University Partnerships Programme
UPP
We are the UK’s leading provider of on-campus residential and academic accommodation infrastructure.
We have over 35,000 rooms in operation or under construction through long-term, bespoke partnerships with 15 world-leading universities.
With over 900 employees, since 1998 UPP has invested well over £2.6bn in the UK higher education sector and provided homes to over 350,000 students. We create bespoke, long-term partnerships which enable universities to make the most effective use of their assets, free up resources and improve student services. We fund, design, develop and operate high-quality and affordable accommodation on campus and deliver the very best student experience in partnership with universities. Our unique partnership approach enables our university partners to develop their estates whilst reinvesting in their core services of teaching and research. We fund, design and build new on-campus residential and academic accommodation infrastructure, complete estate transfers and operate facilities over the long-term. Our transactions are typically undertaken on a demand-risk-transfer basis through a non-recourse approach, with the asset returning to the university in an agreed condition at the end of the concession. We encourage our partners to take an equity share in the project company so that both parties benefit from the successful delivery and performance of the accommodation, with interests aligned over the life of the partnership.

Our range of services includes; funding, design, build and operation of student accommodation. We employ over 900 people managing more than 35,000 rooms in operation or development. Student Experience
Great space and services with student experience built in. Our partnerships support universities to create environments within which students can live, study and thrive. We manage the needs of more than 35,000 students every term so we never stop learning and we share our experience with our partners. We also know that every University is as unique as the thousands of students it serves and this ensures that we are never complacent, and never take a one size fits all view. Listening, responding, adapting Students can be demanding and their needs constantly evolve. Independent qualitative and quantitative research helps us understand the evolving needs of students and face to face focus groups, and regular surveys with our residents enable us to check and adapt our approach quickly. As specialists, the quality of our staff and their in-depth understanding of the unique environment and the people for whom we provide services, enables us to support universities, understand their aims and their strategy and together deliver tangible improvements to the student experience. Our design teams work to understand how students want to use space, and how they interact with each other, leading to seemingly small improvements to the specification of a bedroom, or major changes that impact on construction or technology. At UPP we aim to deliver great places to live, with student experience literally built in.

The Post-Construction Manager will join our expanding Asset Management team to deliver effective management of defects such that UPP achieves its aims and strategic priorities. The post holder will support the Post-Construction Services Director in the successful delivery of the post-construction phase (defects liability period and latent defects resolution and management) of projects and to represent the SPV’s interests in these matters. With a remit for the UPP portfolio based across the south of the UK, the Post-Construction Manager will take the lead role in the effective resolution of reactive issues following practical completion whilst also developing and implementing strategies for the proactive management of defects for the duration of the defect liability period and beyond. The successful candidate will possess a proven track record of working on the post-construction stages of large scale construction projects married with a strong technical and commercial understanding of post-construction defect management, aftercare and contractual obligations. A technical understanding of how design & build is administered would be advantageous, as would experience gained on projects in the student accommodation or residential sectors. You will have excellent interpersonal and communication skills with a high level of personal and professional credibility, as a key aspect of the role is the capability to work successfully with a diverse range of internal and external stakeholders. Job Purpose
The UPP student accommodation portfolio is growing and we are looking for a Post-Construction Manager to join our expanding Asset Management team to deliver effective management of defects for UPP Management such that UPP achieves its aims and strategic priorities. The post holder will support the Post-Construction Services Director in the successful delivery of the post-construction phase (defects liability period and latent defects resolution and management) of projects and to represent the SPV’s interests in these matters. The Post-Construction Manager position will work in an existing Post-Construction team including the Post-Construction Director, another Post-Construction Manager (North), and two Administrators. The Post-Construction team forms part of the wider Asset Management team including the Sinking Fund and Design and Innovation teams. • Support the Post-Construction Director with managing the relationship with the University; • Support the Post-Construction Director in the development and improvement of defect management strategies and processes; • Manage the Employers Agent and Clerk of Works, as required; • Liaise with the Design and Build contractor; • Liaise with the Construction Director; • Liaise with the Facilities Management Services contractor (UPP Residential Services Limited); • Liaise with the Sinking Fund team; • Liaise with the Special Purpose Vehicle (SPV)’s representatives (as required); • Represent UPP on site in all matters relating to the defects on the project; • Produce regular reports for the Post-Construction Director with regards to: - Defects/snags identification and remediation including progress against programme - Health & Safety and Environment (including CDM 2015) - Risks & opportunities Key Responsibilities and Accountabilities

Additional Responsibilities Defects Liability Period (DLP) – 12 months and 24 months
• Produce a ‘wash-up’ report highlighting areas of improvement at Practical Completion; • Organise and chair monthly monitoring meetings with URSL and the University; • Produce and publish ‘lessons learnt’ report associated with the individual projects; • Maintain an issue log and regularly distribute to identified recipients. Proactive and Reactive Issues – Year 2 to 12, and beyond • Establish a performance review of buildings within the portfolio at all sites; • Manage a rolling programme of review and reporting to the SPV on works required. Other • The post holder must be based within a daily commuting distance of our South regional offices (serving Exeter, Plymouth, Reading, Oxford, Swansea, Kent, and the London projects). • The post holder will be required to regularly travel to other UPP sites, with associated overnight stays.

Experience of managing a large construction contractor in a post construction environment; Relevant experience in Project Management, Construction Management, Contract Management, Estate (Asset) Management or Cost Management; Excellent client management skills; Technical understanding of how ‘design and build’ is contracted, administered and delivered within a PFI/ PPP environment; Experience of the Project Management/ Construction Management role in transitioning from design to construction; Budget setting and budget management; Evolved project management skills in the construction industry; Strong influencing and people management skills; Self-sufficient in appropriate IT packages; Project Management/Construction Management degree; Membership with a recognised Institution (e.g. CIOB, RICS); Demonstrable experience of working successfully in a post-construction services role will also be taken into consideration; Excellent interpersonal skills and ability to communicate with colleagues and external organisations at all levels; Self-starter who can demonstrate drive and motivation to achieve deadlines; Uses initiative but with a consultative approach.
