The King’s Estate

King’s is most central university in London, with five campuses in the heart of London including four thames-side campuses within a single square mile.

Located on the north bank of the River Thames, the Strand Campus houses King’s College London’s arts and sciences faculties. King’s Venues Strand is close to Somerset House, near

the Royal Courts of Justice and just a few minutes’ walk from Covent Garden.

The Faculty of Life Sciences & Medicine and the Dental Institute are based at the riverside Guy’s Campus, next to the Shard. Close to London Bridge on the South Bank of the River Thames, next to Guy’s Hospital, this is an increasingly fashionable area, with many bars, restaurants, markets and creative businesses. The Florence Nightingale Museum is based at St Thomas’, along with continuing medical and dental teaching. The Campus is located in central London, overlooking the River Thames, next to Westminster Bridge and opposite the Houses of Parliament. The Waterloo campus is home of the Florence Nightingale Faculty of Nursing & Midwifery and Estates & Facilities department as well as other faculties conveniently placed close to London’s South Bank Centre, Waterloo Station and the IMAX Cinema. Denmark Hill Campus is the home of the Institute of Psychiatry, Psychology and Neuroscience and the Champion Hill Residence. Denmark Hill is situated in Camberwell, in the London Borough of Southwark. Strand Campus

Located on the north bank of the River Thames, the Strand Campus houses King’s College London’s arts and sciences faculties. The Head of Campus Operations is responsible for a number of our historic buildings which consists of a diverse blend of teaching, office space, research facilities and libraries including:

Strand Development

Bush House Buildings

King’s is leasing the five iconic Bush House buildings, next to its historic Strand Campus.

King’s occupies Bush House, former headquarters of the BBC World Service, Strand House and King House (Melbourne House from 2025).

We aim to consolidate our position as a top 20 global university by providing world class education and research facilities. Acquiring the Bush House buildings has created a wonderful and dynamic campus in the heart of London by uniting two prime central London locations, the Aldwych and our historic Strand Campus, to create state of the art education and learning facilities for our students. This development will give King’s much greater flexibility both to expand in line with our ambitions for growth and to minimise disruption as we redevelop and upgrade our existing Strand estate. The Bush House buildings provide approximately 300,000 square feet of additional space for student study and social space, new teaching facilities and academic accommodation.

We are also embarking on a development of the Quad at the heart of the Strand campus which is a £47m project.

Role purpose

• To take operational ownership of the estate within their remit. To work with Estates & Facilities partners to ensure the estate is fit for purpose and commensurate with the world-class research and teaching taking place therein. In this way, supporting the Colleges Strategic Vision 2029. • To lead the Campus Operations Team to deliver excellence in Facilities Management Services, articulating the directorates mission to deliver World Class Services to a World Class University, providing motivational leadership and an active presence (Management by Walking Around). • To achieve the objectives set by the Assistant Director of Campus Operations in the Annual Prioritised Programme of Works and Services and attaining the objectives of the estate wide Customer Service Strategy and Service Development Strategy through effective tactical planning and delivery.

• To take financial responsibility for operational budgets and ensure that the operating model is performing in accordance with agreed budgets and meets KPI targets through continuous improvement and innovation.

• To fulfil Health & Safety responsibilities by adherence to College and statutory requirements, ensuring a safe working environment and working practices.

• To provide critical operational insight and client priorities to the Assistant Director of Campus Operations, informing Capital, Campus, Infrastructure and Space Planning programmes.

• To work with King’s Venues to develop an integrated management approach to commercial operations, ensuring the smooth running of commercial events and the summer operation.

Role profile Health & Safety and Business Continuity

• Responsible for the health and safety of all staff and third-party service providers working for and on behalf of Estates and Facilities within their demise by ensuring all College and statutory requirements for a safe environment and working practices are met, including compliance with the Safety at Work Act and all other relevant H&S legislation.

• Ensure all staff working for Estates and Facilities within their demise have undergone all mandatory training as required by King’s College London Policy, and that this training is kept up to date.

• Ensure all third-party providers have robust H&S policies, procedures and protocols in place and that their on-site staff are fully briefed and have undergone all mandatory training as required by King’s College London Policy, and that this training is kept up to date.

• To report all issues with Estate assets within their designated space, and ensure issues are addressed within the appropriate SLA.

• Responsible for the results and rectification of any issues arising as a consequence of any formal health and safety audits undertaken periodically.

• Ensure accidents, incidents and ‘near misses’ are reported, investigated and actioned, and that lessons are learnt from health and safety investigations and service adjustments made.

• Responsible for implementing the access posture as defined by the Assistant Director Campus Operations and escalate any operational challenges this could cause. In this way, ensure all buildings (including secure, high-risk, and regulated spaces), staff, students and visitors within their demise are secure at all times.

• Responsible for implementing security levels in line with an Estates & Facilities mandate, at times of increased national or local threat levels.

• Responsible for the operational management of manned guarding services.

• Ensure robust emergency procedures and local emergency and business continuity plans are in place and regularly tested.

• Responsible for an in depth understanding of the College’s business continuity planning through attendance at the College’s Business Continuity Team meetings. During critical incidents, to support the Assistant Director Campus Operations (Bronze Control) in the management of a front-line response. In the absence of the Assistant Director, to deputise and act in the role of Bronze Control. As a member of the business continuity team, required to work out of normal hours and during weekends as the needs of the university require.

• Responsible for developing a professional and responsive working relationship and delivery plan with the Estates & Facilities Operational Assurance Team, acting as the primary point of contact for the area within their demise.

Strategic Vision 2029

To enable the College’s strategic priorities, Educate to Inspire and Improve and Research to Inform and Innovate by ensuring the estate within their remit is fit for purpose and commensurate with the world-class research and teaching taking place therein. This is to be achieved through the following responsibilities: • To act in accordance with the following guiding principles as set out in the Strategic Vision 2029: to be an exceptional institution, focusing on excellence in Facilities Management; to provide effective stewardship of the estate befitting of the College’s heritage and contemporary outlook; to create an inclusive environment that enables successful endeavour. • To support the Assistant Director of Campus Operations in the development and delivery of tactical planning to meet the objectives of the estate wide Customer Service Strategy and Service Development Strategy, leveraging first-hand knowledge of the estate and clients within their demise to help drive service innovation and costs effectiveness.

• Deliver the service procurement strategy, including negotiating changes and taking the initiative to improve value for money and service levels where required with the supply chain and direct resources.

• Deliver against the Annual Prioritised Programme of Works and Services. Progress to be reviewed monthly as part of a regular programme of 1:1 meetings with the Assistant Director of Campus Operations, to ensure the prioritisation of works on campus via the new model. • Identify works, both remedial and transformational, that will result in the estate becoming a world class teaching and research environment. Raise works with the Project Management Office (Campus Projects; Infrastructure Projects)/Capital Projects Programme Manager and provide supplementary information that informs prioritisation decision making.

• Support the Director of Space Management to deliver the College space efficiency agenda across the campus, including expounding client needs and priorities in order to minimise impact.

JOB DESCRIPTION

• Monitor the interface of Engineering Services and Facilities Management Services to meet the requirements of the College timetable. Assess and communicate client concerns about engineering performance to Engineering Services, as part of a One-Team approach to continuous service improvement. • Responsible for an integrated and collaborative working relationship with the King’s Venues team, ensuring services are aligned and a world class customer experience is achieved in all commercial operations including the summer operation. • Responsible for stakeholder management, including: developing good relationships with key clients; advocating open and active communication; anticipating and prioritising client needs in service design and delivery; escalating and wherever practicable resolving issues which have a detrimental impact on the academic experience.

• Lead the Facilities Working Group to ensure a consistent approach to services, facilities and customer service across all campuses.

Budget

• Manage and deliver the operational budgets for the assets and services within their demise, including but not limited to personnel, third party delivered services, and demand-based requirements.

• Responsible for effective contractor, supplier and vendor management to deliver performance in accordance with agreed operating models and budgets.

• Responsible for competitive tendering, working in collaboration with the College Procurement Office.

• In conjunction with the Assistant Director Campus Operations, responsible for championing and delivering campus, minor works and innovation project budgets where assigned to the campus operations team for delivery.

• Deliver value for money and sustainable cost savings - in line with financial forecasts, pre-agreed savings and efficiency targets - through continuous improvement and innovative delivery programmes.

• Monitor and regularly report financial performance for the services and estates assets with their demise to the Assistant Director of Campus Operations.

• Support the delivery of the utility budget, working with the Environmental Manager to deliver year on year energy and carbon reductions across the estate within their demise.

Process & Performance Management

• Ensure the Campus Operations Team complies with the College’s and Estates & Facilities policies and procedures, arranging training as necessary to drive compliance. Review local operating procedures annually and update them in line with changes to College operating standards and practices.

• Monitor service performance and take appropriate action in case of failure or complaints; report performance issues to the Assistant Director of Campus Operations; communicate with stakeholders accordingly.
