About the Trust The David Ross Education Trust is a network of unique and diverse academies, committed to becoming one of the top-performing multi-academy trusts in the country. Recognised as one of 11 system leaders nationwide, the Trust works with 34 primary and secondary schools across the country. Our schools range from smaller rural primaries with around 50 children, to much larger secondary schools in the centre of urban areas. 82% of the Trust’s primary schools that have been inspected since joining the Trust are now Good or Outstanding, compared to 38% before joining. In September 2017, the Trust’s brand new through-school, Bobby Moore Academy, opened in the heart of the Queen Elizabeth Olympic Park in Stratford, London. The inspirational school, which currently caters
for Reception, Year 7 and Year 8 students, will eventually educate, engage and inspire 1,560 primary and secondary school children across two sites that will sit alongside the former Olympic Stadium. Each academy is now part of a regional hub, a group of schools linked by age group, geography and ambition, which ensures that innovation is captured and best practice embraced. Underpinning this, our Core Team is a dedicated group of educationalists and specialists in their areas. They provide advice and guidance where needed, and enable senior academy leaders to focus on the educational outcomes of their students. Job Description

Responsibilities

Overview: You will lead our operational delivery across our 34 academies with responsiblities for the estates, maintenance, catering, capital investment and our business administration teams. A key part of this role will be engaging with our key stakeholders; including our staff, student and parent communities to ensure our business operations are providing a world class service. Alongside this, you will steer our estates strategy and all property management activities including insurances, utility’s, maintenance, security, fire and projects. Strategic: Review the business structure and process to ensure that they are fit for purpose and the operational teams deliver upon our strategic vision. Ensure the operational side of the business is robust, resilient and compliant with all legal and regulatory requirements; ensuring that our business model is scalable and effectively supports the growth of the network, ensuring that we are leveraging the economies of scale to enable even greater investment in children’s education. Develop programmes for the engagement of all staff and students in the development and implementation of sustainable approaches; Contracts – Review existing contracts for services, works and material supply. Develop a quality and value based framework for services, contractors and suppliers; Procurement – Manage and procure value for money contracts for Software, Catering Energy, Construction and Maintenance Supplier frameworks Sustainability – Review energy usage and generation, and develop policy and implementation proposals. Review existing procedures and make policy and implementation proposals for recycling. Consider the effective development of green travel planning for each site and operation. Consider appropriate methods for carbon offsetting; Training – Develop guidance, advisory notes and training forums for colleagues dealing with Estates such as school/academy Business Managers, building managers etc; Market standards – Review the emerging standards and services of similar organisations and make appropriate recommendations.

Estates and Property Management Leading and managing service areas including Facilities and Asset Management, Health and Safety. Project Delivery: Oversee academies on all matters relating to the development, funding and management of capital works on the sites. Identify and prioritise capital spending requirements and the acquisition and spending of capital grants. Ensure that academies project requirements are translated into coherent, achievable and agreed briefs. Assess and monitor the health and safety impact of projects before, during and at completion to ensure a safe working environment is provided for all concerned and complies with its obligations under appropriate legislation (eg. CDM regulations ). Maintenance and Property Management: Oversee the effective management and maintenance of the Trust’s sites, grounds and buildings and their security, maximizing the use of the Trusts estate to deliver our vision. Review existing maintenance procedures and records. Develop management plans and budgets for local management and central monitoring. Contribute to the development of procedures relating to backlog maintenance Lead on developing tender strategies, contract tendering, contract award, contract management, supplier performance monitoring and reporting Ensuring effective systems of control and management of risks are in place and being implemented effectively.
