About Us We are an ambitious and inclusive Trust of schools strengthening our communities through excellent education. This is a hugely exciting time for our growing Multi Academy Trust. Formally established in 2013 we have grown to 13 schools located in Exeter, Plymouth and Crediton and work collaboratively with other local and national partners. Professor Ted Wragg, in whose memory the Ted Wragg Trust is named, was passionate about how education can transform young people’s futures.

How will we succeed

Our Structure

The Estates function is currently structured across two broad strands of activity comprising: • Management of the Estate (projects, safe spaces, reactive and planned maintenance and capital projects). The Estates Manager supports a network of premises colleagues across school sites. • PFI and Soft Facilities Management (largely delivered through the Trust’s trading subsidiary: Fusion School Services Ltd).

Our Schools The Ted Wragg Trust currently consists of 13 schools across Exeter, Plymouth and Crediton, including four primary schools, eight secondary schools, one all-through school, with our additional new all-through school, Matford Brook Academy, in South West Exeter opening in September 2023. Four of the Exeter Schools were constructed under the Exeter Schools Private Finance Initiative, a 28 year project running until 2033 covering the city's five secondary schools and one primary school, Wynstream. The Project Agreement is between Devon County Council (DCC) and the Project Company, however the commercial and operational interface with the project company and its sub-contractors is undertaken by the Trust under a separate agreement. This seeks to give the Trust influence over and control of commercial and operational matters that affect cost, ensuring all the six schools (including two that are non-Trust), secure optimal operational benefit and value. Increasingly, the Trust's soft services are being positioned and managed through the Trust's wholly-owned trading subsidiary Fusion School Services Ltd which was setup in April 2021 to facilitate and optimise the delivery of services that were previously out-sourced. It is intended that Fusion will manage lettings, grounds maintenance, catering, pest control, waste management and cleaning through a combination of direct delivery and service contracts.

Exwick Heights Primary School Exwick Heights is a large Outstanding Primary and Teaching School and is built on the edge of Exeter's green fringe, occupying a fantastic position in terms of its semi-rural location and position with long views across Exeter city. Two existing primary schools were brought together in 2008, turning a greenfield site into a vibrant mixed-use development, which serves both local primary children and the wider community. Exwick Heights is a committed learning community dedicated to providing the best educational experiences for their pupils.

Cranbrook Education Campus Cranbrook Education Campus is a new, all-through campus at the heart of Devon’s youngest town, with state of the art facilities. The school provides the children with the very best educational experiences through a dynamic, creative and inspiring curriculum, utilising cutting edge technology and making the most of local community and business partners.

Whipton Barton Federation The Whipton Barton Federation are two schools and nursery, working as one to serve the children and community of Whipton, Exeter. The schools came together as a federation in 2015 and joined the Ted Wragg Multi Academy Trust in March 2019. The Federation prides itself on high quality teaching and support, a broad and engaging curriculum, and a fully inclusive approach, with a commitment to no barriers to success for all children and no permanent exclusions.

Isca Academy Isca Academy is set in enviable grounds and modern buildings near the centre of Exeter. The school is passionate about providing high quality education that is tailored to meet the needs of each and every child as well as being committed to providing inclusive education with an equality of opportunity for all children.

St James St James is a rapidly growing school located in a new, purpose-built site on the eastern edge of Exeter. St James is a school with very high expectations of, and for, its students; only their best is good enough. St James provides students with opportunities to shine though excellent teaching and innovative practice, a vibrant extra-curricular provision and a curriculum that challenges and inspires from the start of year 7 and is increasingly personalised as students move up through the school.

St Luke’s Church of England School St Luke’s Church of England School is an 11-16 school situated on the east side of Exeter and occupies a fantastic purpose built state of the art facility. The school’s goal is to enable every child at St Luke’s to have the best educational experience, enabling them to make a positive next step in their education, training and future employment, preparing them to live ‘life to the full’. This is achieved by delivering excellent teaching, having an academically challenging curriculum that is personalised for every child and through the promotion of high aspiration and achievement.

West Exe School West Exe School is an edge of city comprehensive housed in modern, purpose-built accommodation; a bright and stimulating place for students to learn and for staff to work. The school aims to provide a learning environment in which all students feel safe, valued and known, where they can develop the knowledge, skills and attitudes to become successful learners, confident young people and responsible global citizens and is proud of both the academic success and personal development of the students.

Marine Academy Plymouth We are proud to be different here at Marine Academy. All Saints Academy Plymouth All Saints are the only Church of England secondary academy in Plymouth and are committed to educating students of the Christian faith, those who belong to other faiths and those who subscribe to no faith. Queen Elizabeth’s School Queen Elizabeth’s School, or QE as it is often affectionately known, is an 11-18 co-educational secondary school with a rich and proud history serving Crediton and the surrounding villages since 1547. QE is a place where all people are empowered. With a curriculum that challenges students, inspiring their curiosity and creativity. With an aim to help students develop knowledge and understanding of the world and promote the values of respect, reflection and resilience. Their vision is to be a place where all people in the community progress and are engaged and fulfilled.

Lipson Co-operative Academy Lipson is a secondary school and sixth form near the centre of Plymouth. Lipson believes in valuing people, starting with its students whose best interests shape every decision as the Academy fulfils its core purpose – the raising of pupil achievement to prepare them for adult life. Students need to leave Lipson with the best academic results of which they are capable but achievement is viewed in its widest sense, with much emphasis on sport, music, the performing arts, trips and visits. The Academy cherishes the quality of the relationships between staff and students, believing that kindness should underpin everything.

Matford Brook Academy Matford Brook Academy, is a brand new all-through school being built on the edge of Exeter within the Haldon Reach development. Opening in September 2023 and run in association with the Ofsted (2022) Outstanding, Marine Academy Primary, this will be an all-through school for ages 2-16. Key Purpose of Job • Strategic Leadership: Be part of the Business Executive Team.

• Ambitious Futures: Lead investment in estates, through the development, monitoring and management of capital and maintenance expenditure programmes, ensuring engagement with staff, student and parent communities. • Safe spaces: Ensuring premises and services meet the safe, suitable and sufficient standards and contribute to an outstanding teaching and learning environment. • Effective services: Drive the improvement of facilities management across the Trust and be accountable for the quality of service provision and management of Fusion School Services Ltd. Key Duties and Accountabilities of the Post Strategic Leadership and Ambitious Futures • Develop, implement and oversee the estates strategic, annual and medium-term plans based on condition surveys and educational needs. • Liaise with Trust schools in the development of educational business plans, preparing initial assessments of viability, facilitating the design and costing of projects through to Board commitment. • Provide advice to schools/Trust and support the project management and monitoring of major and minor building project/repair work across the estate including projects addressing condition, school priorities and new build. • Sustainability – Review energy usage and develop proposals for carbon reduction across Trust schools. • Funding – prioritise within available funds, sourcing additional funding opportunities for Trust and school development priorities. • Risk management – commit to the growth and maintenance of a positive risk management culture within the Trust, taking a leading / supportive role in connection with risk assessments for all related aspects of work. Leadership and Development • Line management of the Estates function including undertaking all people processes and ensuring that the support to academies is high quality and supports effective estates management. • Contract management: own and develop relationships with suppliers to support quality support and services. • Develop guidance, advisory notes and training forums for colleagues – school and central.

In conjunction with the Estates Manager and PFI / Soft Services Contract Manager Safe Spaces

• Provide professional services to the network and individual schools, ensuring the Trust complies with relevant property legislation, regulations and guidance. Implement plans to address any inconsistencies in approach. • Oversee the development of all policies and procedures concerning the Trust’s estate. • Oversee all aspects of health and safety, leading on the management, monitoring and maintenance of the health and safety of the estate, promoting a positive culture. (To include: fire, legionnaire management, and services testing). Effective Services • Support the Trusts PFI Contract Manager with contract oversight. • Oversee the delivery of soft services across the Trust, and develop these to support the Estate. • Contracts: Review existing contracts for services, works and material supply. Source reputable suppliers where required to ensure a high-quality value for money service is provided to the Trust by all its suppliers and external partners. • Maintenance - Review existing maintenance procedures, records and systems recommending and implementing improvements. Ensure oversight of condition, maintenance expenditure and life cycle costs. Develop management plans and budgets for local management and central monitoring. • Lettings: Oversight of this service to ensure all hirers of school premises are operating in line with appropriate regulations. Advise and support schools re lettings procedures and how to maximise lettings income. Reporting • Provide timely and accurate information and advice to the Trust Board and committees on estate performance and strategy including programming of expenditure against capital allocations.

• Ensure completion of statutory and sector reports. • Develop and manage a trust wide asset register. Other

• Be outward facing and establish strong links within the Trust and other organisations. • Collaborate in order to share expertise and bring positive benefits to our and other schools.

Supervision / Line Management responsibilities of the post Direct line management of: • Estates Contract Manager. • PFI Contract Manager. As a member of the Business Executive Team work in collaboration to ensure there is quality line management for the entire Estates and Facilities team. Working Environment & Conditions of the post • Travel to different sites. • The postholder may be required to travel and work within any school across the Ted Wragg Multi Academy Trust.

Other Duties • To undertake additional duties as required, commensurate with the level of the job. • To participate in induction training, staff review processes and professional development opportunities. • All staff must commit to Equal Opportunities and Anti- Discriminatory Practice. • The Trust operates a Smoke-Free Policy and the post- holder is prohibited from smoking in any of the Trust buildings, enclosed spaces within the curtilage of buildings, and Trust vehicles. • The post-holder will be expected to have an agreed working pattern to ensure that all relevant functions are fulfilled through direct dialogue with employees, members of other agencies and community members. • The post-holder is expected to familiarise themselves with and adhere to all relevant Trust and School Policies and Procedures. • The post-holder must comply with the Trust’s Health and Safety requirements specifically for the school they are working at. • The duties of this post may vary from time to time without changing the general character of the post or level of responsibility entailed. As this post meets the requirements in respect of exempted questions under the Rehabilitation of Offenders Act 1974, all applicants who are offered employment will be subject to an Enhanced Disclosure and Barring Service Check (DBS) before the appointment is confirmed. This will include details of ALL cautions, reprimands or final warnings as well as convictions, whether “spent” or “unspent”.
