EXECUTIVE SUMMARY

London South Bank University (LSBU) is one of London’s largest and oldest universities with over 18,000 students and 2,000 staff. Since 1892, the University has been providing vocationally-relevant, accredited and professionally recognised education.

Based within Estates and Academic Environment (EAE) the role will be responsible for the delivery of high-quality

mechanical maintenance to the LSBU Group. LSBU Group is a family of education providers, led by London South Bank University. We work to a shared educational framework across secondary, further, higher education and beyond. Reporting to the Maintenance & Energy Manager, the postholder will be assigned to the mechanical related contracts, acting as the client representative for all contracts and responsible for delivery of planned, corrective and reactive maintenance. You will also manage repairs which will involve ensuring quotations are value for money, arranging purchase orders, liaise with internal stakeholders to ensure repair works are not disruptive, inspection of works and undertake change control process of assets.

JOB DESCRIPTION

JOB SPECIFICATION Faculty/Department: Estates and Academic Environment (EAE) Job Title/Grade: Contract Delivery Manager – Mechanical Services / Grade 8 Reporting to: Maintenance & Energy Manager Purpose of the post This position is for one of three contract delivery manager roles (Mechanical related Contractors; Electrical related Contractors; H&S specialist managing miscellaneous Contractors). The role holder for this position will be assigned to the Mechanical related contracts to which there are currently six contracts. The manager will act as Client Representative for all these contracts and be responsible for delivery of Planned, Corrective and Reactive Maintenance. The manager will also manage repairs which will involve: ensuring Contractors quotation costs are reasonable & provide food value for money; arrange the purchase orders through the Technical Services Administrator; liaise as necessary with departments and schools to ensure the repair works are not disruptive which could lead to out of hours planned works; inspect the works on completion; undertake change control process of assets if applicable; inform Administrator when payment can be paid. The manager will provide cover for any of the other roles during holiday and sickness of their colleagues and will be on a duty manager rota for 24/ 7 response; this is currently one week every four. In addition to the main duties of the role described above the role holder will be assigned approximately a quarter of the Campus buildings. The Manager will undertake weekly quality audits of these buildings and identify reactive works and areas that need improvement. The Manager will arrange and chair monthly or quarterly meetings with the Contractors Contract Manager depending on the magnitude of the contract. Service Level Agreements, which will be agreed between the Manager and the Contractors Contract Manager during the mobilisation of the Contract, shall be reviewed at these monthly/ quarterly meetings along with the Key Performance Indicators.

The post holder will be jointly responsible for proactively developing and co-ordinating maintenance regimes. They are also equally responsible for meeting the Service delivery needs of stakeholders in order to create and maintain an optimum learning environment. The manager is to ensure that the universities assets are maintained and repaired to a designated standard, whilst attaining value for money; this is fundamental to this role. The University has high standards in terms of ensuring a safe environment for staff, students and visitors and therefore an essential part of the role is to ensure statutory compliance. Number of Buildings LSBU Group property portfolio comprises of 26 buildings which includes the Southwark Campus 4 residential building, a satellite site in Essex, Lambeth College, UTC Brixton & UAE Camberwell. Communications And Working Relationships • Effective communications with senior colleagues, both Support and Academics within the University. • Liaison with schools, teaching and other support staff, students, Trade Unions and other associated groups. • Working closely with the sustainability team to achieve the universities carbon reduction target. • Manage and communicate with the service providers and external consultants. • Arranging and chairing of progress meetings.

Main Activities And Responsibilities • Client Representative in the form of Contract Delivery Manager for a number of key maintenance contracts. • Ensure that all Building and Engineering Services are operating under optimum conditions, in compliance with current legislation and regulations. • Manage the planned and preventative maintenance, repair, upgrading and alteration of plant/ systems/ building fabric within the maintenance contracts assigned under your control which can be changed from time to time. • Take action to ensure compliance with all statutory and regulatory requirements. • Meet the needs of the end user within the schools and other departments by managing their requests which can include determining solutions to their requirements, obtaining quotations and managing the associated projects. • Instruct, manage and monitor maintenance staff, contractors and consultants in the delivery of maintenance, repairs and minor works. • Proactively support the implementation of Health and Safety.

• Performance Management – develop and use tools to adequately measure, monitor and report performance. • Pursue a personal programme of continuing professional (technical/management) development and support staff in their personal programme of continuing profession development (technical management). • Develop and promote a common approach to the University’s assets including the preparation of guidance on maintenance standards and procedures to be applied. • Develop the use of computer aided facility management system along with other IT systems across the breadth of responsibilities as far as is appropriate. • Any further duties that may reasonably be required from time to time commensurate with the grade of this position.

PERSON SPECIFICATION

SELECTION CRITERIA A. Formal engineering professional/technical training together with a minimum 3-year post qualification experience of dealing with the operation, maintenance, repair and replacement of engineering services. Relevant pre-qualification experience may be taken into account if the post qualification criteria are not met. B. Contractor management experience including chairing monthly performance/ progress meetings. C. Previous experience with energy management processes and carbon reduction techniques including: target and monitoring; verification of energy performance and energy analytics. D. Experience and proven ability in the preparation and control of budgets for maintenance, repair and replacement works. E. Significant experience in the selection of suitable contractors and effective management of contracts. F. Familiarity with current legislation affecting property, in particular Fire Safety, Health and Safety, Compliance, Building Regulations. G. Ability to work under pressure, meet deadlines and work outside of normal contractual hours to achieve these if needed. H. Good written and oral communication skills including the ability to deal fairly and diplomatically with other staff members regardless of job status. I. Able to demonstrate an understanding of equality and diversity, and its practical application.

FURTHER INFORMATION

CONDITIONS OF SERVICE This post is graded at Grade 8 (spine points 37-43) of the University’s single spine. The full time salary range is £46,,727 to £54874 per annum, inclusive of £4,578 London Weighting per annum. The core hours of duty for this post are 35 per week, with a one hour unpaid lunch breaks each day. Managers are expected and required to work for the period required to fulfil the duties of the post to the satisfaction of the Executive Director of Estates & Academic Environment. Annual holidays are 26.5 working days per annum plus all public and bank holidays. There are also additional days granted for long service. The successful candidate will serve a 12 month probationary period and an interim report will be made at the end of 6 month service. All appointments are subject to the receipt of references satisfactory to the University. It is standard procedure to apply for references only for the successful candidate. London South Bank is an admitted body of the Local Government Superannuation Scheme. The employee’s contribution rates vary according to the level of the employee’s pensionable pay. The rate that a part-time employee pays will be based on the full-time pay rate for the job, although the employee will only pay contributions on actual earnings.
