EXECUTIVE SUMMARY

London South Bank University (LSBU) is one of London’s largest and oldest universities with over 18,000 students and 2,000 staff. Since 1892, the University has been providing vocationally-relevant, accredited and professionally recognised education.

Based within Estates and Academic Environment (EAE) the role will be responsible for the delivery of high-quality

minor works and projects to the LSBU Group. LSBU Group is a family of education providers, led by London South Bank University. We work to a shared educational framework across secondary, further, higher education and beyond. Reporting to the Group Projects & Maintenance Manager, the postholder will be responsible for minor works and projects for all Group properties, proactively developing and coordinating the physical environment and facilities services with stakeholders to create and maintain an optimum learning environment.

JOB DESCRIPTION

JOB SPECIFICATION School/Department: Estates and Academic Environment (EAE) Job Title/Grade: Project Manager / Grade 8 Reporting to: Group Projects and Maintenance Manager Purpose of the post This position is for one of two Project Manager roles reporting to the Group Projects and Mainte - nance Manager. The role holder for this position is required to assist the manager in all aspects of his duties, but most particularly in respect of delivery of minor works and project works. The post holder will be jointly responsible for proactively developing and coordinating the phys - ical environment and facilities services with stakeholders to create and maintain an optimum learning environment. Job Summary To be responsible for the provision of the following services: • Project Management • Financial management • Client Expectation Management • Ensuring compliance with appropriate standards guidance and good practice • Technical Advice • Health & Safety • Performance Management • Participate in call-out arrangements • Standards/procedures The University has high standards in terms of ensuring a safe environment for staff, students, and visitors and therefore an essential part of the role is to ensure statutory compliance.

Number of Buildings LSBU Group property portfolio comprises of 26 buildings which includes the Southwark Campus 4 residential building, a satellite site in Essex, Lambeth College, UTC Brixton & UAE Camberwell. Communications And Working Relationship • Effective communications with senior colleagues, both Support and Academics within the University. • Liaison with schools, teaching and other support staff, students, Trade Unions, and other associated groups. • Working closely with the sustainability team to achieve the universities carbon reduction target • Strong and proactive links with colleagues in the profession, Universities, Statutory and other bodies • Manage and communicate with the service providers and external consultants • Arranging and chairing of progress meetings.

Main activities And Responsibilities • To manage projects from inception to completion including Acceptance into Service, providing monthly reports on project status as required and seeking approval for changes beyond those delegated. • Manage project funding allocated in accordance with the University’s prescribed procedures, in particular the financial regulations, and good technical and professional practice. Ensure that value for money is obtained and that a complete audit trail is in place. • Manage the expectations of clients through agreement and sign-off of the brief including scope, cost and time, and the active management of change throughout the project with regu - lar communication. • Take action to ensure compliance with all statutory and regulatory requirements. • Meet the needs of the end user within the schools and other departments by managing their requests which can include determining solutions to their requirements, obtaining quotations and managing the associated projects. • Proactively support the implementation of Health and Safety. • Performance Management – develop and use tools to adequately measure, monitor and re - port performance. • Pursue a personal programme of continuing professional (technical/management) develop - ment and support staff in their personal programme of continuing profession development (technical management). • Any further duties that may reasonably be required from time to time commensurate with the grade of this position.

PERSON SPECIFICATION

SELECTION CRITERIA A. Formal engineering professional/technical training together with a minimum 3-year post qualification experience. Relevant pre-qualification experience may be taken into account if the post qualification criteria are not met. B. Significant previous experience of managing projects, including in educational accommodation. C. Previous experience with carbon reduction techniques including: target and monitoring; verification of energy performance and energy analytics. D. Experience and proven ability in the preparation and control of project budgets. E. Significant experience in the selection of suitable contractors F. Familiarity with current legislation affecting property, in particular Fire Safety, Health and Safety, Compliance, Building Regulations. G. Ability to work under pressure, meet deadlines and work outside of normal contractual hours to achieve these if needed. H. Good written and oral communication skills including the ability to deal fairly and diplomatically with other staff members regardless of job status. I. Able to demonstrate an understanding of equality and diversity, and its practical application.

FURTHER INFORMATION

CONDITIONS OF SERVICE This post is graded at Grade 8 (spine points 37-43) of the University’s single spine. The full time salary range is £46,727 to £54,874 per annum, inclusive of £4,578 London Weighting per an - num. The core hours of duty for this post are 35 per week, with a one hour unpaid lunch breaks each day. Managers are expected and required to work for the period required to fulfil the duties of the post to the satisfaction of the Executive Director of Estates & Academic Environment. Annual holidays are 26.5 working days per annum plus all public and bank holidays. There are also additional days granted for long service. The successful candidate will serve a 12 month probationary period and an interim report will be made at the end of 6 month service. All appointments are subject to the receipt of references satisfactory to the University. It is standard procedure to apply for references only for the successful candidate. Offers of appointment are also subject to proof of your permission to work in the UK in accord - ance with the Asylum and Immigration Act 2006. Before any offer of appointment is made you will be asked to provide original documentary evidence to support this requirement. The successful candidate will be required to complete a pre-employment medical screening questionnaire, and may be required to undergo a medical examination prior to a written offer of employment being made. London South Bank is an admitted body of the Local Government Superannuation Scheme. If you are appointed to the University, unless you provide written confirmation prior to your com - mencement of employment that you do not wish to do so, you will become a member of the scheme automatically. The employee’s contribution rates vary according to the level of the employee’s pensionable pay. The rate that a part-time employee pays will be based on the full-time pay rate for the job, although the employee will only pay contributions on actual earnings.
