WELSH GOVERNMENT’S INTENSIVE LEARNING ACADEMY PROGRAMME

Intensive Learning Academies in Wales The Value-Based Health and Care (VBHC) Academy at Swansea University is part of the Welsh Government Intensive Learning Academy (ILA) Programme. In A Healthier Wales , the long-term plan for Health and Social Care in Wales, Welsh Government committed to establish ILAs to support the professional capability and system leadership which is fit for the challenges for health and social care systems today and tomorrow.

The ILA Programme will enable Academies to be established by Welsh Universities with the expectation that they will act as hubs in priority policy or challenge areas. A ‘case based’ approach to learning and teaching will be used and creative thinking, grounded in practical learning will be encouraged. Education programmes will be informed by the latest research and evidence with experience shared across countries and sectors. Academies will offer master’s, doctoral and executive level education as well as masterclasses and symposia alongside research and consultancy in their areas of interest and all the Academies will collaborate on aligned content and learning through the ILA Programme.

We are delighted to be in the first wave of the ILA programme and to be working closely with our colleagues in the other two inaugural Academies:

· Applied Learning for Preventative Health: ALPHAcademy (Bangor University) Located in Wales, one of a small number of health and care systems to lead the global adoption of Value-Based Health and Care, The VBHC Academy can call upon a global faculty and reach, drawing on international evidence and experience and attracting learners from many different sectors, regions and countries.

Our grant funding from the Welsh Government ILA Programme allows us to offer several generous scholarships to professional learners from across Wales in Social Care, the NHS and Third Sector organisations for our different educational programmes. DOCTORATE OF BUSINESS ADMINISTRATION (DBA) MSc ADVANCED HEALTH AND CARE MANAGEMENT (VALUE-BASED) EXECUTIVE EDUCATION. PG DIPLOMA, MASTERCLASSES. E-LEARNING

EDUCATION Aimed at leaders and aspiring leaders in health systems, social care, the third sector and the life-science industries, our educational programmes include intensive executive education that will quickly give you the understanding you need to embed the principles of VBHC in your organisation, through to our Postgraduate Diploma and MSc. in Advanced Health and Care Management (Value-Based) for those who are seeking in-depth knowledge of the subject and how to implement it in practice. With case-based learning that draws upon global and local exemplars and a workplace-based project, our 180 credit MSc. can be taken full-time or flexibly over two years and is designed for the busy professional learner to be practical and relevant but grounded in the theory and global experience.

RESEARCH Value-Based Health and Care is a new paradigm that is being adopted across the World in response to the challenges that health and care systems are facing, offering for the first time a way to create better outcomes for people receiving care at the lowest possible cost. Whilst the principles are understood there is an urgent need for research to inform the development of VBHC and how best it can be implemented in economies with different health and care funding mechanisms. The VBHC Academy works with health and care systems and global life science industry partners to provide thought leadership and to research how to overcome the challenges of adoption and implementation including innovative and outcome-based agreement models. Academy is available to help public and independent health and care organisations, integrated care systems and life science companies who are keen to adopt VBHC. ABOUT VALUE-BASED HEALTH AND CARE GLOBALLY We believe that the primary focus of our health and care systems should be achieving the outcomes that matter to people focusing on their wellbeing, in both health, care and disease, at the lowest possible cost when building on people’s strengths and targeting our interventions on what really makes a difference. This is the essence of Value-Based Health and Care (VBHC). VBHC represents a goal that has the potential to align all stakeholders in our health and care systems. A focus on achieving the outcomes that matter to people at the lowest possible cost, brings together patients, families, clinicians, provider organisations, governments, private insurers and life science companies. Working towards the same goals will magnify the positive impact we have on people’s lives, including their emotional and physical health.

The concept of VBHC was first introduced for health systems in 2006, by Professors Porter and Teisberg in their book Redefining Health Care.

Since then, there has been significant global uptake in the implementation of VBHC. The Organisation for Economic Cooperation and Development (OECD), The World Economic Forum (WEF) and The European Commission are all providing strong leadership, direction and practical opportunities to support the adoption of VBHC. Many countries around the world now have national strategies that are fully aligned with the VBHC principles - A Healthier Wales, the Long-Term Plan for NHS England, Sláintecare in Ireland, Outcomes Based Healthcare in the Netherlands, to name a few. Social care practitioners already place great importance on what matters most to the people they care for and social care organisations focus their resources on the impact they are having as well as the activities they carry out. The Social Services and Well-being Act in Wales enshrines the importance of shared goals (personal outcomes), so that people live the best lives possible and build on their own strengths and capabilities to maximise the effects of interventions and to commit resources more effectively. These principles of outcomes-focused practice align closely with the VBHC approach and offer an opportunity for a common narrative between health and social care systems. We have developed education programmes that focus on the implementation of VBHC, bringing together the latest practical insights from organisations around the world and the latest findings from academic research. We have a global Faculty to support our international community of learners, so that we can all learn together and over time implement VBHC together.

VALUE-BASED HEALTH AND CARE IN WALES

Health and Care systems around the word face the combined challenges of growing and more complex demand, demographic change and resource constraint. In Wales, the devolved Government has committed to creating a sustainable future for these vital services through a focus on Value: reducing expenditure on interventions and care of low-value or which demonstrate unwarranted variation and investing instead in improving the outcomes that matter most to users of services at the lowest possible cost. Our programme of education for Value-Based Health and Care (VBHC) draws on the growing experience of this new paradigm in Wales and in other Regions and systems in Europe and beyond. Recognised by the World Economic Forum as a Global Innovator Hub for VBHC and OECD for its leadership and commitment to VBHC implementation, Wales understands the importance of Value in all aspects of system design and leadership: in the allocation of resource, throughout the whole of care pathways and in the procurement of services and healthcare technologies. With just over 3 million citizens served by a common health and care system, Wales is ideally placed to be a testbed for innovation and new models of care delivery.

Swansea University has long history of partnering with Health and Care system and life-science industry leaders. Now we are excited to be bringing rigorous thought-leadership, insights and research that inform the development and practical implementation of Value- Based Health and Care. Participants in our programmes will benefit from a rich understanding of this emerging approach and will be exposed to leaders, practitioners and academics from a range of care settings, systems and sectors, learn from real world cases and the lived experience and perspectives of fellow participants as well as from the expert faculty. Although grounded in theory, our programmes are steeped in the practice of VBHC. Upon completion, participants will be better equipped to lead and deliver VBHC in their organisations, to overcome some of the barriers and challenges, and to partner effectively in ecosystems globally that increasingly are adopting these approaches in response to the sustainability challenge.

ILA SCHOLARSHIPS AVAILABLE

The Value-Based Health and Care (VBHC) Executive Education Courses within the School of Management are designed for senior leaders from health and care systems around the world. This includes provider organisations, governments, payers, charities, citizen groups, life science companies, universities and other organisations that are actively working in health and care. Our Courses aim to provide the most stimulating, relevant, practical content that can be readily applied to leader’s own work environments. Our Faculty members have designed the Courses to be challenging, thought provoking and at times for you to be outside your comfort zones. We aim for our Courses to be transformational and for you to return back to your places of work inspired, empowered and energised to implement! We have developed a structured VBHC Curriculum specifically for senior and aspiring leaders. Our Curriculum covers the core areas of VBHC, the detail around the implementation of VBHC and the core skills and knowledge around leading the creation of VBHC systems. Our Faculty is drawn from around the world, with practical experience in the development and implementation of VBHC systems.

In both Courses, we follow- up with learners following the Course to understand the VBHC impact they have had in their organisations. The 7-module course is purposefully sequenced over a number of weeks with each module building on the previous modules. It must be taken in its entirety. The seven modules include: • Pre-Course preparation: Course preparation materials will be available two weeks prior to the start of the Course • Module 1: Introduction to VBHC Course and goal setting • Module 2: Principles of VBHC • Module 3: Translating VBHC into practice • Module 4: The role of the Life Science industry in a VBHC system • Module 5: Negotiation to achieve long-term Value- Based partnerships • Module 6: Adopting a strategy for delivering VBHC • Module 7: Building a sustainable VBHC Community of Practice The first part of the blended Course is a virtual meeting which includes: 1. An overview of the Course structure 2. An opportunity for participants to discuss their learning objectives 3. A review of the theory of Value-Based Health and Care. This is followed by a 2-day in-person meeting, which consists of two full days of learning covering the same content as the virtual 7-module Course. Networking opportunities are built into this Course, with the inclusion of a dinner and an evening keynote lecture on a topic related to VBHC.

We offer VBHC Executive Education in two formats:

• A fully on-line, 7-module Course. This consists of seven 2-hour modules delivered virtually over a number of weeks with associated pre-reading materials and post- Course follow-up. • A blended Course . This consists of on-line learning, a 2-day in-person meeting and post-Course follow-up Both Courses use a variety of approaches including small study groups, case-based discussion, small group discussion, short presentations, simulation and opportunities

EDUCATION: MSc or PGDip ADVANCED HEALTH AND CARE MANAGEMENT (VALUE-BASED) COURSE OVERVIEW Our MSc and PGDip AHCM (Value-Based) is the first of its kind, globally to offer learners a higher-level qualification in the subject. This will put you at the forefront of this evolving discipline which will be leading change across health and care systems world-wide. With a unique format that is sympathetic to the role of professional learners from health, social care, third sector and life- science industries, the Course aims for students to use and apply the knowledge gained to benefit the individual and the system. The curriculum enables individuals to immerse themselves in the new paradigm of value in health and care; how to implement it in practice at a population and individual level, capturing outcomes that matter, utilising digital technologies, applying new costing models, innovative procurement approaches and adopting a total pathway-of-care approach. You will develop the necessary skills to implement an innovative Value-Based strategy within an organisation.

ENTRY REQUIREMENTS AND APPLICATION PROCESS Students must hold a 2:1 (or overseas equivalent) in an undergraduate degree. Any degree subject will be considered. We would also be willing to consider those with other backgrounds and work experience in the sector in place of the degree entry requirement.

Students must also have a minimum of one-year relevant work experience.

Applications must be made via the University’s central application system .

ILA SCHOLARSHIPS AVAILABLE

MSc or PGDip? The Postgraduate Diploma (PGDip) is the same level of study as the Master’s (MSc) but you will not be required to complete the introductory modules. A workplace project and report is still required. You can gain your PGDip qualification within 10 months and MSc within 13 months.

EDUCATION: DOCTOR OF BUSINESS ADMINISTRATION, DBA

The Swansea School of Management DBA is a part-time professional doctorate designed for senior managers and leaders in all sectors; private, public and not-for-profit. On this programme, learners can engage in applied research specifically within the field of Value-Based Health and Care, bringing established and cutting-edge theory to bear on their practical organisational issues. You will develop and enrich practice in your field, as well as contributing to our understanding of the underpinning theoretical base for the work. The structured approach offered by the Swansea DBA is based on six modules over three years, blending lectures, guest talks, workshop discussions and student presentations. The doctoral thesis is developed in parallel under guidance from a doctoral supervisory team allocated at the start of the programme.The Swansea School of Management DBA is designed to develop critical thinkers and practitioners who will reflect on their impact on their organisations and society more generally. LEARNING AND DEVELOPMENT The key learning opportunities for DBA students are focused on developing a set of research skills that will enable them to contribute to their practice, as well as to theoretical knowledge. From the beginning, students will develop a clear overview of their research journey and the necessary steps to doctoral- level achievement. DBA students will first learn to refine their proposed area of enquiry, as well as being introduced to the fundamentals of organisational research. This will lead to the ability to clearly articulate the context and content of the problem they wish to investigate. Students will engage in an in-depth evaluation of the theoretical context of their research, developing a critical appreciation of the history of their field, and an understanding of the latest thinking. Students will undertake a rigorous grounding in research methods and techniques, as well as foundational methodological theory, leading to the ability to critically evaluate and implement the approaches appropriate for their own research.
