Lead measures are actions within your control. Like outbound calls or personalised videos. It can also include 'qualitative' things like exercise or personal development. These actions should move you toward your North Star goal. Actions that make a difference. This can usually be determined by the frequency of that action. If it can be done 1,000 times it may not be as valuable as the thing that must best done 12 times. Incentivise the action and reward value All great games have a scoreboard, a major goal, a time to achieve it by and a reward at the end.
