Executive Summary

The University of Liverpool is seeking to appoint to this new key position of Waste & Recycling Officer. The University of Liverpool has a diverse and complex property portfolio, incorporated within the main Liverpool City Centre Campus and associated satellite sites. Many of the buildings and assets within the portfolio are listed or are of historic importance so any construction, refurbishment or modernisation works must be carefully considered and delivered to an exemplar standard. The diverse Estate includes many listed buildings from Georgian and Victorian periods as well as contemporary buildings and conservation areas coupled with the complex research laboratories this provides many challenges in maintaining and servicing the estate. This new position will focus on the wider transition of the whole university environment into a circular economy. Moving to a circular economy is crucially important to the university and will help to deliver against Sustainable Development Goal (SDG) 12 on responsible consumption and production. It will also deliver benefits across the other 11 SDGs such as SDG9 on industrial development, and SDG13 on climate action amongst others. Eliminating waste and pollution, encouraging the recirculation of products and materials, and helping to regenerate nature, you will work to identify and deliver a range of activities and outputs associated with the circular economy that employs reuse, sharing, repair, refurbishment, remanufacturing and recycling to create a closed-loop system, minimising the use of resource inputs and the creation of waste, pollution and carbon emissions. We are looking for an individual who has experience working on circularity, waste, and resources, preferably within the higher education sector or within a large complex dynamic organisation. You will be passionate about sustainability, have strong research and administration skills, be able to constructively manage stakeholder relationships, and have a positive, can-do attitude. This role offers a fantastic opportunity for a Sustainability professional to take up a leadership role across a diverse, complex, and large-scale estate portfolio in a vibrant city.

Facilities, Residential and Commercial Services Facilities, Residential and Commercial Services (FRCS) contains 5 reporting areas, Business Development (including Ness Botanic Gardens), Capital Projects & Estates Strategy, Estates Management, Residential & Commercial Services and Sport. Overall FRCS employs over 15% of the University workforce, accounts for about 10% of the total turnover (excluding capital expenditure) and delivers a wide range of key support services. University Context: The FRCS teams have a key role to play in maintaining the buildings and engineering infrastructure of the University to support the academic and research departments, based in 300 buildings (500,000 m2) across the 255 ha site. ROLE AND CORE ACCOUNTABILITIES • To support in the wider objectives of adopting the circular economy, responsible consumption, net zero carbon etc through the effective management of reducing and managing waste. • To support the process of waste management across the university, preparing both revenue and capital estimates and ensuring that goods and services are obtained within the provision of the University’s circular economy, procurement and purchasing policies. • To review and communicate procedures and standards for the handling and disposal of waste material and ensure compliance with legal requirements. • To ensure processes are in place for checking, validation and processing of waste management invoices against contracts to ensure that contractors are paid in accordance with University terms after having complied with the content of the contracts. • To work with managers to control the issuing of contract variation orders and validating contract valuations where required. • To introduce and pro-actively encourage the adoption of the waste hierarchy. • Liaise with the contractors and managers with waste disposal responsibilities, including regular contract meetings in conjunction with colleagues from procurement. • Ensure the contractors are competent to comply with health and safety and all other relevant legislation using pro-active means on a regular basis. • To assess the performance and monitoring of contractors to support managers with waste disposal responsibilities. • Ensuring that all waste and recycling staff are trained to work in a safe manner and they understand their legal obligations. • To develop and roll out of new waste and recycling initiatives, both in existing and new areas of campus and to contribute to University capital projects using waste and resource management knowledge. • To lead on projects aimed at improving how the university manages its material resources and produce option appraisals for consideration by the University. • To be first point of contact and responsible for the provision of specialist advice, guidance and support to staff in faculties, services and to customers in relation to waste, recycling and responsible consumption. • Liaise and work in close partnership with other HEI’s and strategic partners to identify innovation to help develop processes and services. • Maintain an understanding of new and current waste management legislation, adapting services to comply with legislation as required with evaluation of cost implications. • Produce monthly and annual progress reports and statistics related to waste management and responsible consumption.
