OVERVIEW The award winning Department of Estates and Facilities Management (EFM) at the University of Sheffield is responsible for maintaining the University’s buildings, facilities and grounds, managing its property and facilities and procuring new buildings. Estates Development is at the forefront of the University’s strategic and capital programme, managing and delivering developments and commitments that underpin its world class facilities. Our Project Managers are directly responsible for the planning, management and development of the University estate. You will have the skills and competence to lead the delivery of multiple complex projects from inception to completion and operation.

ABOUT THE TEAM Estates Development is at the forefront of the Universities strategic and capital programme, managing and delivering developments and commitments that underpin its world class facilities. The Estates Development Team consists of an experienced group of hard working, enthusiastic committed professionals with a principal responsibility for the successful completion of the Capital Programme together with the delivery of major / minor revenue works projects to achieve the most efficient, cost effective, building design solutions for the University campus wide.

PERSON SPECIFICATION Applicants should provide evidence in their applications that they meet the following criteria. We will use a range of selection methods to measure candidates’ abilities in these areas including reviewing your online application, seeking references, inviting shortlisted candidates to interview and other forms of assessment action relevant to the post. Essential • Construction related Degree or equivalent experience in a relevant Building / Construction discipline. • Extensive, successful, construction based working knowledge and experience of complex and diverse major refurbishment works and new build projects on occupied, operational sites with direct contact with the general public. • Track record of consistent delivery against time, cost, and quality targets. The basis of this experience should have been obtained from delivering projects and programmes in excess of £10M. • Significant and evidenced experience leading and managing projects, taking overall responsibility and ensuring all relevant actions are implemented by self or others, following the RIBA plan of work. • Understands how to plan financially and manage project budgets. • Estates experience working within an HE environment, either directly for a University or as part of a Project Management Consultancy supporting a University. • Experience and knowledge of building contracts, procurement and engagement of external design professional services, in support of major capital projects and work programmes. • Knowledge of relevant construction, policies, legislation and quality standards e.g. Health and Safety at Work Act and CDM Regulations. • Effective communication / IT skills, both written and verbal. Inclusive of committee papers, performance reports and project proposals. • Experience and knowledge of successfully presenting plans and projects and representing Estates Development at the senior levels. • Demonstrable leadership and management skills to motivate, coach and mentor project related teams. • Experience of adapting own skills to new circumstances and developing creative approaches to problem solving. • Keeps abreast of latest changes and development in areas relevant to post (e.g. CDM legislation, project management, energy management, H&S, etc.) • Competent in using project management tools i.e. MS Project.

Desirable • Track record of delivering Advanced Manufacturing Estate buildings for innovative research and devel- oping manufacturing technologies. • Experience of delivering controlled environments (humidity, Temperature etc.), in high technology areas,

including Science Laboratories and Laser Labs. • A formal Project Management qualification.

• Member of a recognised building/construction related professional body e.g. CIOB, RIBA, RICS. • Experience and knowledge of leading and managing major projects on Listed buildings.

JOB DESCRIPTION Main Duties and Responsibilities • Support, manage, deliver and oversee individual or multiple projects ranging in value, size and complexity. • Lead multi-disciplined project teams in the development of University projects from inception to completion and operation; including the implementation and management of the RIBA plan of work and EFM project / stakeholder governance gateway processes. • Procure and manage design feasibility studies when required in order to establish an outline design intent and accurate cost estimates to allow budget holders to make accurate informed decisions prior to allocation of funding and the transition of a Project to the delivery stages. • Ensure that the Head of Estates Development, Senior Project Manager and all project stakeholders are fully briefed and their requirements are incorporated, where appropriate, in the specification for, and the development and implementation of any project(s). The Project Manager is to achieve an agreed sign off position from the respective stakeholders at various key stages of the project. • Provide regular project reports detailing the status of design, progress, costs and quality standards as measured against agreed objectives. • Account, track and present all project information, costs and cash flow status on at least a monthly basis in line with the University executive governance and financial reporting requirements / timescales. • Prepare and maintain comprehensive EFM project forms and contractual documentation throughout the life of each project and ensure that an auditable trail is always available. • Utilise project planning software such as PlanOn, MiCAD, MS Project, etc. and maintain up to date reporting across the lifecycle of all projects. • Manage the handover and commissioning process for building projects, including departmental/ operational handover, landlord fit-out, asset record coordination and occupation by the client group. • Ensure that the required commissioning and handover documentation is prepared and presented on time, and on completion of each project, including; (but not limited to) test certification, as-built drawings, Operation and Maintenance Manuals, Health and Safety Files, Log Books, Asset Schedules and User Guides. • Lead the co-ordination of projects and their interdependencies through inception to completion and operation; including the management of multiple Contractors, Consultant teams, service providers, Health & Safety and the complete construction process throughout all phases of development, operational commissioning, handover and defects liability periods. • Cost reporting and financial control will be a key responsibility and the Project Manager will be responsible for a monthly submission of each project’s financial position including cash flow analysis and outturn forecasting. • Complete monthly records and timesheets to ensure that working time is accurately accounted to individual Project activities. • Ensure that the Clerk of Work(s), Coordinator(s) and EFM communications / PR teams are fully informed and supported throughout the project process including the defects liability period.

• Contribute and provide project information to the EFM project post occupancy evaluation (POE) process and post project evaluation (PPE) studies as applicable. • As a member of our Professional staff you will be expected to demonstrate a commitment to the professional behaviours set out in the Sheffield Professional Framework. REWARD PACKAGE Terms and conditions of employment: Will be those for Grade 8 staff. Salary for this grade: £40,792 - £48,677 per annum. Potential to progress to £54,765 per annum through sustained exceptional contribution. This post is open ended.
