The role of Head of Capital Projects

The Capital Development team within Estates and Facilities are responsible for the masterplanning and development of all campuses forming the QMUL estate. The team manage a large capital programme from inception to completion, delivering projects on budget, on programme and to a high standard of quality. The improvement in facilities supports academic research and enhances the student experience. The Capital Projects team are currently delivering a substantial Capital building programme including; Multi-million pound refurbishments to the School of Engineering and School of Mathematics Buildings at the Mile End Campus, the Abernethy Building at the Whitechapel Campus, as well as various ongoing legacy intervention schemes, rolling residential refurbishments and Long Term Maintenance projects. We have recently completed construction of the Neuron Pod Installation (see photo below) located at the Blizard Institute, Whitechapel Campus. Design is underway for a new building for the School of Business Management at the Mile End Campus and we are also engaged in proposals for a major refurbishment of the John Vance Science Centre at the Charterhouse Square Campus. The Head of Capital Projects will be responsible for leading the delivery of the QMUL capital programme which consists of a very diverse portfolio of projects spanning for small works projects to major capital development schemes in excess of £50m.

You will lead an internal team of project management professionals and will take responsibility for planning and allocation of projects and resources and taking oversight and reporting responsibility for the delivery of the programme against Executive Team expectations. The successful candidate will have a proven track record of leading large-scale capital programmes and projects across a diverse, mixed-use estate portfolio. You will have strong leadership and management skills, with experience of motivating and leading project teams across a portfolio of projects and having taking responsibility for programme oversight and reporting. Experience of having led projects across a range of property types is required and a track record of delivering academic, science, student accommodation and commercial schemes would be advantageous. We are seeking a highly motivated, dynamic and collaborative individual to join the team and it is anticipated that you will have the excellent interpersonal and communication skills required to successfully undertake a senior and influential role within the University. This is an incredibly exciting opportunity to deliver a major capital programme across a diverse London estate portfolio of teaching space, research facilities, workplace environments, social and recreational space and student accommodation in a client side leadership role at a transformative period for the organisation.

Job Context

The Capital Development team are responsible for the Master Planning and Development of all campuses forming the Queen Mary University of London estate. Job Purpose

As part of the Estates and Facilities Capital Development Team the Head of Capital Projects will be responsible for the project management of a number of strategic capital and revenue projects, designed by external consultants in accordance with relevant service level agreements, business plans, KPIs and University/Estates and Facilities procedures. The post holder will lead the team of Senior Project Managers and will have managerial oversight of all projects undertaken from feasibility study through to the furnishing, commissioning and handover. 1. To take responsibility for and ensure that development projects are completed on time, to budget, at the appropriate quality and in accordance with the Client’s requirements and expectations. 2. Acting as lead advisor to our internal clients on all estate and construction matters, engendering a sense of ownership in clients/users and managing relationships 3. Working with the Finance Department and external advisors to assist in the preparation of cash flow forecasts and life cycle costing, formulate procurement strategy for projects in conjunction with key stakeholders and in liaison with the Procurement department. Prepare estimates and outline costs, setting and agreeing cost limits for projects. Agreeing budgets, cash flow forecasts, financial reporting procedures and final accounts. Manage pre and post-contract costs against agreed budgets. Ensure that there is effective cost management on the projects for which you are responsible, providing regular reporting and ensure that any financial or time issues/problems/concerns are notified to the Assistant Director of Estates and Facilities (Capital & Strategic Development) at the earliest opportunity, including variations and claims. 4. Provide support to the Assistant Director of Estates and Facilities (Capital & Strategic Development) in the preparation of feasibility studies. Provide support to the Assistant Director of Estates and Facilities (Capital & Strategic Development) the preparation of business cases and outline briefs. 5. Lead on the appointment, induction and management of external and internal design teams and other professional advisors in accordance with University procedures. Manage the development of design proposals that complement the Estates Master Plan, provide value for money, that are affordable to maintain, comply with legislation and good practice, meet University sustainability standards, innovate and meet or exceed the requirements of the brief. Main Duties & Responsibilities

Lead and manage stakeholder co-ordination and inputs to the projects for which they are responsible including internal client departments, external designers, planning authorities, building regulations, Information Technology Systems, Safety Office, other Estates and Facilities colleagues in accordance with agreed standards and procedures 7. Manage both design and contract programmes with designers and contractors and monitoring to ensure programme objectives are achieved for all projects the post holder is responsible for. Lead the liaison and meetings with client groups, design teams, maintenance teams, Estates and Facilities, management teams and others during the design, contract and handover period. 8. Manage works in progress; lead, direct and co-ordinate internal site supervision staff and/or external consultants involved in projects ensuring that work is delivered to the highest possible standards. Take appropriate action where performance falls below the standards required.

9. Manage the preparation and dissemination of post contract project reviews following consultation with project stakeholders ensuring that key lessons learned are circulated to internal and external teams

10. Manage the co-ordination of the commissioning, furnishing and handover of new and refurbished buildings/accommodation.

11. Actively monitor performance of Consultants and Contractors to meet the University’s requirements, provide recommendations/reports on action required to ensure the Universities interests are protected.

12. Responsible for preparing information and reports on the projects for which you are responsible and presenting them to relevant University committees as and when required in an accurate and timely manner.
