EXECUTIVE SUMMARY

The University of Leeds is one of the UK’s largest, most prestigious and diverse research-intensive universities. Ranked amongst the world’s top 100 universities in the QS World rankings, and a member of the Russell Group of leading research universities, the University has an annual turnover of £620million, over 31,000 students and 7,500 staff. Situated within the heart of Leeds city centre the University estates portfolio comprises of over 315 buildings, over 4million square feet of academic accommodation and over 8000 student bedrooms, all within the UK’s largest self-contained city campus. Commercial & Campus Support Services provides a range of facilities and services to the University community and beyond that include Catering, Cleaning Services, Conferencing & Events, Facilities Support Services, the Print & Copy Bureau, Security Services and Sport and Physical Activity. The facilities we manage include two large indoor sports centres, 100 acres of sports grounds, two outdoor activity centres, 13 catering outlets, a large campus refectory, a print room and hospitality function suite. Cleaning Services maintain all the academic buildings on the main University of Leeds campus. Our conference & events service, MEETinLEEDS, offers a wide range of meeting facilities that, as well as providing hospitality for members of staff, attract an international audience to the University. Facilities Support Services provide a range of support to the Central Teaching Space on campus that extends to 250 lecture theatres and classrooms. The services provided are extremely popular with students, staff and community users alike, with for example over 15,000 students and staff buying sports membership annually and on average 45,000 transactions a week in term time through our catering outlets. The vision for Commercial & Campus Support Services is that we will provide excellent, financially sustainable services and facilities to our customers, which will make a significant contribution to the University’s world class aspiration.

Deputy Director, Campus Support Services

We are looking for an outstanding candidate to provide leadership for Campus Support Services at the University. Reporting to the Director of Commercial and Campus Support Services, this newly created role provides institutional leadership for the design, development and delivery of Campus Support Services. You will set a vision and direction for the Service, including leading transformational change initiatives to support the University’s strategic plan. The post holder will promote and deliver a strong customer service culture for students, staff and academic departments across all aspects of cleaning, security and FM support services. You will also take full management responsibility and operation of University formal and informal teaching and learning space; the development and delivery of a teaching space strategy which addresses scale, scope and format of the space, aligning to academic needs. You will lead the development of a key range of facilities support services; ensuring the service is responsive to the often changing needs of the campus and its users; put in place services which are agile and flexible and utilise technology and other means to ensure they are efficient and effective in their delivery. The successful candidate will possess a proven track record of providing ‘best in class’ facilities management services across a comparable prestigious high-public footfall customer facing portfolio. This role will suit professionals with a high level of personal credibility with demonstrable experience in engendering a culture of exceptional delivery at both an operational and strategic level. A proven track record in successfully managing change and transformation will be essential including devising and implementing innovative delivery models.

THE ROLE

Role Summary

Facilities Support and Cleaning

Provide institutional leadership for the design, development and delivery of Campus Support Services, setting a vision and direction for the Service, including leading transformational change initiatives that shift the University towards its vision of efficient and effective facilities and services. This role will be influential both internally and externally, building trust and credibility, shaping and delivering a significant agenda often in partnership with faculties and Services out with the Facilities Directorate.

Lead the development of a key range of facilities support services; ensuring the service is responsive to the often changing needs of the campus and its users; put in place services which are agile and flexible and utilise technology and other means to ensure they are efficient and effective in their delivery. Provide leadership for service delivery, setting strategic direction to ensure the area/service’s overall aims and objectives are achieved and appropriately aligned to the University’s strategic plan. o The post-holder will have line management responsibility for a number of Service leads including the Security Services Manager, Cleaning Services Manager, Facilities Support Services Manager. o The post-holder will utilise effective management techniques to establish and develop committed and motivated teams that are focussed on delivering an effective and efficient service in line with the ‘Services’ strategy and goals. o To lead change in the Service in line with the Service’s Strategic Plan. This may include complex organisational changes and require sensitivity when dealing with change. o Lead and develop high level collaborative work with senior leaders internally (Schools, Faculties and Services as well as LUU) and externally where appropriate in the definition of service requirements and delivery against those requirements.

Responsibilities will include:

Security Service

Setting direction for the service including scope, configuration and culture; being responsible for ensuring systems e.g. access control / Locking, CCTV are planned and delivered and their interdependencies across Faculties and Services are appropriately managed; lead and assist with management of critical incidents; and deliver a safe, secure environment for our community in partnership with stakeholders. The management and operation of University formal and informal teaching and learning space; the development and delivery of a teaching space strategy which addresses scale, scope and format of the space, aligning to academic needs, pedagogical change and sector innovation e.g. use of technology; efficient and effective use of available resources which include a large capital and revenue investment into these spaces across the Institution. THE ROLE

The post holder will promote and deliver a strong customer service culture for students, staff, client departments and other stakeholders. o Engage proactively with the academic and student community, demonstrating at all times awareness and understanding of current thinking and issues as they relate for example to pedagogy and teaching space, security and student safety or service provision and faculty and school requirements. o Analyse and interpret the internal and external environment, designing service provision to effective respond to this, for example in responding concerns and trends in crime and student safety. o To be responsible, in conjunction with senior academic colleagues, for the setting and delivery of formal and informal teaching and learning space strategy for the university; ensuring it is reflective of pedagogical requirements, the student education strategy and aligned with the sector’s best practice. o Critically appraise the effectiveness and interaction of systems and processes putting in place appropriate integrated strategies with input from all relevant stakeholders, where this may not be the case eg access control / locking systems across the institution, ensuring that they are fit for purpose, consistent and efficiently deployed and managed. o Foster an environment of continuous improvement, monitor and respond to customer feedback, ensuring up to date techniques are used, actions from surveys of satisfaction levels implemented and the Service demonstrates commitment to ongoing improvement. o Through ongoing review/audit of service delivery, market testing and benchmarking ensure that service levels are appropriate and deliver value for money.

Taking overall responsibility for the performance of the service in line with targets and priorities set out within the Facilities Directorate’s overall business plan and strategy. o To be responsible for the setting and delivery of the capital programme associated with the teaching space portfolio, specifically in conjunction with the University’s senior management, the teaching space refurbishment and innovation investment strategy. o Efficient management of all Campus Support services ensuring optimum performance via robust service level agreements, (where appropriate) key performance indicators, and continuous improvement initiatives. o Responsible for risk management, business continuity and the Service’s plans for dealing with major incidents. Specifically, assessing security risks by collecting of intelligence from internal and external sources and close liaison with University’s Secretariat and other senior officers in ensuring sensitive and appropriate management of such incidents. o Develop and maintain close and effective working relationships with community groups, neighbourhood policing and other partners, to ensure their continued support including for example in the management of high-profile visits and events which have a potential to create security concerns. o To liaise with senior managers within and outside own area and the Facilities Directorate to influence strategic approach/ongoing developments and to ensure the provision of a “seamless integrated service” for students and the academic community. These duties provide a framework for the role and should not be regarded as a definitive list. Other reasonable duties may be required consistent with the grade of the post. o Undertake rigorous cost management, within the Service in order to meet financial, operational and other performance targets.

PERSON SPECIFICATION

• The ability to work collaboratively and across boundaries with evidence of success in developing strong working relationships and networks internally and externally and at all levels of an organisation; • Demonstrable ability to work effectively under pressure and in challenging work environments with multiple stakeholders and tight deadlines;

What will you bring to the role?

As Deputy Director, you will have:

• A degree or equivalent qualifications/experience;

• Significant senior level facilities management experience (soft FM) within a complex environment;

• Highly developed influencing and negotiation skills with the ability to persuade others at all levels;

• Significant experience of managing multiple teams on a large scale;

• Excellent analytical skills with an ability to solve complex problems using own initiative, sound judgement and political awareness; • A good understanding of technical security systems, for example, intruder alarms, locking systems, access control, incident reporting and CCTV systems. • Demonstrated behaviours in line with the values of Commercial and Campus Support Services and the University.

• A proven ability to lead and manage a large facilities management function, setting and achieving high standards of performance and demonstrating well defined people management and coaching skills; • A proven ability to think and plan strategically and a track record of successfully translating strategy into reality; • A customer and results focus with significant experience of setting, managing and achieving key customer and financial targets; • Significant experience of managing large scale and complex projects with a track record of driving successful organisational and cultural change;

You may also have:

• A facilities management qualification or membership of a relevant professional body;

• Experience of working in Higher Education at a senior level.
