Welcome to the Fairfield Police Department 2021 Annual Report. This report is a snapshot of some of the great work done by the men and women of the Department. It also provides insight into some of the continuing challenges we face as a police department in the coming years.

Strictly by the numbers, Part I crime went down in 2021 by 8%. Property crime went down 10%, violent crime rose 5% and injury collisions rose by 15%. Through our department's hard work, your officers safely took 475 firearms off the street throughout 2021 compared to 283 in 2020. Numbers alone don’t tell our story. Looking back over the year, there were many highlights from our accomplishments as you will find throughout this report. Beyond those accomplishments, we continue to work on staff health, wellness and development and to focus on safety, traffic concerns, homelessness and protecting our most vulnerable communities. We will continue to welcome new partnerships and to identify problems while developing long lasting solutions. 2022 will bring new efforts to connect, and new opportunities to use technology to improve public safety. We’ll continue to expand our social media outreach; communication and we invite you to join us throughout the year at community events. The Fairfield Police Department is made up of talented and creative officers, professional staff and volunteers. I am proud to lead the team but recognize that it is their collective efforts that make Fairfield a great place to live and work. I hope this report gives you some insights into how they work hard to keep you and your family safe.

I am pleased to have the opportunity to present our 2021, Fairfield Police Department Annual Report, created for our staff, City leaders and our community members. This report highlights accomplishments that our diligent staff, volunteers, engaged community, and our supportive City Council have delivered together despite the many challenges we faced this year. The human toll of COVID is incalculable and continues to be felt everyday throughout the community. During this crisis, your Fairfield Police Department staff continued to respond to calls for assistance and provide public safety services around the clock. This report offers a look not only at the statistics that tell our story of community safety, but at the people behind the badges and the walls of our department that make up our dedicated team. I hope this report will inform you how we are working to reduce harm, advance safety and the quality of life we enjoy as residents of Fairfield.

Welcome to our Department's Demographics page. Here, you will find information about Fairfield Police Officers, who they are and how they represent the community.
Strong relationships of mutual trust between our department and the community we serve are critical to maintaining public safety and effective policing. Police officers rely on the cooperation of community members to provide information about crime in their neighborhoods, and to work with the police to devise solutions to crime and disorder problems. Similarly, community members’ willingness to trust the police depends on whether they believe that police actions reflect community values and incorporate the principles of procedural justice and legitimacy. The 30×30 Initiative is a coalition of police leaders, researchers, and professional organizations who have joined together to advance the representation and experiences of women in all ranks of policing across the United States. Led by Chief Cantrell, the Fairfield Police Department was honored to join the 30 x 30 national initiative in 2021. At the inception of the 30 X 30 program, Chief Cantrell commented, “Women make up 8% of our sworn officers within the Fairfield Police Department. Our ultimate goal is to increase the representation of women in police recruit classes to 30% by 2030, and to ensure police policies and culture intentionally support the success of qualified women officers throughout their career.” FPD started the initiative with 8 female officers among the ranks of our family of 126 officers. Now, in less than a year, we have 18 incredibly talented women serving our community, including those in the academy, which represents 15% of our sworn workforce. 30x30 INTIATIVE

Increase Personnel Health & Wellness
Health and wellness is an integral part of ensuring employees feel valued and motivated. We have taken many strides towards recognizing employee needs and developing strategies to support the work they do day in and day out.
INTERNAL EFFORTS
We established a new contract with an outside vender to support the false alarm program, CryWolf. WORK ENVIRONMENT & EQUIPMENT

PROMOTIONS
In 2021 we contracted with a new background investigations company and a new polygraph company resulting in streamlining the hiring process from approximately 6 weeks down to 3 to 4 weeks. This has helped with attracting officers that may be in process with other agencies. We also partnered with a new recruiting firm and created a robust recruiting website, videos and other hiring tools to reach a diverse community of applicants. 25 new employees were hired in 2021 increasing our diversity throughout the department with a goal to mirror our community we serve. Sworn job descriptions were updated to include an emphasis on community partnerships and de- escalation.
There were internal promotions of 1 Captain, 3 lieutenants, 4 sergeants and 2 dispatch supervisors. Promotional opportunities are important to the professional development of our staff and our department is committed to mentoring the future leaders of the agency. The ability to promote staff from within is the sign of a healthy organization where staff is given development opportunities and accept the challenge of taking on more responsibility in the Department.
Fairfield Police Department established a new vision, mission, values, and principles in 2021 to give the department consistent direction and alignment to better serve our community. We are working to better understand our organizational behavior; structure and culture. Together our collective success is more important than individual accomplishment. Throughout 2021 significant work has gone into a 3-year strategic plan. This will give us a roadmap for better service throughout the community. 2021 also brought us a new partnership with Lighthouse and Restoration Family Counseling Services for employee and family wellness. We increased our support services for staff from 6 to 12 sessions for our employees. We established a working group to create more equitable patrol beats and Public Services Areas to address community needs. Together we established working expectations to create more consistency among patrol units to provide a better service for our community.
We added ten new workstations to the police department's atrium due to staffing relocations.
Purchases were made to support special units including, Mobile Field Force equipment, drones, and Special Weapons And Tactics software.
Another dispatch station was added to the communications center.
The front conference room was re-modeled with a touchscreen presentation smartboard to host community and training events. Our report writing room was updated with new workstations and height adjustable desks to support our patrol units who spend most of their shift in their assigned vehicle.
Our Chaplain Program was reestablished and we brought on 2 new chaplains.

In 2021, crime rates increased across California, with homicides continuing to rise. Property and violent crimes also climbed in 2021. An increase in property crime in 2021, driven by car break-ins and auto thefts, returned property crime numbers close to pre-pandemic numbers. The need to continue monitoring crime trends, investigating underlying causes, and identifying effective solutions remains high.

While property crimes resulted in a 10% decrease, there was a 5% rise in violent crime. The contributing factors to this increase involved an uptick in reported sexual assaults, homicides and robberies. PROPERTY CRIMES
In 2021, there was an overall increase of 68% in firearms recovered due to great police work and community partnerships.

Dispatch
Our 911 Dispatch Center took 48,792 emergency calls from a total call volume of just over 231,171 phone calls in 2021, compared to a total of 297,881 calls in 2020. Dispatch handled 104,000 calls for service in the center, over 60,000 of them being PD calls for service and the remaining 127,171 calls were for general assistance.

The City of Fairfield has a team of 13 full time dispatchers, 4 supervisors and 5 part time/per diem dispatchers. Our highly skilled and dedicated staff proudly serve our residents responding to police, fire and medical calls for service . Various projects and initiatives were completed in 2021 to enhance 911 services and focus on community access to the Police Department.
