OSSF PERMIT ISSUANCE LETTER Enclosed is a permit to construct an on-site sewage facility (OSSF). Travis County Transportation and Natural Resources (TNR) reserves the right to revoke this permit if conditions are encountered during construction that are not reflected in the approved plans which may affect the proper operation of the proposed system. This permit has been issued subject to the following stipulations: 1. This permit will be automatically rescinded if any site grading cuts are constructed within twenty-five (25) feet of the proposed disposal areas. 2. This permit is issued with the understanding that no potable water line, including automatic lawn sprinkler system, is or will be installed within 10 feet of the proposed disposal areas. 3. A pumping manifest shall be provided showing the existing tank to be abandoned was pumped out by a licensed waste transporter. This Permit To Construct the OSSF along with a Development Permit must be posted on the job site before ANY work is done. TNR expects you to make the owner, installer and builder of this project aware of all of the above stipulations prior to the start of construction. Regular inspections of these facilities by TNR personnel are required during construction in accordance with the inspection schedule enclosed with this letter. A final inspection must be passed and a certification letter received (if this system was designed by a Registered Sanitarian or Professional Engineer) prior to issuance of a License to Operate the system. The certification letter must state that the system was installed in accordance with the approved plans based on independent inspections performed by the professional designer. If for any reason construction cannot proceed exactly as specified, STOP CONSTRUCTION, contact the On-Site Wastewater Program at (512)854- 9383 and have the designer submit a revised plan for review and issuance of a new Permit. All appropriate fees must be submitted with the revised plan, and a 30-day review period may be required. 3. Be advised that under Texas Water Law, an owner of real property who changes the quantities and/or velocities of stormwater runoff onto downstream property may be strictly liable in damages for any damages caused by such changed stormwater runoff. 4. This property may be located within the habitat boundaries of the Golden-Cheeked Warbler, an endangered species. Issuance of this Permit to Construct an On-Site Sewage Facility does not assure compliance with the Endangered Species Act. The issuance of this Permit is not verification that this tract of land has been subdivided in accordance with the laws and regulations governing subdivision of land. It is also not, therefore, a guarantee of future provision of other utility services to this tract of land. 6. A License to Operate this system will not be issued until a final inspection is passed. It is unlawful to use this on- site sewage facility until a License to Operate has been issued. 7. All installation work must be performed by a Texas Commission for Environmental Quality Registered Installer. If this system requires a maintenance contract, the maintenance company must meet the requirements as defined in 30 TAC, Chapter 285. 8. The use of explosives is not permitted for the construction of this on-site sewage facility. This on-site sewage facility must meet all of the requirements of the Rules Of Travis County, Texas For On-Site Sewage Facilities. THIS PERMIT TO CONSTRUCT SHALL EXPIRE TWELVE MONTHS FROM ISSUE DATE. The minimum number of items to be inspected for approval of the installation of this on-site sewage facility is listed below. To arrange for an inspection, please call the On-Site Wastewater Program at (512) 854-4438 or send an email to OSSFinspections@traviscountytxgov , NO LATER THAN 2 PM THE DAY BEFORE THE INSPECTION IS NEEDED. 1. DRAINFIELD INSPECTION ( drip lines may be installed, but not covered ) a) The field area has been plowed, tilled, or scarified as indicated in the approved plan. 2. TANK, PUMP, AND ALARM INSPECTION (may be performed in conjunction with another inspection.) a) The septic, trash and/or aerobic tanks are leveled on a four-inch minimum sand pad and filled with water to the outlets. b) Sewer line installed properly. c) Pump tank filled with water to activate the high water alarm. Alarm, pump and timer function correctly and automatically. d) Pump and high water alarm are on separate circuits. e) Installation of check valves and siphon hole (if necessary). f) Aerobic treatment until functioning properly. 3. DRIP EMITTER LINES Drip emitter lines must be inspected for any leaks in either manner: a) Drip lines may be visually inspected by having the system engaged with the lines, joints, and check valves exposed. b) If drip lines are plowed into the drainfield a visual inspection of the drip lines is not required. However, the proprietor must demonstrate to the Inspector that the flow rates are per the approved plan and have all joints on the supply and return line along with the connections to the drip line exposed for inspection during the pressure test. 4. LANDSCAPING INSPECTION a) Drip emitter lines/tanks covered and graded so that water does not pond as per the approved plan. b) Diversion berms, etc. installed per the approved plan. c) Vegetative cover established per the approved plan. Note: Any deviation from the approved plan will be cause for the inspector to stop construction of the system until approval of the deviation has been obtained. Inspections by Travis County are not a substitute for the Designer’s inspection and vice versa. Contact the Designer before beginning construction of system. This is not an exhaustive list of all items that will be checked.
