Russell Township mayor Jean-Paul St- Pierre is one of the favoured candidates to become next year’s Warden of the United Counties of Prescott-Russell. There are eight mayors who sit on the counties council, representing the eight member municipalities. The warden’s chair alternates each year between candidates selected from the mayors of either Prescott or Russell county. René Berthiaume, mayor of Hawkesbury in Prescott County, has been the warden for this year. Eligible warden candidates for next year from Russell County include St-Pierre, Clarence-Rockland Mayor Marcel Guibord and Casselman Mayor Claude Le- vac. François St-Amour, mayor for The Na- tion municipality, was warden in 2012 and is not eligible at this time. Both St-Pierre and Guibord have indicat- ed they are interested in taking on the war-

Deux hommes de Bourget devront répondre à des accusations de vol. Le 9 novembre, des agents se sont rendus à une résidence de la rue Sicard ou deux motoneiges ont été volées. Cody Cardinal, âgé de 22 ans, de Bourget, devra se présenter en cour pour faire face à une accusation de possession de biens criminellement obtenus, au-delà de 5000 dollars. Richard Massia, âgé de 24 ans, de Bourget, devra répondre à une accusation de vol au-delà de 5000 dollars. Facultés affaiblies Le 11 novembre, l’agent Luc Turgeon était en patrouille sur le chemin St-Pierre, près d’Embrun. Il a remarqué un véhicule garé sur le côté de la route. Le policier s’est approché du véhicule afin de s’assurer de la sécurité des occupants du véhicule. L’agent a constaté une conductrice présentant des signes de facultés affaiblies par l’alcool. La conductrice a été arrêtée et transportée au poste de police. Joselyn Morley, âgée de 45 ans, de North Dundas, a été inculpée pour capacité de conduite affaiblie et taux d’alcoolémie supérieur à 80 milligrammes. La conductrice a également été accusée de conduite avec un contenant d’alcool ouvert. Collisions La PPO s’est rendue sur les lieux de deux collisions impliquant des autobus scolaires, le 6 novembre, à Embrun. Le premier accident est survenu sur la rue Blais, et le deuxième a eu lieu sur la rue Notre-Dame. Il y avait des enfants à bord de l’autobus sur la rue Notre-Dame. Conséquemment, Fernand St-Pierre, âgée de 77 ans, d’Embrun, a reçu un constat d’infraction pour virage imprudent. Diana Hernandez, âgée de 22 ans, d’Ottawa, a été pénalisée pour avoir suivi de trop près. Conduite dangereuse Le 6 novembre, un policier à arrêté un homme circulant à 144 km/h dans une zone de 80 km/h sur la Route 900, près de Saint-Albert. Mathieu I. D. McBride, âgé de 25 ans, de Saint-Albert, a été accusé de courses et manœuvres périlleuses en voiture. Dérangement La PPO a répondu a un appel au 9-1-1 sur la route 17, à Rockland. L’ordre du mérite des caisses populaires à Réjean Ouimet

ST-ALBERT l C’est lors du vin et fromage de la Fondation franco-ontarienne, qui s’est tenu le 18 novembre dernier, que Réjean Ouimet a reçu l’Ordre du mérite des caisses populaires de l’Ontario 2013. Ce prix vise à récompenser l’apport remar- quable de personnes ayant contribué au mouvement coopératif franco-ontarien. Pour M. Ouimet, ce prix couronne une carrière de près de 20 ans à la Fromagerie St-Albert. «Sous sa direction, la coopérative a connu un essor considérable. Le fromage de St-Albert a acquis une solide réputation et une notoriété qui va bien au-delà de l’Est ontarien», a mentionné Stéphane Trottier, administrateur à la Fédération des caisses populaire de l’Ontario, en remettant l’Ordre du mérite à M. Ouimet. Il en a aussi profité pour souligner l’engagement du lauréat envers sa communauté et envers le mouve- ment coopératif dont il est un ambassadeur. M. Ouimet a accepté l’honneur qui lui était rendu avec émotion. «J’en ai versé des larmes pour la fromagerie, je ne l’ai jamais caché. Mais j’ai toujours senti le support de la communauté. Ce soir, je veux vous remer- cier, vous tous, pour la solidarité que vous nous avez démontrée après l’incendie de la fromagerie.» Rappelons que M. Ouimet et Police credit banked Russell Township is socking away for a rainy day a little surplus money from the past year’s policing contract. The semi-annual report for the township’s police services contract with the OPP shows a credit of $51,731 for the first six months of the contract. The township will receive a second semi-annual report on the 2013 contract after Dec. 31. Clau- dette Landry, township financial direc- tor, recommended in her report on the contract that the $51,000-plus credit go into the municipality’s OPP surplus re- serve fund. The money in the fund will provide a bank for the township to draw on in future against any unexpected in- creases in police service costs or in case the provincial government should de- cide to reduce or halt support funding for municipal policing. participants à parcourir 2,5 km ou 5 km habillés en père Noël, le 1 er décembre. Le costume sera fourni gratuitement à chacun des participants, grands et petits, lors de leur inscription. Le départ se fera sur la rue Principale, à 10h30. Deux grandes arches placées d’un bout à l’autre de la rue et 70 sapins délimiteront le lieu où la plupart des activités se déroule- ront. Cette année, les 15 kiosques ouvriront plus tôt, soit à 13h, et l’on pourra découvrir ce que les artisans locaux et régionaux pro- poseront aux festivaliers. Plusieurs activités populaires et incontournables se tiendront pendant ces trois jours de fête, comme le hockey de rue qui attire de plus en plus d’équipes. Quatre patinoires de rue verront s’affronter plus de 260 joueurs de tous âges.

On pourra également assister à des parties de hockey en soirée, entre 16h et 19h. La visite des maisons anciennes avait connu, l’an dernier, un succès fou. C’est donc sans grande surprise qu’elle se re- trouve pour une deuxième année consécu- tive parmi les activités offertes. L’équipe amènera les visiteurs dans quatre maisons et deux institutions afin d’y déguster des plats raffinés, cela dans une ambiance musicale du temps des Fêtes assurée par des étudiants en musique de Casselman. Enfin, c’est avec le fameux défilé du père Noël que le Festival de Noël clôturera ses trois jours de fête. Plus d’une quarantaine de chars sont attendus pour le plus grand plaisir des spectateurs.

Counties council turns budget cut request

he is reluctant to vote against the second consecutive zero-per cent tax rate budget that counties administration has managed to achieve. “I can’t change my position,” Kirby said. “I’m going to support zero per cent.” St-Amour’s request received sympathetic support from Clarence-Rockland Mayor Marcel Guibord and Champlain Township Mayor Gary Barton, though Barton noted that the counties council has to make sure administration has “clear direction” what to do with the budget tax rate. UCPR council voted 5-3 to maintain the 2014 budget as is with no further change to the zero-per cent property tax rate pro- posed. St-Amour said during a later inter- view that he can accept the decision. “I knew I was bringing a subject like that late in the game of the budget process,” he said. “But we had a good frank discussion.” The Nation council is still working on its own 2014 budget plan with at least one more review session planned for Novem- ber. Mayor St-Amour hopes that his munici- pality can have budget approval before the end of this year so it too can get an early jump on tenders for capital projects and save money during the bid process. He also hopes that the UCPR will be able to maintain its zero per cent budget tax rate record for another few years because that will also help landowners in rural munici- palities like his. “The end result would be the same,” St- Amour said.

That could mean postponing final ap- proval of the 2014 UCPR budget to either December or early in the new year while administration tried to figure out possible cuts to either the daily operations or capi- tal works portions of the budget. That could affect the ability of the counties to take ad- vantage of early budget approval through cheaper contract bids on road works and other capital projects from an early jump on next year’s public tendering process. St-Pierre noted that both the UCPR and his own township have benefited that way because of early budget approvals. He sug- gested the counties council and adminis- tration look into other options to help The Nation and other municipalities rather than make a sudden further reduction in the 2014 budget proposal. Mayor Robert Kirby of East Hawkesbury supported St-Pierre’s argument. While East Hawkesbury is a rural community, Kirby noted that it has managed well enough and

Hunting accidents prompt police warning Three accidental shootings in the woods of Eastern Ontario have prompted a plea from the OPP for hunters to take more care this season. The incidents occurred in the upper part of the region and no fatalities were reported but police are concerned that similar “close call” accidents have happened in other counties while the fall hunt continues. Hunters are reminded to wear their fluorescent red warning vests or simi- lar brightly coloured clothing while out in the woods and to take time to ensure of their target before shooting. Also review and practise general firearms safety while out hunting.
