on the Property function. • Assist the Director, Property to communicate the resultant Property Strategy to its retained external advisors, principally through the appropriate contacts at Deloitte and Gerald Eve. • Attend quarterly and other frequent meetings with our retained external advisors.

• Help manage the Property Records (Estates Terrier) and the like, Property Deeds etc. • Regularly meet UCL’s Legal Advisors, both internal and external to achieve these objectives.

DUTIES AND RESPONSIBILITIES • Drive forward business as usual functions including but not limited to: » Property acquisitions and disposals, both leasehold and freehold » Rent reviews » Licence for alterations, to enable Capital Projects to proceed in the leasehold estate » Licences to sub-let, alienation etc. » Police boundary disputes and support the wider Estates Team » Support Capital Projects in Town Planning Discussions and Negotiations » Support the continued integration of the former IoE Estate and join discussions with University of London to regularise our property interests to the benefit of UCL » Help support the wider aim to minimise disruption from the effects of HS2 and join discussions with the Compulsory Purchase team advising UCL

» Acting as UCL’s internal expert in discussions with UCLH especially in relation to Property Contracts arising from occupation by UCL’s Medical School and documenting areas of overlap / exploring items of synergy » Keeping all Property Records up-to-date » Manage the production of regular reports for senior managers to take to University Committees including Project Review Group, Estates Management Committee and Finance Committee, in ref- erence to those proposals which contain a Property related transaction. » Supervise the payment of all rents and service charges payable and receivable, ensuring timely payment and collection. » Assist in managing the Property Service Charge budgets for UCL and maintain regular contact with Finance throughout the year to ensure reports are available for relevant committees.

Person Specification

QUALIFICATIONS A professional property qualification, preferably MRICS. (Essential)

KNOWLEDGE Relevant technical knowledge of space management, especially in relation to HE. (Essential) Substantial work experience in relation to property management – preferably in a London context. (Essential) Previous experience in representing a large organisation with a single Estate comprising a number of listed buildings would be helpful. (Essential) A reasonable knowledge of higher education sector. Knowledge of Terrier based systems. A background in lease transactions. (Desirable) SKILLS AND ABILITIES Analytical and research skills. (Essential) Ability to negotiate complicated contracts whilst retaining credibility with counter parties and ensuring the reputation of UCL is upheld. (Essential) Ability to analyse user requires and to separate “wants” from “needs”. Proven Influencing and communication skills at all management levels. (Essential) Ability to deliver workload effectively within agreed timescales. Ability to devise reports on property related matters. (Essential)

PREVIOUS EXPERIENCE General knowledge of the property market and ability to liaise effectively with UCL’s property consultants and to understand their remit. (Essential) Experience of a similar role managing complex stakeholder relationships in a cus - tomer focused environment. (Essential) Gravitas in dealing effectively in the property market and an ability to assume the role of ambassador to UCL in that context. (Essential) Experience of developing, adapting and maintaining a space management policy for space management through the University.
