1. Executive Summary LTE group (comprising five leading organisations (The Manchester College, UCEN Manchester, Novus, Total People and MOL) has been created in response to the unique challenges facing the education and training sector. With the changing landscape of education and training, the Group is focused on changing the way it works to allow it to better respond to the skills requirements and economic needs of Manchester and Greater Manchester. It offers the potential for expansion and further growth. We are seeking to make the key senior appointment to the role of Director of Estate Development. In this newly created role the postholder leads on the transformation of the Group’s physical environment through a £170m plus capital development programme resulting in the creation of a purpose built campus in the City Centre and the extensive redevelopment of another major campus whilst deriving the best possible value from the Manchester College’s surplus property assets. We are seeking an exceptional leader with a proven track record of developing and implementing estates consolidation and development programmes across large-scale, diverse and complex property portfolios for industry-leading organisations. Positive, driven and a natural collaborator, you will possess excellent communication and stakeholder management skills. The role calls for an individual who is adept at providing leadership at the wider strategic level whilst having a proven track record of delivering complex mixed-use development projects in excess of £50m in value. This is an exciting opportunity for an estates professional with a proven track record in the delivery of major capital development programmes to play a leading role in the creation of an education estate that will offer a high-quality and inspiring learning environment for current and future generations.

3. Property Strategy
A new city centre campus
Leading-edge Technical and Vocational Facilities for post-16 Education
The Manchester College five-year strategy - College 2020 - is being embedded across the city region, to respond to changes such as regional devolution, appointment of Metro Mayors, the Post-16 Skills Plan, the Industrial Strategy and the Northern Powerhouse. This includes the start of our consultation on what is likely to be one of the largest estate reshapes in the sector. The project will provide high quality teaching and learning environments for students, staff and employers including a new city centre campus. The Manchester College is fully committed to the direction of travel set out in the Post 16- Skills Plan and has already embarked upon changes based on partnership with industry. Greater Manchester is committed to a co-branded, cocreated and co-delivered vocational training system with industry helping to design and deliver appropriate training for business needs. However, the skills strategy cannot be achieved without investment in a new estate. The College has developed a new Estates Strategy, which proposes a radical change in the number and location of its facilities. Central to the Strategy is the College’s approach of working with industry to co-design and codeliver more relevant vocational and technical skills provision. The combination of a modern estate of campuses, built for priority sectors and accessible learning centres, and a co-created and co-delivered training system will result in a marked increase in terms of the quality of people trained and the quality of the outcomes. In simple terms, better-trained people with relevant qualifications and skills, responding to the Greater Manchester Work and Skills Strategy. The Strategy, agreed by the Governing Body in September 2016, consolidates the Manchester College’s estate to five sites – including a new campus in the city centre and significant remodelling and investment at the Openshaw Campus. These will significantly improve the quality and attractiveness of the learning offer for residents and employers. The Estates Strategy also has the potential to reduce operational costs, while increasing the number oflearners supported. As a result of the strategy, the College will exit and vacate 20 existing properties, of various sizes, occupied under various tenures. This includes some significant freehold properties. Work to date identifies a new city centre campus providing around 25,000-30,000 sq metres of space. As well as classroom and office accommodation, facilities would include a bistro, a hair and beauty salon, cafes, library and learning centres, art and design studios, digital and computing suites, dance studios and a theatre.

The city centre campus would be home to around 8,000 students, divided approximately between 3,000 16-18 year olds, 1,500 higher education students and 3,500 adult learners.
The College, its learners, staff and activities will bring significant vitality and spending power to the city centre.

JOB PURPOSE:
Lead and deliver the Estates Strategy/Campus Redevelopment Plan.
KEY ACCOUNTABILITIES: Main Duties and Responsibilities
• Act as Project Sponsor for the Estates Strategy
• Deliver the agreed Estates Strategy and ensure it is in line with the strategic objectives of the College
• Lead the current College’s estates/facilities management teams and put in place effective management arrangements for the new estate
• Understand the curriculum needs and demands in order to deliver an outstanding learning environment for students
• Work with the Vice Principals and Assistant Principals within the College to understand curriculum changes and interdependencies, and the people change plan required as a result of the Strategy
• Lead the external advisory team, ensuring that they fulfil the scope of their contracted service and deliver value for money to meet the needs of the College
• Work with the public affairs and external communications team to deliver an external stakeholder plan
• Maintain excellent working relationships with internal and external business partners and proactively manage any issues that arrive
• Ensure full collaboration and consultation and ‘sign-off’ with internal stakeholders on design and delivery of the Estates Strategy and work with the internal communications team to deliver the Communications Strategy
• Lead the transition into the new and temporary buildings to ensure the student experience is maintained at a high level
• Ensure that decisions taken are in line with the agreed scheme of delegation from the Board of Governors through to end users and that the audit trail is in place
• Deliver the Estates Strategy to the agreed budget in partnership with the finance team and the external appointed cost consultant
• Ensure that the Estates Strategy delivers the agreed revenue expenditure savings
• Ensure the Estates Strategy delivers the effective and efficient use of resources and the estate and that utilisation increases
• Prepare draft presentations to the Investment and Estates Strategy Group and the Board of Governors
• Ensure the change and project plans in place provide the information necessary to track and deliver the Estates Strategy
• Ensure full compliance with statutory and internal policy obligations, for example, procurement, financial regulations, planning and health and safety
• Ensure appointments and legal contracts are in place
• To develop a Travel Plan for the College including promoting green travel, compiling surveys and working with external organisations.

QUALIFICATIONS, EXPERIENCE, & SKILLS:
Qualifications: Essential
• Degree level qualification in a related discipline

• Chartered status of a recognised body such as RICS, RIBA
Previous Experience
• Previous experience of delivering significant and complex capital schemes in an education environment
• Previous experience of working with internal stakeholders and external design teams to deliver a capital scheme
• Provision of excellent service to internal or external customers
• Ability to use IT systems to plan and evaluate resources and services
• Experience of coaching, mentoring and developing staff

Salary level
Anticipated salary level for this appointment is c. £80,000 to £90,000 depending on experience.
