PARK SYSTEM MAP The City of Pearland enjoys a thriving, local park system that provides residents with the ability to enjoy an active outdoor lifestyle. The City ’s park system is classified into three types depending on size and use: community parks, neighborhood parks and dog parks. The City of Pearland has plenty of sidewalks and trails available for walking, jogging, or biking. These sidewalks and trails are designed to ensure that residents can travel throughout the community.

Responding to Flood & Drainage Issues

PEARLAND’S FLOODPLAINS You can learn more about the flood risk at your property by reviewing flood maps. Stop by the Pearland Branch of Brazoria County Library or visit the Engineering Division at 3519 Liberty Drive. Everyone who wants to look at the flood maps will be helped. The floodplain map was prepared by the Federal Emergency Management Agency (FEMA). How- ever, these are not the only areas that may flood. Some of our flood-prone areas are not shown on the flood map because they are due to local storm drainage problems. During heavy rain storms, drainage problems may cause flooded roads, local ponding and/or overflowing ditches. Our worst and most frequent flooding occurs along Clear Creek, but other waterways also rise out of their banks and can flood homes.

your family. Just because you haven’t had flood damage in the past doesn’t mean you will be safe the next time the water rises. Don’t make a big mistake and think that disas- ter assistance or federal loans will be your best solution. If your home or business is damaged, you may be required to get a permit to make repairs. If repairs cost more than 50 percent of the market value of your building, FEMA reg- ulations require you to bring the building “into compliance” with the floodplain regulations. This could mean elevating the building on a higher foundation or other measures to satisfy the rules. If you experience major flood damage and are covered by flood insurance, in addition to the regular insurance payment, you may be eligible for up to $30,000 more (called Increased Cost of Compliance [ICC]). This money pays for property protection and compliance. Remember to save all documents such as receipts and photos associated with flood damage repair which will be helpful for your flood damage claim and flood mitigation insurance. Call the City for a damage estimate and remem- ber to apply for a permit in order to qualify for this money. Learn more at pearlandtx.gov/floodplain .

FLOOD INSURANCE PROTECTS YOU FINANCIALLY

If your home or business is in the floodplain or in an area where stormwater collects, flood insurance is recom - mended. Flood damage is not covered by your standard property insurance policy or your renter ’s policy. Some mortgages require you to buy flood insurance, but you can buy a policy even if your lender doesn’t require it. Most insurance agents can sell you a policy. This important financial protection can pay for cleanup costs and to repair damage to your building. Be sure to ask about coverage to help replace your personal belongings or building con- tents. Note! There is a 30-day waiting period before cover- age takes effect--don’t wait for the next storm to protect

The Municipal Separate Storm Sewer System (MS4) permit by the Texas Commission on Environmental Quality (TCEQ) allows the City of Pearland to discharge into surface water of the state. Best Management Practices

The City’s second five-year plan for its Stormwater Management Plan was approved by TCEQ in 2015 and is available to the public through the City’s Stormwater Management webpage. The Stormwater Management Plan basically deals with the ways to improve the surface water quality using various best management practices (BMPs) There are a number of ways that a home or business owner can help reduce the chemical, biological and physical pollutants off the ground and out of the storm sewer system. Some BMPs include to:

■ Limit the use of fertilizers and pesticides. ■ Keep sewage from being disposed of in storm drains. ■ Pick up after your pets. ■ Clean vehicles at a wash station or in the grass. ■ Never dispose toxic chemicals down a storm drain. ■ Do not throw trash into a storm drain. ■ Properly dispose of trash or yard waste. ■ Never dispose of fats, oils and grease down a drain.

Comprehensive Plan Coming Soon

A new City of Pearland Comprehensive Plan is now under development as we seek to identify a shared vision for the city’s future.

The Community Development Department planning team will spearhead the effort, and has hired Kim- ley-Horn and Associates, Inc. as the consulting plan- ners who will support city staff in the development of the plan. Also contributing will be the Compre- hensive Plan Advisory Committee, made up of a wide range of individuals who live and/or work in Pearland. Anyone who lives, works, or plays in Pearland is also encouraged to engage in the process. There will be many opportunities throughout the pro- cess for the public to submit their thoughts and ideas. Community meetings and events will be held at varying times and places to allowmany chances to attend, and online engagement will be available as well.

In 2008, a meeting was scheduled inviting citizens to meet with Mayor Tom Reid, Pearland city council members, Precinct 4 commissioner Rhodenbaugh and others to demonstrate to the city that a second library was needed. Geoffrey Tonini, a Shadow Creek resident, related that at this first meeting, citizens packed the room showing support for a second library in Pearland. It was at this meeting that the idea of a “Friends” group was first discussed. On September 14, 2010, the Friends group met formally for the first time. Since a second library was felt to be a long-term project, discussion focused on a short-term solution such as a “store-front library” as an intermediate step. The Friends began the application process for becoming a 501(c)(3) organization and approval was granted in 2012. The Friends became very active in the community promoting the library and the Friends group in presentations and booths at various school and city events. The Friends have supported the Pearland Westside Library in its growth from a closet sized room in the Westside Event Center to a store-front library on Business Center Drive to the development of the new stand-alone library on Shadow Creek Parkway with an anticipated opening date in January, 2022. The Friends now have over 95 members and continue to support the Pearland Westside Library with funds for programs, gifts for reading challenges, supplies and other items not covered by the library budget. They are currently focusing on fundraising related to the needs of the new West Pearland Library building on Shadow Creek Parkway. Anyone interested in more information, becoming a member, or learning about ways to help should go to the Friends website: pearlandwestsidelibraryfriends.org . Libraries are an essential part of any community and make learning and recreational opportunities available to all. For many years, the Tom Reid Library on Liberty Drive was able to meet the needs of Pearland citizens. As the city of Pearland expanded and growth increased on the west side of Pearland near the 288 corridor, the need for a second library began to come clear. Friends of West Pearland Library

Program fees will not be prorated for an individual registering after a program has begun. There are two ways for you to submit your registration: 1 ONLINE
