Executive Summary

We are seeking an individual with a proven track record in a senior project and programme leadership role across complex capital projects, with excellent stakeholder management skills and a proactive approach to team leadership. Experience of having worked on capital projects and programmes with comparable characteristics to those found at St George’s would be particularly advantageous. Now is an exciting time to join St George’s, as we embark on the realisation of our new 5-year Strategy - Delivering outstanding care, every time – and the ambitious plans to improve our estate and environment that will support this. As part of our new strategy to deliver outstanding care, our forthcoming estates strategy will include a bold capital investment plan consisting of a diverse spectrum of projects ranging in value from £250k to £50m to ensure the realisation of our key priorities for the estate. As a result, we will need a well-resourced and high calibre capital projects team to lead the delivery of the programme. We are therefore seeking to appoint a Head of Capital Projects. This role is key to achieving St George’s ambitions and an influential part of the Estates leadership team, with specific remit for leading the delivery of the Trust’s ambitious capital development programme. Reporting to the Assistant Director of Capital Projects, the post-holder will oversee the management of the capital delivery team, ensuring high performance and efficient delivery of projects.

Our main site, St George’s Hospital in Tooting – one of the country’s principal teaching hospitals – is shared with St George’s, University of London, which trains medical students and carries out advanced medical research. Job Summary To provide leadership and management of the Trust’s estate capital development and delivery programme. The Trust capital budget is variable year on year but ranges from £18m - £46m of which circa 50% will be overseen by the post holder. To support the Assistant Director of Capital Projects in the development and management of the estate capital development programme, ensuring that is aligned to the Trust’s overall strategy and clinical and corporate strategies. To be responsible for and oversee the design and development of capital schemes as delegated, from inception to completion. To ensure that schemes are delivered and handed over such that the Trust’s estate is safe for patients, staff and visitors. To line manage the Trust’s Capital Projects team. To deputize for the Assistant Director of Capital Projects as and when required. Accountable to: Director of Estates and Facilities Reports to: Assistant Director of Capital Projects

Responsible for: Management and delivery of Trust’s capital projects programme and line management of capital projects team (substantive and interim) Key working relationships: Report directly to Assistant Director of Capital Projects. Working collaboratively with the following: Estates and Facilities Senior Management Team, Capital Projects Team, Clinical Directors, Care Group leads, Heads of Nursing, Finance and Procurement Teams, Audit Department, General Managers, Facilities team, Estates team Medical Physics Team, IT Department St Georges Hospital Charity and External Multi-disciplinary Consultants. Role of the Department: The Capital Projects Department provides a service to the Trust that ranges from- Estates strategic planning, refurbishments, new builds, estates projects and minor capital works as well as ongoing planning of future capital developments in line with the Trust clinical and estates strategy.

Main Duties, Responsibilities and Key Result Areas

• Regularly communicate project updates to senior managers for the relevant Trust groups to obtain approvals to proceed. Information may include design options, detailed design, financial information, contract options and programmes. • Undertake research and keep abreast of best practice in design, construction and maintenance of healthcare buildings and provide and advise on such to clinical and non-clinical senior management and Divisional Directors. Use a variety of methodologies and approaches to triangulate research findings to support service development, configuration and redesign in line with organisational and national objectives in the context of the impact on the estate; • Liaise with other organisations, such as NHS Estates, NHS Trusts, PFI service providers, Local Planning Authority, Building Control and Fire Authority including attendance at appropriate meetings; • Deliver personally managed individual capital schemes to programme and within budget;

Technical Support and Advice: • Support the development of the Trust’s Estate Strategy and capital programme to ensure excellence of facilities is achieved within financial constraints; • Be responsible for delegated sections of the Estates Trust strategy assigned by the Assistant Director of Capital Projects. • Be responsible for providing information and recommendations to the Assistant Director of Capital Projects as part of the annual Capital Programme planning and the Trusts’ five-year plan. • Formulate long term strategic plans for a portfolio of projects and assess the impact of these plans against the long term strategies of the Trust in conjunction with the Assistant Director of Capital Projects and the Estates & Facilities Senior Management Team. • Provide professional construction management advice to the Assistant Director of Capital Projects, stakeholders and others on all aspects of capital project works of the Trust that are assigned to the post-holder • Provide specialist knowledge across a range of works and building knowledge including all relevant construction related legislation, Health Building Notes and Technical Memoranda to Clinical Leads, Projects team, Divisional Directors and various Trust Boards in person or in report format. • Manage, lead and track a programme of highly complex and specialist Capital Projects for delivery, from project briefing through to completion of works on site to the Assistant Director of Capital Projects. • Plan and organise a broad range of activities and to consider, assess and manage the impact of each project within the capital portfolio devolved from the Trust’s strategy. • Ensure time, cost and quality standards are met, with appropriate project files and records maintained. • Ensure that all development proposals and plans consider interrelated strategies and developments and advise senior management accordingly.

Management/Leadership: • Deputise for the Assistant Director of Capital Projects as and when required inclusive of undertaking line management duties, attending meetings and compiling reports; • Line manage the Trust’s Capital Projects team. Support the Assistant Director of Capital Projects to review and develop a Capital Development and Delivery team to meet the future needs of the organisation. This will involve carrying out a staffing skills mix review and advising on a robust

succession planning strategy together with a review of processes and systems;

• Be responsible in the formulation of delegated sections of the Directorate’s Business Plan, incorporating priorities for service developments within overall Trust objectives including supporting the development of the Trust’s five-year Capital Plan. • Act with a high level of autonomy, with significant freedom to initiate action and decide how best organisational objectives can be achieved, only seeking advice as necessary. • Engage where necessary the aid of external consultants for professional guidance and the design of schemes. Interrogate information provided by external professional consultants and advise the Trust accordingly • Chair and facilitate capital technical meetings ensuring that the technical advisers develop appropriate and affordable design and capital costs in line with the constraints set by each scheme, procurement processes and competing demands of the Trust. Ensure the advisors work is properly co-ordinated and interfaced; • Manage external contractor and professional consultant non- performance and/or grievances in line with Trust procedures and processes and the relevant governing institution (eg. RICS, RIBA, CIOB). • Be responsible for updating departmental processes and procedures as and when required and ensure successful implementation throughout the department. Implement legislation updates and amendments into project processes and procedures and partake in regular Continued Professional Development training as necessary to the role. Report any non-compliance or irregularities or inefficient practices to the Assistant Director of Capital Projects. • Develop, monitor and review the Trust policies and standards relating to design, construction, procurement methods and performance along with drafting and maintaining Estates and Facilities policies relevant to the delivery and administration of capital projects. In conjunction with other Senior Estates managers, lead on the development of the Trust-wide standards for design, finishes, materials and components for capital projects.

• Be responsible for developing the Capital Estates Key Performance Indicator system for monitoring external contractor and professional consultants. Ensure all other members of the Capital Estates Projects Department are trained to implement the system and policy, and review at regular intervals to ensure that statutory updates are incorporated as part of the system. Produce monthly and quarterly KPI reports with regard to overall contractor and professional consultant performance. Business Cases and Investment Proposals: • Be responsible for the preparation and review of capital information as part of Business Case and Investment Proposal submissions, to include design options, detailed design, financial information, contract options and information and programmes. • Set up and lead capital project specific steering group meetings/ project boards where appropriate in order to liaise with clients and prepare design briefs to ensure quality and best value procedures for managing the schemes. • Review highly complex facts relating to individual projects and use analytical skills to produce options appraisals for discussion. Advise the Assistant Director of Capital Projects on a number of options available in order to meet a project brief and to manage expectations in order to provide efficient patient care and demonstrate best practice and value for money. This may involve highly complex, sensitive or contentious information whereby the Project Management team will be tasked with obtaining agreement or cooperation for project solutions that may not meet the Client brief. • Advise on derogations from statutory and non-statutory guidance and regulations. Communicate with Clinical Leads, Divisional Leads and at necessary Trust meetings. Ensure that any derogations which are agreed on projects are recorded.

Projects. Ensure that these cost centres are managed within budget and opportunities for savings identified are subsequently achieved without detriment to service delivery.

Reports, Procurement and Audit: • Organise and produce regular progress minute meetings and reports with project teams including the production of initial scheme programme report to inform clients of progress etc. • Support the development of a Post Project Evaluation strategy to review capital projects and ensure continuous quality improvements in the built environment. Ensure that post project evaluation reports are produced. • Deliver projects identified and prioritised on the master capital programme and inform progress for Assistant Director of Capital Projects. • Manage the governance for the procurement of capital projects within the portfolio. Ensure that the procurement arrangements represent best value for the Trust, are in accordance with the Trust’s Standing Orders and Standing Financial Instructions, comply with Health and Safety requirements, and are flexible to meet changing requirements. Evaluate and interpret tenders and report on the contractors’ tender returns with regard to cost, time, quality and health and safety requirements. • Be responsible for the operation of a Quality Management System and for the quality control of documentation provided by the Estates Department. • Liaise with the internal audit directorate to ensure that proper procedures and audit trails are carried out throughout the management of schemes. Produce contract documentation as request by the audit and /or procurement directorate. • Contribute to the risk management processes and the maintenance of a comprehensive risk register. Financial Management: • Report to the Assistant Director of Capital Projects with regular monthly financial reports. Identify cost pressures and financial forecasting risks within individual projects and in conjunction with the Head of Projects take appropriate action. • Have responsibility for budgets and be a signatory for cost centres with delegated authority as direct by the Assistant Director of Capital
